The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Barbara Muse presiding and the following Commissioners present: Hall, Hammersmith, Dickey and Tedder. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; Kenny Hodson, Deputy Chief of Police; Amber Schmitz of the Anthony Republican; I. D. Creech, Jeanne Barber, Gwen Warner, Donna Crowe, and Steve Wilkinson.

Commissioner Dickey made the motion to approve the minutes of the previous meeting. The motion was seconded by Commissioner Tedder. Motion carried.

APPROPRIATION ORDINANCE and 04/21/09 PAYROLL APPROVED

Claim Ordinance #5588 making appropriation for $39,517.00 for the payments of certain claims against the City of Anthony for appropriation ordinance and $44,801.34 for 04/21 Payroll were presented and on a motion by Commissioner Tedder, seconded by Commissioner Dickey, said ordinance and payroll were unanimously approved and claims ordered paid.

COUNTY NEIGHBORHOOD REVITALIZATION PROGRAM

I. D. Creech, County Administrator was present to review the County Draft Copy of the Neighborhood Revitalization Plan with the City Commission. The Commissioners would like tax percentages of rebate for new construction be the same as Construction Rehabilitation, in the Plan. Commissioner Tedder made the motion that the City cooperate with Harper County and support the County Neighborhood Revitalization Plan requesting the tax rebate be the same for new Residential Construction as it is for Residential Rehabilitation Construction. The motion was seconded by Commissioner Hammersmith. Motion carried.

ELECTRIC DISTRIBUTION DEPARTMENT REPORT

Steve Wilkinson, Electric Distribution Department Head reported they have been working on the Tennis Courts and Ball Field lights.

They have taken down transformer loops that are not being used any longer.

He attended a meeting with Western Farmers. He went to the Kriz-Davis Street Lighting Regulations Meeting and received good information on LED Lighting.

Keeping up on work orders and storms. Chris Schurle worked 3 blown fuses from Sunday’s storm caused by lightning.

BALLOON FEST REPORT

Gwen Warner, Jeanne Barber, and Donne Crowe were present to update the City Commissioners about the Balloon Fest events for May 8th -10th.

GOLF COURSE MEETING REPORT

Commissioners Dickey and Tedder had met with the members of the Anthony Golf Association Board about the wishes of the Golf Course Board Members. Questions from the meeting will be presented to the City Attorney. A work session will be held with the Golf Course Board Members. Profit and Loss Reports will be obtained from Jim Gates.

CHIEF OF POLICE REPORT/DRUG ALERTS/DOMESTIC DISTURBANCE/CPR RE-CERTIFICATION/BOARD MEETINGS/SHOTGUN QUALIFICATIONS/CHILD ABUSE/BURGLARY AND THEFT ARREST

Deputy Chief Hodson gave Chief Blevins report.

Officer Schultz reported no alerts on lockers by Rambo at Harper Jr. High School.

Reckless driving complaints at the Lake lead to alerts on three vehicles by Rambo. An arrest was made for possession of Marijuana.

Investigated a Domestic Disturbance in the 500 Block of N. Franklin and the 400 Block of N. Springfield. Persons taken into custody for Domestic Battery.

Officers Houston and Huff and Chief Blevins attended a CPR Re-Certification.

He attended the Juvenile Correctional Advisory Meeting and the South Central Kansas Community Corrections Advisory Board Meetings.

They had a Shotgun Firearms Training/Qualifications class at the Anthony Gun Club.

Investigated a child abuse involving a 6 year old. Child taken into Protective Custody.

Burglary and Theft arrest involving a 13 year old.

FIRE CHIEF REPORT

Fire Chief Hodson reported on the Water rescue at the Anthony Lake, Sunday night by the Fire Department. There was a garage fire in the 200 Block of South Lincoln.

He reported the Masons will dedicate the new addition to the Fire Station, May 9th at 3:00 p.m.

He said he could drive out the new Fire Tanker Truck for the Commissioners to examine.

The Commissioners took a ten minute break.

CITY SUPERINTENDENT REPORT/POWER GROUP MEETING/FUTURE POWER POOL SUPPLIERS/WATER/WASTEWATER DEPARTMENT WORKING ON POOL AND PARK RESTROOMS/WATER HEATER LIT AT LAKE/STREET DEPARTMENT CUT TREES/POT HOLES/MOWING

Superintendent Sechler reported he and Larry Berry attended a meeting of the KMEA EMP 2 Power Group.

They are gathering information on possible future power suppliers.

He is trying to contact the manager of the Kansas Power Pool.

The Water/Wastewater Department has been working on the Swimming Pool and Park restrooms. They installed a Water heater for the main camping area at the Lake.

Street Crew is still cutting trees, mowing and patching pot holes.

Sewer and lift stations overworked with the torrential rains.

A number of washed out culverts need to be replaced. He will need to order new ones.

Earth Day is May 1st at the Lake Boy Scout Cabin.

Need banding material for J-turn signs and they will be put up.

CITY CLERK/ADMINISTRATOR/ WAYNE DENNIS FUND COMMITTEE/MEETING TIMES

Everything had been covered in Meeting. He has set up a meeting for the Wayne Dennis Fund Committee to meet, Thursday in the City Commission Room.

Information will be discussed about meeting times and Agenda for the City Commission Meeting.

COMMISSION MEETING TIMES AND FORMAT DISCUSSED

Mayor Muse opened the discussion for having Commission Meetings twice a month, maybe the first and third Mondays.

Eliminating Department Head Reports and having Workshops and an Invocation were discussed.

It was consensus of the Commission to have a Charter Ordinance written to reduce the number of meetings to the first and third Monday’s of the month. A Charter Ordinance needs to be published twice and does not come effective until 61 days after the last publication.

A time for an Invocation will be put on the Agenda and Department Head Reports will be eliminated unless the Department Head wishes to give a report or is needed for a special project discussion.

Workshops will be scheduled as needed for special information needed for decisions to be made at regular or special Commission Meetings.

City Superintendent Sechler requested that the remaining Department Heads, Larry Berry, Power Plant Superintendent; and Terry Stark, Water/Wastewater Department Head come to the Commission Meetings for introduction.

Mayor Muse made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hammersmith. Motion carried.
