The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Dickey, Hammersmith and Williams. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; Kenny Hodson, Katelin Cousins, Daniel Ward, John McDermott, Carl & Diane Schmidt, Eric Gates, Don Hellar, Alan Luttrell, Terry Stark, Jeannie Barber, Gwen Warner and Dusty Albright.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE

Claim Ordinance #5534 making appropriation for $63,269.14 for the payments of certain claims against the City of Anthony for appropriation ordinance was presented and on a motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance was unanimously approved and claims ordered paid.

STREET DEPARTMENT REPORT

J.D. Rhea, Street Department Head reported that the Street Department had hauled sand from Bluff Creek and sanded roads at the Lake.

Helped the line crew at Prairie Belting.

Getting ready to mow and spray.

They will start grinding stumps next week.

They are working at the Fire Station.

Mayor asked about sealing streets this summer. He also asked about tractor mower bids.

SUMMER MOWING

Commissioners discussed having summer help for mowing. Karl Berry will work in town. Another person is needed for the Lake.

SECRETARY POSITION AT POLICE STATION TO FULL TIME

After discussion, Commissioner Williams made the motion that the Secretary position at the Police Department be a full time position with the City Office providing work as necessary. The motion was seconded by Commissioner Hekel. Motion carried. The City Clerk/Administrator was concerned that with the position located in the Police Department, to generate work load from the City office, would be difficult.

BEAVER PROBLEM

Dusty Albright reported that they had a beaver problem at their cabin on Lot 15E. Beavers have chopped down 5 fir trees. He had called State Fish and Game and they had given the name of Jesse Stuckey of Kingman for trapping. The City Commission and Superintendent Sechler indicated Pat Poston does trapping and he will be notified.

ORDER – 611 E. MAIN

Mayor Hatfield read Order presented by Officer Hodson for Katelin Cousins to abate inoperable vehicles on her property at 611 E. Main. Commissioner Williams made the motion that an Order be issued to Katelin Cousins for the Abatement of inoperable vehicles on her property at 611 E. Main. The motion was seconded by Commissioner Hekel. Motion carried.

Later in the meeting, Katelin Cousins and Daniel Ward were present and indicated they were working on the problem. They were directed to work with Officer Hodson and City Superintendent Sechler.

RESOLUTION NO. 704

Commissioner Hekel made a motion that the City adopt Resolution No. 704. A Resolution Authorizing the Public Officer or other agents of the City to abate Health Nuisance as authorized by Article 2 of Chapter VII of the City of Anthony City Code, 611 E. Main, Anthony, Ks. The motion was seconded by Commissioner Hammersmith. Motion carried.

COMMISSIONERS REQUEST

Mayor Hatfield said he had received a call concerning an inoperable vehicle at 201 N. Santa Fe and also about a couple of discarded items.

Commissioner Hekel was concerned about condition of garage at 219 N. Springfield.

OLD HIGH SCHOOL BUILDING

Commissioner Hekel voiced concern about condition of old high school building. An e-mail message had been received by Superintendent Sechler from the owner about what their plans were. An official clean-up notice will be sent. The City will take action to alleviate any immediate danger.

BALLOON FEST 2008

Jeannie Barber and Gwen Warner representing the Chamber of Commerce reported on the upcoming Balloon Fest. They would like for the street to be blocked on North Bluff from Main to the alley from 1:00 p.m. to 6:00 p.m. on Saturday, May 10, 2008.

Mayor Hatfield made the motion that the City has North Bluff from Main Street to the alley from 1:00 p.m. to 6:00 p.m. on Saturday, May 10 blocked off for the Balloon Fest activities. The motion was seconded by Commissioner Hammersmith. Motion carried. They indicated their wish for the City to finance porta-potties again.

CHRISTIAN BOOK STORE AND COFFEE SHOP

Carl & Diane Schmidt, John McDermott and Eric Gates were here to discuss what they are doing with the old Gambles Building. They are going to have a Christian Book Store and Coffee Shop. They also will have activity rooms for adults and youth. They plan to form a 501 3(c) organization.

With volunteers help, costs have been lowered. Otherwise the cost could very well be $250,000.

Mayor Hatfield had talked to them about possibilities the City could help. They presented a list for consideration.

EBH CONTRACTS ENGINEERING SERVICES FOR WASTEWATER TREATMENT FACILITY UPGRADE

Commissioner Williams made the motion that the City approve the contract for Engineering Services for Wastewater Treatment Facility Upgrade. The motion was seconded by Commissioner Hekel. Motion carried.

TERRY STARK TO RECEIVE WASTEWATER OPERATOR I CERTIFICATION

Superintendent Sechler reported that Terry Stark had passed the exam for Wastewater Operator I Certification.

WASTEWATER SYSTEM FOR POWER PLANT HOUSES

City Commission discussed with Alan Luttrell of EBH what would be needed to handle Wastewater from Power Plant houses to Lagoons. Luttrell was concerned that it would go septic and upset Lagoons. He will get prices for costs and compare putting in septic system to lagoons.

WATER SYSTEM STUDY

Don Hellar of EBH and City Commission discussed proceeding with Water System Study. After discussion it was determined that costs should be looked at for a new water line to Harper Wells and cost to redo north standpipe and water ground tank. Water Treatment Plant will be put on hold. City of Harper had indicated they wanted to be part owner of Plant. City of Anthony would like to have treatment plant and charge City of Harper for treatment of water.

BURNSITE POLICE AND SIGNAGE

Information for burnsite policy was reviewed and changes made. Final copy will be made for approval. Proposed signage was reviewed and final copy will be presented for approval.

TRUCK BIDS

Bid proposals for 2008 Ford F-350 and F-450 Trucks were received from Koehn Motors, Wellington, Newberry Family Motor, Kingman and Lubbers Ford of Cheney. City Superintendent Sechler will review proposals and report back to the City Commission.

WAYNE DENNIS FUND COMMITTEE APPOINTMENTS

Louanne Kennemer and Diana Stark were recommended by the Wayne Dennis Fund Committee to be appointed members of the Wayne Dennis Fund Committee.

Mayor Hatfield made a motion that the City appoint Louanne Kennemer until year 2009 and Diana Stark until year 2010 to the Wayne Dennis Fund Committee. The motion was seconded by Commissioner Dickey. Motion carried.

FRIENDSHIP MEALS

Marilyn Giesen will be here next week to go over the Municipal Hall Kitchen equipment information and use.

MEETING WITH TOWNSHIPS

The meeting with Townships about the fire protection agreements will be tomorrow night at the Smokehouse at 6:00 p.m.

Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
