The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Koeppen, and Williams. Absent: None. Also present were Donald F. Heidrick, City Clerk/ Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Countryman of The Anthony Republican.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE AND 8/22 CITY PAYROLL APPROVED

Claim Ordinance #5453 and 8/22 City Payroll making appropriations for the payments of certain claims against the City of Anthony in the sum of $276,565.12 for appropriation ordinance and $48,242.94 for the 8/22 payroll were presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinance and 8/22 City Payroll were unanimously approved and claims ordered paid.

ELECTRIC PRODUCTION REPORT

Larry Berry, Power Plant Superintendent, reported on activities of the Electric Production Department. They have worked on several Plant problems to keep the power on. He and Grant went to KMGA meeting at Hesston. Finishing out the month of August on generation. Getting heating units finished up. Produced 5 million Kilowatts of electricity in July. Exline Company will test all units at the end of season. Alfalfa Electric is working on new regulators stand west of Spring Elevator.

Mayor commended Plant Operators and City Superintendent for keeping rates down, comparably to other rates as reported by Berry.

SMOKING POLICY

Information about smoking policy was obtained from KDOT and the County. After discussion, a smoking policy for the City-owned non-leased property and vehicles will be put together, primarily from KDOT information.

ORDINANCE NO. G-2733 ADOPTED

AN ORDINANCE TO BE CONSISTENT WITH ORDINANCE NO. G-2730 AUTHORIZING SUNDAY SALES OF ALCOHOLIC LIQUOR AND CEREAL MALT BEVERAGE IN THE ORIGINAL PACKAGE WITHIN THE CITY OF ANTHONY, AMENDING CHAPTER III BEVERAGES, ANTHONY CITY CODE ARTICLE 1 CEREAL MALT BEVERAGES, SECTION 3-110 REGULATIONS AND ARTICLE 2 - ALCOHOLIC LIQUOR, SECTION NO. 3-205, HOURS OF SALE, PURSUANT TO K.S.A. 41-2911 (b).

Commissioner Williams made the motion to adopt Ordinance No.

G-2733. The motion was seconded by Commissioner Hekel. Motion carried 4-1.

FAA GRANT AGREEMENT

Commissioner Koeppen made the motion to accept Grant Agreement with FAA for $131,958 for the Airport terminal. The motion was seconded by Commissioner Williams. Motion carried.

After discussion about the amount of the Grant, Commissioner Koeppen made the motion to rescind the action taken by the Commission to approve the Agreement with FAA for the Airport terminal. The motion was seconded by Commissioner Williams. Motion carried.

FAA was contacted and agreement wording and figures clarified.

Commissioner Koeppen made the motion that the City approve the Grant Agreement with FAA for $131,958 for the construction of the Airport terminal. The motion was seconded by Commissioner Hammersmith. Motion carried.

HOUSING DEVELOPMENT ACCESS ROAD

Rough estimate figures were presented by the City Superintendent for cost of an access road for the Housing Development. The Commissioners discussed the need for partners. The road would go along the Christian Church property and Charles Masner Commercial property.

The City Commissioners questioned if Wheatridge group had a plan for the road. They will be contacted for scheduling a meeting with the City Commission.

CITY SUPERINTENDENT'S REPORT / KLINK PROJCT /

SEWER LIFT STATION / NO WAKE SIGNS REMOVED

City Superintendent Sechler reported that KLINK Project would be delayed today because of rain.

Sewer Lift Station is all but complete. Protective posts need to be installed.

The Lake is only 9 inches low this A.M. The No Wake Boating signs have been removed.

CITY COMMISSIONERS COMMENTS

-Commissioner Williams asked about putting work in an alley request by Mike Elliott, trees hanging over alley behind Wilcox building.

-Cars on North LL&G, and trees blocking the intersection view.

-Also mentioned trash was piling up on property, and garage signs.

There was extensive discussion about the absence of Pride in the community.

Mike Wyatt needs to ask about coming to a meeting for discussion of curb pick-up of trash.

CHIEF OF POLICE REPORT / AUTO THEFT CASE / UNATTENDED DEATH /

LETTERS TO OUT-OF-STATE TAG OWNERS / PIGEON REMOVAL

Chief of Police Blevins reported:

Worked an auto theft case, guns were taken from vehicle and recovered after being sawed off. Two suspects were arrested. Investigated unattended death. School is back in session with no problems.

Letters for out-of-state tag violators are ready to mail.

Mayor asked about cost estimates for pigeon removal. Chief Blevins got rid of pigeon mess in front of City Building.

RAILROAD PROPERTY

Cleaning up of (former?) railroad property was discussed. Will ask City Attorney to come to a meeting to discuss the City assumed ownership of the property.

CITY CLERK/ADMINISTRATOR'S REPORT / BUDGET /

AUDITORS / PIGEON CLEAN-UP

City Clerk/Administrator Heidrick reported he is getting the 2007 Budget papers completed for the Public Hearing next week. He is working with Auditors for their narrative for the 2006 Audit. He plans to attend Workshop by Tiahart about Federal Grants and Aids. Donna Crowe also plans to attend.

Thanks to John Blevins for cleaning up pigeon mess in front of the City Building.

CITY COMMISSIONERS COMMENTS

-Mayor reported Deputy Chief Hodson had gotten info about requiring the address numbering of houses for emergency response. The City ordinances need to be checked.

-Some light poles need to be painted.

-The City Commissioners discussed about sending a survey to Lake Leaseholders about their interest in internet, natural gas service, and sewer service at the Lake. A survey request will be mailed to the leaseholders.

ANTHONY HOUSING AUTHORITY BOARD

The City Commission received letter from Anthony Housing Authority Board objecting to the Board's involvement with the proposed Housing Development in the Wheatridge Addition.

Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Williams. Motion carried.
