The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Dickey and Williams. Absent: None. Also present were Don Heidrick, City Clerk/ Administrator; Grant K. Sechler Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; and J.D. Rhea.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE AND 12/11 CITY PAYROLL APPROVED
Claim Ordinance #5517 making appropriations for $90,157.12 for the payments of certain claims against the City of Anthony for appropriation ordinance and 12/11 City Payroll(includes Firemen) for $46,572.86 were presented and on motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance and 12/11 City Payroll were unanimously approved and claims ordered paid.
STREET DEPARTMENT REPORT
J.D. Rhea, Street Department Head, was present to give a report on the work of Street Department. Has been helping with Fire Department Building, street sweeping to get rid of leaves, and will be cutting dead trees.
Discussed the need for new sand spreader. Will look into buying for prices but will hold up on purchase because prices are higher because of the time of the year. Ralph Wike has overhauled the present one several times.
NEED TO PLAN
The Commission discussed the need for department heads to plan for needs of their departments and the 2009 Budget. Flat Bed Truck budgeted for 2008.
2008 CEREAL MALT BEVERAGE APPLICATIONS APPROVED
Commissioner Williams made the motion to approve the application to retail cereal malt beverages for:
High Plains Pizza, Pizza Hut, 320 N. LL&G; Duckwall-Alco Stores, Inc., Alco Discount Store, 710 Hwy. 14 North; Carol Mackey, Park Hill Lanes, 420 N LL&G; Clasen, Inc., Gene's IGA, 321 West Main; Anthony Golf Club, West Anthony Lake; M.C. Enterprises, Stars N Stripes, 519 N LL&G; JoBob, Inc., Idle Hour, 125 E Main; Taylor Petroleum, Taylor Mart, 304 N LL&G; Donna J. Wilson, Jacks Service Station, 424 W Main.
The motion was seconded by Commissioner Hekel. Motion carried.
AMEND OCTOBER 1 COMMISSION MINUTES
After discussion, Commissioner Williams made the motion to amend the October 1, 2007 Commission meeting minutes where a motion inadvertently was left out regarding the driveway entry to the Industrial Development Property, that the City Crews would do it for cost of concrete of $10,000. The motion was seconded by Commissioner Dickey. Motion carried.
LETTER FOR HUGH BARKER TO SIGN
The City Commissioners were in agreement to have Hugh Barker sign the letter presented after one change, for him to confirm that he had properly disposed of the materials from the Frazier Building demolition.
CITY SUPERINTENDENT'S REPORT / TENNIS COURTS /
I.D. BOARD DRIVEWAY SPECS / KIWANIS PROGRAM /
BUILDING PERMITS FOR SUNRISE / PICKUP BIDS
City Superintendent Sechler reported that he had contacted Mid-American Court to have them give estimated cost for the tennis court fencing.
He is working on bid specifications for driveway entry for the I.D. Board property.
He gave a program at Kiwanis over current and possible future projects. It was well received.
He has spent quite a bit of time on the Sunrise Development last week, answering questions and reviewing building permits.
He will be working with Department Heads for specs for new pickups, 2008 Budgeted items. Will try to get bids from Ford, Dodge and Chevy for 2008 pickups. Superintendent will decide where to go for bids.
CHIEF OF POLICE REPORT / FORGERY CASE / UNATTENDED DEATH /
NUMBERED ADDRESSES / THANKS FOR PARTY
Chief of Police Blevins reported Officer Schultz responded to possible fraud complaint at Classic Woods. During investigation he located two females and determined they were passing forged checks on a closed account. They were charged with five (5) counts of forgery. All property purchased by suspects was recovered and returned to store owners (except Gene's). Checks had been written in Harper and Harper Police Department notified.
Investigated unattended death. It appeared from natural causes. Coroner called for an autopsy.
North and South streets have been checked for numbered addresses. They will check ones that were not numbered to see if they have complied. Do we need to send letter or have the City 'cause the property to be numbered'. East/West streets will be checked as weather permits. He will send form letter to those who have not complied, to have documentation of notification.

CITY CLERK/ADMINISTRATOR'S REPORT / TAX INQUIRY /

City Clerk/Administrator Heidrick reported he talked to Audit Bureau for Department of Revenue and followed with letter, about Kathy Smith inquiry for Wheatland Inn Motel.
He thanked Kenny Hodson for getting City Buildings numbered addresses.
Thanks to the Commission for Christmas Party, bonus money and Christmas Eve Holiday.
DOG ORDINANCE
Commissioner Hekel asked about dog ordinance and the need to change it to be more effective and enforceable. The process for picked up dogs was discussed. The Chief will check with new Veterinarian for cost per day to keep dog.
BURNSITE
Commissioner Hekel discussed the burnsite use by yearly fee payers and single day payers. The Commissioners discussed setting up a policy.
Regulations can be established to possibly give prorated refunds. Question of weekend use. Will try to determine cost for maintaining burnsite. For use by City property owners only.
Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Williams. Motion carried.
