The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Koeppen, and Williams. Absent: None. Also present were Angie Hartman, Assistant City Clerk; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; Kenny Hodson, Lyle Wellbrock, Reta Gates, Tim Eaton, and Alan Luttrell.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE AND 4/03 CITY PAYROLL APPROVED

Claim Ordinance #5482 making appropriations for the payments of certain claims against the City of Anthony in the sum of $61,197.35 for appropriation ordinance and 4/03 City Payroll for $40,401.29 were presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinance and 4/03 City Payroll were unanimously approved and claims ordered paid.

ANTHONY CHAMBER / MUNICIPAL HALL FEES

Lyle Wellbrock, on behalf of the Anthony Chamber of Commerce was present to ask the City Commission to waive the fee during the Balloon Fest. Commissioner Williams made the motion to waive the Municipal Hall fees on May 12 for the Chamber of Commerce. The motion was seconded by Commissioner Hekel. Motion carried.

LAKE SHOWER HOT WATER HEATER / NEW LEASE SITES

Reta Gates presented two bids for a hot water heater for the lake showers. For the same heater and installation the two quotes were $925.00 and $1,100.00. Will be expensed out of Capital Improvement. The City will run the electric for $600 and material is $825.00.

Commissioner Williams made the motion to approve $2,350 for a water heater at the Lake for showers. The motion was seconded by Commissioner Hekel. Motion carried. City Superintendent Sechler is checking on urinal prices. Discussed the need to start working on new possible lake lease sites. The Lake Board will stake these out for the Commissioners to view. They talked about releasing three at a time, have a minimum bid. Need to advertise to Anthony High School Alumni.

FIRE DEPARTMENT / HOSE / ADDITION / OPEN BURN / POLICE GARAGE

Fire Chief Hodson again presented fire hose bids. For 1,000 feet of 100 foot sections bids were:

Weiss Fire & Safety $5,500.00

Emergency Fire & Equip. $5,900.00

Commissioner Williams made the motion to accept the bid from Weiss Fire & Safety for 1,000 feet of 100 foot sections of fire hose for $5,500.00. The motion was seconded by Commissioner Hammersmith. The motion carried.

Fire Chief Hodson discussed the new Fire Station. They have gotten the bolt patterns for concrete. They are ready to tear up the parking lot and lay cement.

Commissioner Koeppen made the motion to allow Open Burn starting April 9 through April 22. The motion was seconded by Commissioner Williams. The motion carried 4-1 with Commissioner Hekel opposing.

Kenny Hodson presented re-bids on the Police garage. Bids from Triple B Construction Inc. were:

#1 material and labor for 39' x 36', $27,471.00,

#2 material and labor for 36' x 36', $26,108.00.

Mayor Hatfield made the motion to approve the 39' x 36' attached garage for $27,471.00 for the materials and labor not including electrical. The motion was seconded by Commissioner Hammersmith. The motion carried 4-1 with Commissioner Hekel opposing.

Chief Hodson and Commissioner Hammersmith will attend the County Commission meeting at 1:30 P.M.

BEER APPLICATION / LIBRARY BOARD

Mayor Hatfield made the motion to approve the beer applications for Donna J Wilson d/b/a Jack's Service Station, 424 West Main. The motion was seconded by Commissioner Hekel. Motion carried.

The Anthony Public Library presented a letter for nominees to the Library Board. Commissioner Hammersmith made the motion to appoint Bruce Albright to replace Merle Walker and Cecilee Downing to replace Shelly Wilkinson with terms from May 1 to April 30. The motion was seconded by Commissioner Hekel. Motion carried.

GO-KART TRACK AND CITY INSURANCE

Tim Eaton was asked to discuss insurance for the Go-Kart Track. Cannot get insurance through the Kart Association unless an event is going on. Eaton stated the insurance could be as high as $3,000 a year for just practices with restricted access. He will research some actual costs and work with Creighton Cullop. They will discuss a waiver with the City Attorney.

Eaton told the Commission April 1 was the renewal date for insurance. Everything carried forward with a 7% decrease. The City Commission asked him to present an outline for the new Commission to review.

ALAN LUTTRELL / NORTH MASS. LIFT STATION / WATER TOWER

Alan Luttrell of EBH was present to clarify to the City Commission the future sewer lift station at Massachusetts and Garfield. A grinder pump station will be needed. Also discussed a new water tower at Harper and the ground storage tank roof needs replaced.

BALLFIELD FENCE

Mayor Hatfield discussed with the Commission the need for 160 more feet of fence at the ballfield with a cost of $900. This will extend to the Race Track fence. Hatfield has talked to Dan Bird about this. This fence will have a drive through gate and a walk in gate. Funding would be out of Park and Recreation.

Commissioner Hekel made the motion to fund $900 for additional fence at the ballfields pending approval from the Anthony Fair Association. The motion was seconded by Commissioner Hammersmith. Motion carried.

CHIEF OF POLICE REPORT

Chief of Police Blevins reported that Officers Hodson and Huff attended the Kansas Narcotics Officers Association Conference in Wichita. They advised that it was very good training and got certified to do different narcotic testing.

Got the old Chevrolet into a hangar at the Airport.

Chief Blevins attended a lock down exercise at the Elementary School. An expandable gate had been installed.

Officers investigated two family disturbances involving parents and children. Both cases will be presented to the County Attorney and SRS to determine if charges will be filed.

CITY SUPERINTENDENT'S REPORT / WHEATRIDGE HOUSING LETTER /

SUMMER HELP / ROOT CUTTER / OTHER EQUIPMENT

City Superintendent Sechler presented a letter from the Masner Development Co. on the Wheatridge Affordable Housing Project for the Mayor to sign. They also need a letter stating what services the City will provide without charge. After much discussion, Commissioner Hekel made the motion to waive the water, sewer and electric hook-up fees. The motion was seconded by Commissioner Hammersmith. Motion carried. A letter will be drafted stating this.

Karl Berry has agreed to mow the Parks again this year. We will have the same summer help at the Lake.

An applicant for the Street Department was interviewed Friday and some more applications came in last week.

Superintendent Sechler reported on the Rural Water Conference. He priced several items: A root cutter for the sewer machine for $1,800, which we need now. Television Inspection Equipment ranging from $6,900 to $70,000. Checked on water valves and automatic bar screens for the Wastewater Plant. Will be receiving information on radio read equipment for Water and Electric. Superintendent Sechler was told to get the root cutter and budget for the others.

The Atmos Energy Representative that he needs to talk to on the Gas Transportation Contract was out all of last week. He will try to talk to him this week.

CORRESPONDENCE / CITY PROPERTY

Commissioner Hekel thanked the City and Commission for allowing him to attend the Rural Water Conference.

A letter was received from the Department of Aging about a public transportation meeting, Tuesday, April 17, at the Kansas Cosmosphere in Hutchinson. The City Commission discussed selling the property that was going to be the new Fire Station and other properties.

EXECUTIVE SESSION

Commissioner Williams made the motion that the City Commission go into executive session for 10 minutes to discuss matters concerning non-elected personnel and matters regarding Confidential Data Relating to Financial Affairs or Trade Secrets of Second Parties, such as corporations, partnerships, trusts and individual proprietorships. The motion was seconded by Commissioner Koeppen. Motion carried. At 11:25 A.M., the City Commission room was cleared with the City Superintendent, and Assistant City Clerk remaining. At 11:35 A.M., the Mayor called the meeting back into regular session. No decisions were made.

Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Koeppen. Motion carried.
