The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Dickey and Hammersmith. Absent: Williams. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; Kenny Hodson, Deputy Chief of Police; Amber Schmitz of the Anthony Republican; Steve Wilkinson, Larry Berry and Terry Stark.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE and 4/22/08 PAYROLL APPROVED

Claim Ordinance #5537 making appropriation for $45,655.84 for the payments of certain claims against the City of Anthony for appropriation ordinance and $43,387.28 for 4/22 Payroll were presented and on a motion by Commissioner Dickey, seconded by Commissioner Hammersmith, said ordinance and payroll were unanimously approved and claims ordered paid.

WATER/WASTEWATER DEPARTMENT REPORT

Terry Stark, Water/Wastewater Department Head gave a report regarding the work being done by his Department.

Cleaned several sewer lines. Repaired grey water lateral and cleaned septic tanks at the Power Plant and the tank at the Gun Club and west side of Lake.

Got restrooms working at Warrior Field and de-winterized showers at the Lake.

Sprayed fence at Sewer Plant. Finished concrete in 100 block of W. Washington. Mowing and trimming and general maintenance.

On the Water side, drained pool and repaired a few leaky showers and toilets. Will remove cover and start cleaning this week.

Repaired fence at blue tank. Helped with concrete pour at Fire Station.

Cleaned graffiti off slide in West Park. Installed 6” tap, valve & 60’ of pipe on the water line at Sunrise Addition.

BULK WATER FILL STATION/WATER LINE FOR CHRISTIAN BOOK STORE

Terry Stark presented cost information for a new bulk water fill station. Will wait for Commissioner Williams input before a decision is made. Location was discussed. Plans are to use reserve money to fund it.

He presented costs for a 1” water line for the Christian Book Store. Line materials will be $712.00 plus approximately $900.00 for labor. Will wait for Commissioner Williams input on this also.

CORE DRILLING

Mayor Hatfield reported that he, John Schott, Grant Sechler, Mike Lanie and Don Heidrick had met to discuss the future of Anthony Lake. It was decided that before any further discussion about a new lake location that the core drilling needed to be done to determine if soil is suitable for any lake construction. It was consensus of Commission that core drilling should be pursued. City Superintendent Sechler in working with Alan Luttrell, contacted a company for boring soil samples, south of the existing lake and cost would be $5,000 for 10 bores.

AUDIT CONTRACT CHANGE ORDER

The Auditors, Adams, Brown, Beran and Ball, have sent a change order to be signed for the current audit contract to perform the new auditing standards. After discussion, the Commission would like to know if the new standard is law and who is directing this requirement. The auditors will be contacted.

CAPITAL IMPROVEMENT PROJECTS DISCUSSION

FOR ELECTRIC DEPARTMENT

Larry Berry, Power Plant Superintendent and Steve Wilkinson, Electric Distribution Department Head presented items for Capital Improvement for the Electric Department. These items will be considered when the electric rate study is being made.

AIRPORT LEASES/AIRPORT BOARD REPORT/MEETING

The City Administrator had set in on the Airport Board meeting. They had come up with a draft of a new land lease for airport hangar owners. Lease cost based on per square foot of the hangar size will have to be determined. Lease fees to be charged will have to be reviewed, not being too high, so lessees are attracted. A copy of draft will be given to the City Attorney for review. The Airport Board asked that the Airport house be left open for a FBO or Airport Caretaker to use. The Mayor commented that if someone not associated with the airport operation would lease the house a clause in a lease agreement would have to read the lessee would have to move out if a caretaker or FBO was hired and wanted the house to live in.

The Airport Board asked about tearing down the office extension on the old City hangar before the Balloonfest. The City crews may be able to do it if time warrants. The Airport Board asked about the airport being zoned for commercial use. Superintendent Sechler will check on this – what it was zoned before City annexed area.

City Administrator and City Superintendent met with a person interested in being airport caretaker. He has no certification for working on airplanes. His income and health insurance requests exceeded the budget limits for the Airport now.

After discussion it was consensus that money be set aside each year for renovating the Airport house. Charles McMurray will be contacted that house is not available and ready for rental now.

DEPUTY CHIEF REPORT/SCHULTZ, HOUSTON, RAMBO TO HEALTH FAIR/

TRAFFIC STOP AT KINGMAN/ METER THEFT/ DEALING

WITH CHILD ABUSE CASE/ CLEAN UP EAST MAIN

Officer Hodson reported that Officer Schultz and Rambo helped with a traffic stop at Kingman.

Officer Schultz and Houston will have a stand at the Health Fair with Rambo on Wednesday.

Investigating electric meter theft on South Bluff.

He attended a good learning course on dealing with child abuse cases at El Dorado last week Hope he never has to use it.

After discussion with Commission he will proceed with dealing with the clean up enforcement for the Katelin Cousins property on East Main.

OTHER CITY COMMISSIONERS COMMENTS

Commissioner Hekel asked about garage at 200 N. Lincoln. Officer Hodson reported the roof had been removed and the walls remain, so may not be a dangerous structure now. They plan to replace roof.

The house next door does have porch full of trash. It is alright to have certain livestock as long as they do not become a health hazard because of smell of animal feces.

Asked about garage sale on downtown corner referring to Yard Birds Business. It is o.k. as long as it does not block sidewalk, not unlike regular annual sidewalk sale.

FIRE DEPARTMENT

Fire Chief Hodson reported that the Fire Department appreciated other Fire Departments help in fighting big grass fire. Thank you was in paper. Hamburgers were donated by farmers and McDonalds. CERT provided water.

He is concerned about budget due to more fires than normal and also breakdowns.

Appreciated Ralph Wike’s help in repairing the breakdowns.

The new Fire Department Building is up. Work needs to be done on trim, and walk in door and waiting for the main doors. Appreciated help with the concrete from the city crews for the building.

CITY SUPERINTENDENT REPORT/ LAKE SEPTIC SYSTEM/ BOARD OF ZONING APPEALS/ SUNRISE ADDITION STREET/LAKE ROAD/WASHINGTON STREET/ NORTH TENNIS COURTS/NITRATE REMOVAL/ GARFIELD DRAINAGE PROJECT/ MOWERS

City Superintendent Sechler reported that he had figured for proposed septic system at the Lake, to accommodate 8 – two bedroom cabins, they would need 1,500 gal. concrete tank and approximately 300 hi cap chambers. With 4” pipe and distribution boxes, the cost for materials would be around $12,500. Does not include price of installation or pipes or pumps cabin owners would need to access system. It would be set up to pay or charge fee. Commission would like to move forward with planning for the septic system.

The Board of Zoning Appeals approved a variance for a fence on North Springfield.

APAC is ready to stake and start on Sunrise Addition street next week. They will not start on the Lake Road and Washington Street until after July 4th. The Commission asked if they could get the Lake Road in by July 4th.

The north Tennis Court Project will start by mid May or mid June.

The Company that wants to set up nitrate removal process test will be here Tuesday at 9:00 a.m.

Will check on black plastic at Memorial Park.

The drainage material for Garfield Street is here. The question is when the County will start.

Mower tryouts should be done this week.

BIDS FOR WEED SPRAYING UNITS

City Superintendent had received bids for weed spraying units. After discussion, it would be easier to mix with a 200 gallon unit. Commissioner Hekel made the motion that the City accept the low bid for a 200 gallon tank unit for $2,663.00 from Farm & Ranch Supply. The motion was seconded by Commissioner Hammersmith. Motion carried.

CONCRETE ENTRANCE BIDS

The city had received bids for the concrete entrance for the north Industrial Park, including a hot rubberized sealant option. Klaver Construction - $38,050.00. Major Inc. - $26,600.00 and APAC - $41,500.00. It was decided that sources for funding will be reviewed and decision made next week.

CITY CLERK/ADMINISTRATOR REPORT/ QUESTION OF REFUND BOND ISSUE/ INSURANCE COST ALLOCATED/ HOME PROGRAM/ TRANSPORTATION MEETING

The City Clerk/Administrator reported that John Haas of Ranson Municipal Consultants indicated that the interest rate for a bond issue is not any lower now if a current bond issue was refunded for reissuing.

He is working on allocating insurance premium cost for each department coverage.

Notices for the HOME Program will be published again. Also, Public Hearing Notices for the Wastewater Project will be published in order to meet requirement for City to receive additional loan money from KDHE Wastewater Revolving Loan Program.

He reported that he had attended the District Transportation Taxi meeting at Wellington. No new information about operation of the Program.

OLD FOOTBALL FIELD

The meeting was adjourned to the Old Football Field to examine the shower/restroom facility. A list of items was listed for repair and attention.

Commissioner Hekel made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hammersmith. Motion carried.
