The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Dickey, and Williams. Absent: None. Also present were Donald F. Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; Terry Stark, and Roger Koeppen.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE AND 4/17 CITY PAYROLL APPROVED

Claim Ordinance #5484 making appropriations for the payments of certain claims against the City of Anthony in the sum of $183,104.62 for appropriation ordinance and 4/17 City Payroll for $41,190.98 were presented and on motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance and 4/17 City Payroll were unanimously approved and claims ordered paid.

PRESENTATION OF PLAQUE

Mayor Hatfield presented Roger Koeppen an appreciation plaque for the 4 years 11 months of service and dedication as City Commissioner.

WATER/WASTEWATER DEPARTMENT REPORT

Terry Stark, Department Head of the Water/Wastewater Department, reported pond circulators repaired. They repaired sewer line at 602 North Bluff. They will be cleaning sewer lines, and start mowing.

They are repairing water leaking services. Park restrooms are open for the summer.

Pool has been drained and rinsed. Cover needs to be removed and pool power washed.

He is recommending that third position be filled for the Water/Wastewater Department. After assessing the situation a third person is needed to help during schooling, vacation, equipment maintenance, etc. Third person will help shorten the to do list.

The Commission was in consensus that a third person be hired. Mayor would like to see something done about the mowing.

City Superintendent indicated, part-time help will mow at Lake and parks.

The City Commission was in consensus to hire a general mowing person. Will hire another street person.

Will spread expense for summer person among Departments.

ORDINANCE NO. S-182 ADOPTED

A SPECIAL ORDINANCE PROVIDING FOR THE SALE AND CONSUMPTION OF CEREAL MALT BEVERAGE AT THE ANTHONY RACES ON SUNDAY, JULY 15, 2007 AND SUNDAY, JULY 22, 2007.

Commissioner Hammersmith made the motion to adopt Ordinance No.

S-182. The motion was seconded by Commissioner Hekel. Motion carried.

APPLICATION TO RETAIL CEREAL MALT BEVERAGE

Commissioner Williams made the motion that the City approve the Anthony Fair Association Application to Retail Cereal Malt Beverage. The motion was seconded by Commissioner Hammersmith. Motion carried.

ARBOR DAY PROCLAMATION

Mayor Hatfield read and signed a proclamation proclaiming

April 27th as Arbor Day in Anthony. Arbor Day Ceremonies will be held in the East Park.

WATER EMERGENCY PLAN REVIEW

Commissioner Williams, City Superintendent Sechler and City Clerk/Administrator Heidrick will review Water Emergency Plan and then give to City Attorney Forsyth to review.

CITY OFFICERS RE-APPOINTED

CITY CLERK/ADMINISTRATOR RE-APPOINTED

Mayor Hatfield made the motion that the City re-appoint Don Heidrick as City Clerk/Administrator. The motion was seconded by Commissioner Hammersmith. Motion carried.

CHIEF OF POLICE RE-APPOINTED

Mayor Hatfield made the motion that the City re-appoint John Blevins as Chief of Police. The motion was seconded by Commissioner Hammersmith. Motion carried.

CITY SUPERINTENDENT RE-APPOINTED

Mayor Hatfield made the motion that the City re-appoint Grant Sechler as City Superintendent. The motion was seconded by Commissioner Dickey. Motion carried.

CITY ATTORNEY RE-APPOINTED

Mayor Hatfield made the motion that the City re-appoint Jim Forsyth as City Attorney. The motion was seconded by Commissioner Williams. Motion carried.

CITY TREASURER RE-APPOINTED

Mayor Hatfield made the motion that the City re-appoint Angie Hartman as City Treasurer. The motion was seconded by Commissioner Williams. Motion carried.

MUNICIPAL JUDGE RE-APPOINTED

Commissioner Williams made the motion that the City re-appoint Richard Befort as Municipal Judge. The motion was seconded by Commissioner Hammersmith. Motion carried.

MUNICIPAL COURT CLERK RE-APPOINTED

Mayor Hatfield made the motion that the City re-appoint Angie Hartman as Municipal Court Clerk. The motion was seconded by Commissioner Hammersmith. Motion carried.

CHIEF OF POLICE REPORT / CRIMES VICTIMS RIGHTS CONFERENCE /

QUIET WEEK /OFFICER HODSON CHECKING ON HOUSE STRUCTURE

IN 300 BLOCK OF NORTH SPRINGFIELD

Chief of Police Blevins reported that he attended Crime Victims Rights Conference in Wichita. Good training on domestic violence cases. Otherwise quiet week.

Kenny Hodson is checking on house structure, 300 North Springfield, with owner.

CITY SUPERINTENDENT'S REPORT / KMEA MEETING / WINFIELD MEETING /

STREET CREW WORK / AIRPORT BOARD MEETING / SWIMMING POOL /

TREE REMOVAL AT AIRPORT / EXECUTIVE SESSION

City Superintendent Sechler reported that he, Larry Berry and Naaman Clark will attend KMEA meeting.

He and Terry Stark will attend meeting in Winfield on Wednesday on Stage 2 Disinfectants and Disinfection Byproduct Rule. Hope to receive exemption status.

Street Crew will be grading, planting trees and hopefully fill some pot holes.

He attended Airport Board meeting last week. Discussed possible needs for Airport Terminal. Blinds, bulletin board and shelving can be obtained. Loveseat couch is available from Jeremy Graves. He will check on cost for wireless service for a possible computer to obtain weather reports. Where Recreation computer went was discussed.

Swimming Pool needs to be painted and City Crew could do it to save money. Discussed having sealant for plaster, will patch tile for now. Some lights need to be repaired.

Several trees on west end of grass runway need to be removed according to FAA before bids can be let for the fuel station.

He would like to have executive session for non-elected personnel.

COMMISSIONER COMMENTS

Commissioner Williams suggested that City Committees give notice of meeting and also a short report on the meetings for the City Commission. This way Commission can be informed to maybe be of help.

Mayor Hatfield asked if trucking company had been billed for sidewalk damage by Kanza Bank. He asked about skid loader.

He asked about the company that had sealed Main Street if and when they were going to return to seal area that had been grated because of roughness.

CITY CLERK/ADMINISTRATOR'S REPORT / MARCH BOOKKEEPING REPORT /

AUDITORS / TRANSPORTATION SUMMIT MEETING / ARBOR DAY / FRIENDSHIP MEALS

City Clerk/Administrator Heidrick reported Angie Hartman completed March bookkeeping.

Auditors will be here April 23 for 2006 Audit.

He and Commissioners Hammersmith and Hekel will attend the transportation summit meeting at Hutchinson on Tuesday.

Arbor Day Ceremonies will be April 27 at East Park at 4:00 P.M. Commissioners are invited.

Friendship Meals has invited Commissioners to Volunteer Appreciation Day at Friendship Meals for Wednesday, April 18, in appreciation for what the City does to help Friendship Meals. He and Grant are invited also.

EXECUTIVE SESSION

Mayor Hatfield made the motion that the City Commission go into executive session for 30 minutes to discuss matters concerning non-elected personnel. The motion was seconded by Commissioner Dickey. Motion carried. At 10:20 A.M., the City Commission room was cleared with Chief of Police Blevins, City Superintendent Sechler, and City Clerk/Administrator Heidrick present. At 10:50 A.M., the Mayor called the meeting back into regular session.

EXECUTIVE SESSION

Commissioner Hekel made the motion that the City Commission go into executive session for 10 minutes to discuss matters concerning non-elected personnel. The motion was seconded by Commissioner Williams. Motion carried. At 10:50 A.M., the City Commission room was cleared with Chief of Police Blevins, City Superintendent Sechler, and City Clerk/Administrator Heidrick present. At 11:00 A.M., the Mayor called the meeting back into regular session.

No decision was made.

ANNEXATION DISCUSSION

The City Commission discussed annexation of parts of the City. Commissioner Hekel asked about the City boundary lines north of town now. City Administrator will check with City Attorney about having help with annexation procedure.

TREE CITY USA

Mayor Hatfield has been notified that the City of Anthony has been named 2006 Tree City USA. This is the 21st year of recognition.

Commissioner Williams made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hammersmith. Motion carried.
