The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Acting Mayor Williams presiding and the following Commissioners present: Hekel, Hammersmith, and Koeppen. Absent: Mayor Hatfield. Also present were Donald F. Heidrick, City Clerk/ Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; Steve Wilkinson, and Kenny Hodson.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE APPROVED

Claim Ordinance #5469 making appropriations for the payments of certain claims against the City of Anthony in the sum of $169,011.05 for appropriation ordinance was presented and on motion by Commissioner Koeppen, seconded by Commissioner Hekel, said ordinance was unanimously approved and claims ordered paid.

ELECTRIC DISTRIBUTION DEPARTMENT REPORT

Steve Wilkinson, Electric Distribution Department Head, gave a Department report. FEMA Project is complete. They have to get the wire out of Airport hangar. Jerry Angle transferred to Line Crew. He is doing good. They put in 3 electrical services last week. Four meter loops need to be changed on poles that have changed in FEMA Project. They could use I.D. Board building for storage of wire. I.D. Board will be contacted.

FINANCING LOADER

The City Commissioners discussed at length the financing of the loader. Information had been received from the Banks, the wheel loader vendors and Ranson Financial for lease/purchase. Ranson Financial gave the best plan and interest rate and Commissioners agreed on that plan.

NEW TRUCK

Midway Ford of Kansas City, MO., had a proposal for new Ford straight frame Truck. Previous accepted bid had been withdrawn by a local firm. Prices for truck reported will go up substantially for 2007. How to finance the purchase was discussed extensively. Ranson will be asked if the truck could be added to lease/purchase.

Commissioner Koeppen made the motion that the City purchase the F-750 Ford straight frame truck from Midway Ford of Kansas City, MO., for $43,472. The motion was seconded by Commissioner Hekel. Motion carried.

KLINK PROJECT

Joe Krosschell of EBH sent information for adjustment of $1,740 to pay estimate for the KLINK resurfacing project from Vermont Street to 5th Street. The City Commission was in agreement with the adjustment and EBH will present the adjustment to the Inland Corporation for approval.

BALMER FUND BUILDING

City Attorney Jim Forsyth had received a letter from Jim Lawing, attorney for the Balmer Fund, indicated Ms. Hostetler is prepared for the building to be torn down and would like to get things out of the building. The Commission discussed in length what could be done. Time between now and Jan. 31st, 2007.

Commissioner Hekel made the motion that the City allow a 5 consecutive day period between now and Jan. 31, 2007 for removal of any items they wish from the Balmer Fund Building. The motion was seconded by Commissioner Hammersmith. Motion carried.

DRINKING ESTABLISHMENT

It will be necessary for a person to be a County resident for six months and a Kansas resident for one year prior to applying for a drinking establishment license. An ordinance for drinking establishment ordinance will be presented.

NO JANUARY 2, 2007 MEETING

The City Commission was in agreement not to have a January 2, 2007 regular City Commission meeting.

CHRISTMAS LIGHTING CONTEST

Acting Mayor Williams reported that Larry Gates, Neil Mingle and Eddie Wilkinson were winners of the prizes of $100 credit toward their utility bills.

CHIEF OF POLICE REPORT /OFFICER SCHULTZ AND RAMBO GIVE PROGRAM /

LOCKERS CHECKED AT HARPER JUNIOR HIGH /

CRIMINAL THREAT – PERSONS TAKEN INTO CUSTODY /

COUNTY ATTORNEY OFFICE REIMBURSED CITY

Chief of Police Blevins reported that Officer Schultz and Rambo gave a program at Liberty Academy in Harper. Had Rambo check lockers at Harper Junior High. There was one alert. Investigated criminal threat and took one into custody and juvenile in protective custody. Case to County Attorney. County Attorney Office has reimbursed City for costs for Officer Schultz's and Rambo's recertification.

CITY SUPERINTENDENT'S REPORT / AIRPORT TERMINAL BUILDING /

HEARING – BOARD ZONING APPEALS / LAKE PROJECT / WATERSHED CONFERENCE

City Superintendent Sechler reported that windows and concrete sidewalks are installed for the Airport Terminal Building. Contractors will start framing interior walls and installing insulation this week.

Hearing with Board of Zoning Appeals was last Thursday. The Judge is to render decision in a month or two.

Benches are installed at the Lake. Hopefully the City can start installing lights before first of the year.

He has information on Watershed Restoration Conference in Wichita in January. He is checking on water draining at West Acres.

CITY CLERK/ADMINISTRATOR'S REPORT /

City Clerk/Administrator Heidrick reported on Line of Credit Loan U.S. Floss has with Industrial Development Board, which is 6 years old with no payment. It will be turned over to Industrial Development Board. Half of Property Tax owed by the City is on the appropriation ordinance.

EXECUTIVE SESSION

Commissioner Hekel made the motion that the City Commission go into executive session for 15 minutes to discuss matters concerning non-elected personnel. The motion was seconded by Commissioner Hammersmith. Motion carried. At 10:25 A.M., the City Commission room was cleared with the City Superintendent, and City Clerk/ Administrator remaining. At 10:40 A.M., the Acting Mayor called the meeting back into regular session.

Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Koeppen. Motion carried.
