The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Dickey, Hammersmith and Williams. Absent: None. Also present were Angie Hartman, Assistant City Clerk; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; Terry Stark, Kenny Hodson, Ron Poor, and Mike Anderson.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE

Claim Ordinance #5585 making appropriation for $99,832.96 for the payments of certain claims against the City of Anthony for appropriation ordinance was presented and on a motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance was unanimously approved and claims ordered paid.

WATER/WASTEWATER DEPARTMENT REPORT

Terry Stark reported the crew had set the second septic tank on the East side of the Lake. They ran some of the pressure line feeding the tank and laid 84 chambers. They hooked up the Clark residence, cleaned out the sewer line at Sunrise Addition, repaired the sewer main in the 900 block of N. Springfield and did general maintenance.

The crew also repaired several leaky Water meters and are preparing for the installation of the Water Fill Station. Terry Stark, Michael Ball and City Superintendent Sechler attended the KRWA Water Conference. Michael Ball completed the Class II Water Certification.

Terry Stark presented generator, trailer and light bids. The camera requires a minimum of a 3000 watt generator. An electric start was decided on, over a manual start. Bids for a trailer and a 1992 Ford Van for transporting the camera were discussed. The Commission gave Grant the authority to proceed with the offer for the Van. Also, bids for lights were discussed. Terry Stark was asked to come back with recommendations.

TRANSIENT GUEST TAX

Ron Poor, Chairman for the Transient Guest Tax Committee presented a request form from the Anthony Fair Association. They are requesting $12,000 for marketing and advertising.

Mayor Hatfield made the motion to approve the $12,000 to the Anthony Fair Association for advertising. The motion was seconded by Commissioner Hammersmith. Motion carried.

Ron Poor also mentioned a request is in progress for the Anthony Dirt Riders Association.

ANDERSON CONTRACT

Mike Anderson was present to discuss the contract for the purchase of land at the Burn-site. Anderson will be installing a fence.

Commissioner Williams made the motion to authorize the City Administrator to sign the Notice and Consent. The motion was seconded by Commissioner Hekel. Motion carried.

HEALTH NUISANCE NOTICE/RESOLUTION NO. 729

Kenny Hodson presented a Health Nuisance Notice for property owned by Raphael Gehlen and Brandi Gehlen at 623 N. Lincoln. Mayor Hatfield read the Findings of Fact.

Commissioner Williams made the motion to accept the Findings of Fact and issue the Order. The motion was seconded by Commissioner Hekel. Motion carried.

A letter was sent to the owners concerning unsafe conditions of the house.

A RESOLUTION AUTHORIZING THE GOVERNING BODY OF THE CITY TO FIX A TIME AND PLACE AT WHICH THE OWNER, THE OWNERS AGENT, ANY LIENHOLDER OF RECORDS AND ANY OCCUPANT OF THE STRUCTURE MAY APPEAR AND SHOW CAUSE WHY THE STRUCTURE SHOULD NOT BE CONDEMNED AND ORDERED REPAIRED OR DEMOLISHED AS AUTHORIZED BY ARTICLE 5 OF CHAPTER VII OF THE CITY OF ANTHONY CITY CODE.

Commissioner Dickey made the motion to approve Resolution No. 729. The motion was seconded by Commissioner Hekel. Motion carried. A hearing will be held on May 18th at 9:30 a.m.

Officer Hodson reminded the Commission with the weather getting nice, there will be more notices sent out. The garage at the ball field needs attention. The fence around the pool on S. Bluff has been taken care of. Mayor Hatfield asked Kenny Hodson to talk to Doug Asper about where he is parking his truck.

NEIGHBORHOOD REVITALIZATION PLAN

The Commission discussed the Neighborhood Revitalization Plan. More information is being requested.

CHIEF OF POLICE REPORT

Chief Blevins reported a burglary/theft in the 200 block of S. Franklin. A suspect has been identified. They investigated a theft from a vehicle in the 100 block of N. Anthony and a possible computer scam. A vehicle was purchased on line and never delivered.

CITY SUPERINTENDENT REPORT

No bids were received on the K-2 Highway Klink Project. EBH will contact several contractors and will re-bid the project.

Superintendent Sechler attended the KMU Board of Directors Meeting in McPherson on Wednesday. They discussed the KMU 2008-2010 Strategic Plan and the 2009 Work Plan.

He was contacted by the Sunflower H2O Project Committee about meetings on April 8, 2009 in Medicine Lodge. They will have a meeting on Wednesday at 10:00 a.m. and one at 7:00 p.m. They are wanting to identify water suppliers that are interested in funding a Phase 2 Engineering Study. Preliminary costs are $.60 to $.65 per Water meter per month for two or three years. This would cost the City of Anthony around $9,000 to $10,000 per year. The Commission would like Grant to attend the meeting.

Superintendent Sechler presented a letter from the Anthony Bow Club stating their concerns on opening the North Lake Road.

He has been working with EBH on some final items for the upcoming Wastewater Projects. Bids are about ready for the N. Massachusetts Project.

Sechler contacted Mike Alldritt again on the cost to survey the Airport Leases. He said it would not be more than $800. The Commission agreed to get it done.

Joe Wilcox contacted Superintendent Sechler about the possibility of letting the grass grow south of the Warrior field house and north of the football field so he could swath bales in this area. His intentions are to donate the money from the sale of the bales to the Warrior Football Program. The Recreation and City Commission were not in agreement with this but the intention was good.

COMMISSION COMMENTS

The Commission requested Grant to attend the I. D. Board Meeting.

A meeting of the Historical Museum of Anthony will be held Tuesday, April 7th at 7:00 p.m. at the Museum.

A letter was received from the Kansas Department of Commerce concerning the 2009 CDBG Community Facility Application for the Anthony Medical Center. The application did not include survey data for the whole Hospital District and the survey for the City indicates it was done prior to 2004 which would make it ineligible.

Commissioner Dickey asked about the City-wide Clean Up. He had received several phone calls from people wanting to know if we were going to have one. The Commission is waiting on a bid. Commissioner Williams said the City needs to make a decision by next week.

Commissioner Williams presented information on the Land Rush. He presented completed Amended Code Sections for the City Code Book.

Commissioner Hammersmith made the motion that the City Commission Meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
