The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Koeppen, and Williams. Absent: None. Also present were Donald F. Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Countryman of The Anthony Republican; Mary Hixson, Rick Clements, Carrie Miller, Gordon Gray, Reta Gates, Donna Crowe, and Mike Mayberry.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE AND 4/04 CITY PAYROLL APPROVED

Claim Ordinance #5433 and 4/04 City Payroll making appropriations for the payments of certain claims against the City of Anthony in the sum of $237,286.56 and $43,629.14 respectively were presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinance and 4/04 City Payroll were unanimously approved and claims ordered paid.

WATER/WASTEWATER DEPARTMENT REPORT

Gordon Gray, Department Head, gave a report for the Water/ Wastewater Department. They are cleaning sewers. The new lift station had not been received by Nowak Constuction, but hopes it arrives to begin the project by May 1. He and Grant attended Rural Water Conference. He thought it was a very good conference and attended workshop for recertification credit. He had run a survey for monitoring the sludge in the lagoons. It has had less build-up. The circulators have helped. They continue to test fire hydrants.

LAKE LEASEHOLDERS ASSOCIATION

Rick Clements and Mary Hixson were present to object to the City discussion of eliminating the Lake Improvement/Community Development Coordinator position. They were concerned about the future of projects that have been discussed for the Lake. Mayor Hatfield expressed concern about the lack of funding to continue the position as is.

Carrie Miller was present and said the City needs to make financial commitment.

Mayor Hatfield asked for a budget so the Commission could decide on possible funding. Mary Hixson expressed that the project is above just maintaining the Lake which is on-going responsibility of the City.

PLANTING TREES AT THE LAKE

Carrie Miller reported that Tree Planting Day was a success Saturday at the Lake. Twenty people showed up, 4 or 6 were not cabin owners. City will leave water tank at the Lake so the trees can be watered. Did some fencing of the trees for protection. Need some type of old pole guard to protect trees planted near parking at the Golf Course.

ACCESSIBLE FISHING PIER FOR HANDICAPPED AT LAKE

Reta Gates reported the Lake Board would like for the City to apply for a Grant through the Kansas Department of Wildlife and Parks for an accessible fishing pier for the handicapped at the Lake. It is a 50/50 Grant. There could be $500 in-kind contribution for City work to help meet the City match.

Reta Gates proposed setting back one-half of the match from Capital Improvement Fund this year and one-half next year to meet total City match.

City Superintendent Sechler will check if funds would be available from the Benny Clark Fund.

Mayor Hatfield made the motion that the City apply for a Kansas Wildlife and Parks Grant for $11,000 for an accessible fishing pier for the handicapped with the City match coming from the Lake Capital Improvement Fund and the Benny Clark Fund. The motion was seconded by Commissioner Hekel. Motion carried.

SICK LEAVE AND FUNERAL LEAVE

The City Commission discussed qualification for sick and funeral leave. Copies of the personnel manual will be given to the Commission for review before a change is made.

SUNFLOWER FACILITATION INITIATIVE PROGRAM

Mike Mayberry of the Sunflower Facilitation Initiative Program gave an update report of the program. It is a business assistance program. Anthony has not been that active. The Commission discussed trying to find someone to help promote the program in Anthony.

HOME PROGRAM

The City Commission will look at the Home Program for house rehabilitation at Budget time. A City match will have to be met.

BURNSITE PROPOSAL

After extensive discussion, the City Commissioners were in agreement to leave the fees as they are now for use of the Burnsite operation – with dumping of yard waste only.

BIDS ON BIG A SLUDGE TRUCK

Bids were received for the Sludge truck from J-M Oil Field Service Inc. for $10,501; Keenan Kelly Agri-Extension for $8,501 and Randy Lanie for $2,777.

Commissioner Hekel made the motion that the City accept the bid from J-M Oil Field Service Inc. for the Sludge truck for $10,501. The motion was seconded by Commissioner Hammersmith. Motion carried.

RURAL WATER CONFERENCE / SHOOTING ELEVATION

City Superintendent Sechler reported stump grinding had been completed, except for one at 420 North Springfield.

Hazel's Sheet Metal is ready to proceed with the Municipal Hall heat and air project.

The City Commission was in agreement to advertise for a park caretaker.

He has scheduled a meeting with Western Farmers for 10:30 A.M., to discuss a new power contract.

The work on Generator No. 2 at the Power Plant is to begin next week.

He appreciated the opportunity to attend the Rural Water Conference. He attended 5 hr. water distribution workshop and three sessions on annexation of rural water district, including overview and a 3 attorney panel discussion. Long range planning was another session.

Will be shooting elevation for sidewalk and area at Municipal Hall.

CHIEF OF POLICE REPORT / METH AWARENESS PROGRAM /

LETC / JUST SAY NO PROGRAM / STREET SIGNAGE

Chief of Police Blevins reported that Officer Brad Moore gave another good program on Meth Awareness at Chaparral. There were around 18 present, not great but good exposure. Other law enforcement members were there.

Nathan Houston is scheduled to attend the Law Enforcement Center in August or in May if there is a cancellation.

Gave a Safety Just Say No to Strangers Program to K-1 elementary grades.

He is checking with Carol Baldwin of 9/11 about possible revenue for street name signage.

ORDERS FOR PROPERTY CLEAN-UP

Chief Blevins reported that he had Orders for Property Clean-Up for four properties.

Commissioner Williams made the motion that the Mayor be authorized to sign Orders from the City for Health Nuisance Clean-Up of Property at 411 North Springfield, 314 North Madison, 318 North Madison, and 324 North Madison. The motion was seconded by Commissioner Hekel. Motion carried.

CITY CLERK/ADMINISTRATOR'S REPORT / I.D. BOARD MEETING /

CITY-WIDE CLEAN-UP / OIL AND GAS LEASE

City Clerk/Administrator Heidrick reported that most items in his report had been covered. Industrial Development Board will meet for their monthly meeting at the Smokehouse at 12 Noon.

Mike Wyatt had contacted him about a City-Wide Clean-Up for this year. After discussion it was decided to hold off and review it again next year.

He reported oil and gas lease had been received back from the City Attorney on Friday. He had a couple of questions and asked David Williams to review it.

WATER LEAKAGE

Commissioner Hekel made the motion that the City charge only production charges for 102,000 gallons of water as a result of a water leak. Commissioner Williams seconded the motion. Motion carried.

Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hekel. Motion carried.
