The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Dickey, Hammersmith and Williams. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; KAKE T.V., Steve Wilkinson, Tammy Walker, Mel and Patricia King.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE and 8/05/2008 PAYROLL APPROVED

Claim Ordinance #5551 making appropriation for $96,846.50 for the payments of certain claims against the City of Anthony for appropriation ordinance and $50,504.39 for 8/05 Payroll were presented and on a motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance and payroll were unanimously approved and claims ordered paid.

ELECTRIC DISTRIBUTION DEPARTMENT REPORT

Steve Wilkinson, Electric Distribution Department Head reported that the Department has been working on the FAA Station Project. All new line is energized and working.

Took line and poles out at north tennis court for work to begin.

Hung a capacitor bank south of Prairie Belting. It seems to help the power factor on West Rural.

All poles are set from the last storm damage.

Had a meeting with FEMA last Tuesday.

Went to KMEA meeting Thursday at LaCrosse.

They picked up thermal imaging camera.

Had to change transformer on Sunday. Had a few fuses blown due to load and heat.

AGREEMENT WITH AGING PROJECTS INC.

Commissioner Hekel made the motion that the City approves the Facility Agreement with Aging Projects Inc. for Friendship Meals. The motion was seconded by Commissioner Hammersmith. Motion carried 4-1. Commissioner Williams expressed his concern again about where the City’s tables and chairs had gone at Municipal Hall.

TERM LIFE INSURANCE

It was consensus of the City Commission that the City proceed with changing the current term life insurance for City employees from Advance and Fiserv Insurance to Mutual of Omaha and save the City approximately $1,900.00 a year.

PIONEER FEED DONATION

Commissioner Williams made the motion that the City of Anthony donates $750.00 to the Pioneer Feed at the County Fair. The motion was seconded by Commissioner Hekel. Motion carried.

DANGEROUS STRUCTURE HEARING – 518 S. LINCOLN

At 8:45 a.m., Mayor Hatfield called the Dangerous Structure Hearing into session for 518 S. Lincoln, Steve Erickson, Owner. Mr. Erickson did not appear. Commissioner Williams made the motion that the City accept the Opinion of Facts as presented by Officer Hodson for the Structure at 518 S. Lincoln. The motion was seconded by Commissioner Dickey. Motion carried.

Commissioner Williams made the motion that the city approves the Order for the property owner of the structure at 518 S. Lincoln to repair or demolish and remove the dangerous structure by September 7, 2008. The motion was seconded by Commissioner Dickey. Motion carried.

Commissioner Hekel said the owner of properties at 411 N. Springfield and 424 N. Madison need to be served weed notices.

The property owner of the old high school building needs to be notified again.

ORDINANCE NO.G-2745

After discussion, Commissioner Hekel made the motion that the City adopts Ordinance No. G-2745 to increase Electric Rates 35% inside the City limits and within the three mile limit. The motion was seconded by Commissioner Hammersmith. Motion carried 4-1. Commissioner Dickey voting no.

2009 BUDGET

City Clerk/Administrator Heidrick reported that he had gone over the 2009 Budget Draft after the Budget work session. The City Commissioner directed him to continue to try and find where the mill levy could be reduced. Several items were mentioned to help reduce the Budget.

FIELD HOUSE ROOF

No bids had been received to redo the roof of field house at the old Football Field. Tammy Walker was present to ask about volunteers doing the work. There was question of liability and Worker Compensation Coverage.

Jim Forsyth, City Attorney will be contacted and Strong’s Insurance about the insurance requirements.

CHIEF OF POLICE REPORT/SOUTH CENTRAL COMMUNITY CORRECTIONS ADVISORY BOARD MEETING/DOMESTIC DISTURBANCE, WARRANT FOR ARREST/DOGS LEASE/LOW BRANCHES/BIKE REGULATIONS

Chief Blevins reported he attended South Central Community Corrections Advisory Board Meeting.

Domestic Disturbance in 700 block of N. Anthony. Arrest made for domestic battery.

Officer stopped a person with a warrant and found marijuana and paraphernalia in vehicle for additional charges.

Commissioner Hekel asked about a number of dogs seen being loose. Asked the Department to keep a close eye on the problem. He asked if Police Department could help in identifying Streets that have low limbs for the Street Department to trim.

Bicycles and skateboard regulations need to be enforced.

CITY SUPERINTENDENT REPORT/FEMA/TENNIS COURTS/I.D. PARK ENTRANCE/MEETING WITH KANSAS WATER OFFICE/WHEATLAND ELECTRIC/BOZA MEETING/EXECUTIVE SESSION/WARRIOR FIELD HOUSE

Superintendent Sechler reported that FEMA Meeting is Tuesday at 9:00 a.m. This is for debris removed.

Contractor for tennis courts plan to pour concrete this week.

Major Inc. plans to do Industrial Development entrance within next three weeks.

He and Terry Stark had a meeting with Kansas Water Office. They want to look at netting at the Wells.

Representatives from Wheatland will be here Thursday at 10:00 a.m. to discuss possible future power supplies.

There will be a Board of Zoning Appeals Meeting on Thursday at 5:00 p.m. Daryl Pfeifer is requesting a variance to build a garage.

He would like Executive Session for non-elected personnel. No one has bid on the Field House roof.

CITY CLERK/ADMINISTRATOR REPORT/2009 BUDGET/I.D.BOARD MEETING/AIRPORT FARMLAND LEASE/RECREATIN COMMISSION TO MEET

An update Summary Sheet for the 2009 Budget will be made after the Budget is reduced more.

Hearing for 2009 Budget will be set at the next City Commission Meeting for August 25, 2009.

Industrial Development Board will meet at the Smokehouse at noon.

Airport Farmland Lease is due and a letter will be sent to the Lessee.

Recreation Commission will meet on Wednesday at 5:00 p.m.

EXECUTIVE SESSION

Mayor Hatfield made the motion that City Commission go into Executive Session for 20 minutes to discuss non-elected personnel. The motion was seconded by Commissioner Hekel. Motion carried. At 10:10 a.m. the Commission Room was cleared with City Superintendent and City Clerk/Administrator remaining. The City Superintendent and City Clerk/Administrator left the session. At 10:30 a.m. the Mayor called the meeting back into regular session. No decisions were made.

EXECUTIVE SESSION

Commissioner Hammersmith made the motion that City Commission go into Executive Session for 10 minutes to discuss non-elected personnel. The motion was seconded by Commissioner Hekel. Motion carried. At 10:30 a.m. the Commission Room was clear. At 10:40 a.m. the Mayor called the meeting back into regular session. No decisions were made.

The City received a Thank You from Mel and Patricia King for the City Crew work on the Lake Septic Tank System.

Commissioner Hekel made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
