The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Dickey, and Williams. Absent: None. Also present were Donald F. Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; J.D. Rhea, Marilea Struble, and Tim Eaton.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE APPROVED
Claim Ordinance #5485 making appropriations for the payments of certain claims against the City of Anthony in the sum of $50,473.24 for appropriation ordinance was presented and on motion by Commissioner Williams, seconded by Commissioner Hammersmith, said ordinance was unanimously approved and claims ordered paid.
STREET DEPARTMENT REPORT
J.D. Rhea, Street Department Head, gave a report on the current activities of the Street Department. Mowing, ongoing project, continue to grade roads. They are patching street pot holes and finishing cutting trees. Discuss doing the dirt work at West Acres. New person will begin work first of the month.
IDENTITY THEFT – LOSS CONTROL SERVICES
Tim Eaton of Strong Insurance explained an Identify Theft education program that could be presented to employees. He also explained a defensive driving program that would be available.
It was consensus that a program for defensive driving be given in the Fall.
The identify theft education program could be given anytime.
GO-KART TRACK INSURANCE
Tim Eaton reported insurance for the Go-Kart Track for participants and spectators would be $5,000.
The City had received a couple of calls from individuals interested in keeping the Go-Kart Track open.
Creighton Cullop will be asked to come in and discuss where we are with this.
GEOMETRIC PROJECT
City Superintendent Sechler reported that KDOT received one bid for the Geometric Project for the intersection of K-2 and K-44. He had called a contractor who received an invitation to bid but did not and they indicated it was a timing problem. The construction bid received of $599,567 plus the engineering design cost, LPACE contract, and KDOT CE cost amounted to a total of $744,400 and the State maximum pay is $700,000. EBH had estimated construction costs to be $438,395. KDOT and EBH may not have taken into account the cost for phasing time element.
After discussion, the Commission was in consensus to request KDOT to have project re-bid. Superintendent Sechler will talk with EBH. KLINK paving project for LL&G is scheduled later.

Chief of Police Blevins reported that the new patrol vehicle had arrived and equipment is being installed.
He attended Juvenile Correction Advisory Board meeting.
Suggested door hangers that could be placed at locations needing address number on their residence. The Police could check houses and place the notices where needed. Follow-up after designated period for enforcement.
A quiet Prom weekend.
He will be fishing next week.
Commissioner Hekel asked about Pit Bull Dog prevented in the City. It is covered in City Code. Chief Blevins will have notice put in paper about having dogs registered and notice that Pit Bull Dogs are prohibited.

Mayor asked about open hole area at 401 South Jennings.

City Superintendent Sechler reported that he would have information on House Bill No. 2032 concerning municipal owned electric systems outside 3 mile area. Governor signed work version of bill.
He, Larry Berry and Naaman Clark attended KMEA hosted meeting. It covered Causes and Cures for Bad Power Factor and Harmonics. Almost all these problems are related to customer equipment. It was a good session.
Terry Stark and he attended a meeting in Winfield on Stage 2 Disinfection By Products and new ground water regulations. The City of Anthony should qualify for a 40/30 exemption on the stage 2 rule.
He attended Lake Board meeting.
Berry Tractor delivered skid loader to try out. Conrady's will try to get a John Deere skid loader to try.
He would like to have executive session on non-elected personnel.
Will check on John McKee request to put up 20x20x8 building.
Commissioner Hekel asked about condition of first mile north on Santa Fe – it is one of those half City, half County road areas.
Too wet to work on silt ponds – and short crew.
Asked about former work repair places that need concrete placed now.
Mayor asked about getting poles off lot. Asked also about City Shop – need to clean area and have concrete laid.
CITY CLERK/ADMINISTRATOR'S REPORT / AUDITORS / ARBOR DAY /
AIRPORT FUNDING / SUMMIT TRANSIT MEETING
City Clerk/Administrator Heidrick reported Auditors will be here Monday through Wednesday. Arbor Day Ceremonies, Friday, April 27th, at East Park at 4:00 P.M.
Darin Neufeld e-mailed information that he had received at Kansas Airport Association meeting regarding future funding from FAA.
He and Commissioners Hekel and Hammersmith attended the Area Transit Summit meeting in Hutchinson on Tuesday. It was a good meeting. An area plan for future Transportation needs and changes will be developed for review.
FIRE TRUCK
Mayor reported the Fire Department had issue with used tanker truck. It is old and needs to be replaced. Greg Blanchat brought tanker down. Cost would be $160,000. Application for FEMA Grant could be made. It would be 95/5 Grant, with City share would be $8,000.
After discussion, Mayor Hatfield made motion that the City apply for a FEMA Grant to finance a new fire truck. The motion was seconded by Commissioner Williams. Motion carried.
SRS
Need to follow up on the meeting in Topeka with SRS about as to what they need for a possible office location here in Anthony.
EXECUTIVE SESSION
Commissioner Williams made the motion that the City Commission go into executive session for 15 minutes to discuss matters concerning non-elected personnel. The motion was seconded by Commissioner Hekel. Motion carried. At 11:00 A.M., the City Commission room was cleared with the City Superintendent, Chief of Police, and City Clerk/ Administrator remaining. At 11:15 A.M., the Mayor called the meeting back into regular session.
WATER LEAK
The Mayor reported a customer had extensive water leak, about 80,000 gallons. Bill is for $300. Commission discussed taking off profit margin. Office will contact customer.
Commissioner Williams made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hekel. Motion carried.
