The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Koeppen, and Williams. Absent: None. Also present were Donald F. Heidrick, City Clerk/ Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; Ron Poor, Brad Moore and family.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE AND 12/26 CITY PAYROLL APPROVED

Claim Ordinance #5470 making appropriations for the payments of certain claims against the City of Anthony in the sum of $205,936.67 for appropriation ordinance and 12/26 City Payroll for $43,429.66 were presented and on motion by Commissioner Koeppen, seconded by Commissioner Williams, said ordinance and 12/26 City Payroll were unanimously approved and claims ordered paid.

TRANSIENT GUEST TAX COMMITTEE RECOMMENDATION

Ron Poor, Chairman of the Transient Guest Tax Committee, reported that the committee is recommending the 50% funding of paper placemats, with the Harper County Economic Council which will promote the County landmarks and places.

Commissioner Hammersmith made the motion that the City accept the recommendation of the Transient Guest Tax Committee and fund 50% for the cost of paper placemats in coordination with the Harper County Economic Council in the amount of $237.50. The motion was seconded by Commissioner Koeppen. Motion carried.

POLICE GARAGE DISCUSSION

There was extensive discussion about the proposed Police Garage. Bids had ranged from $35,280 to $47,900. Everyone was in agreement that more and better storage area was needed for Evidence material. Reconsideration of the cost will be reviewed.

AMENDING 2006 BUDGET HEARING

The Mayor opened the Public Hearing for Amending the 2006 Budget. No additional public was present. After discussion by the City Commission, Commissioner Williams made the motion that the City approve the Amended 2006 Budget as presented. The motion was seconded by Commissioner Koeppen. Motion carried.

BRAD MOORE FAREWELL

Mayor Hatfield presented a plaque to Brad Moore in appreciation for his 13 years of service to the Anthony Police Department. He has been appointed Sheriff of Harper County. A good number of his family were present. Cake and coffee followed.

RESOLUTION NO. 668 ADOPTED

A RESOLUTION TO PROVIDE MUNICIPAL EQUIPMENT BY THE CITY OF ANTHONY AND ITS SEWER DEPARTMENT FOR AN AMOUNT NOT TO EXCEED $61,625.00 WITH THE SEWER DEPARTMENT PAYING THIS AMOUNT AND THE LEASE PURCHASE FROM THE SEWER DEPARTMENT OF SAID MUNICIPAL EQUIPMENT BY THE CITY OF ANTHONY WATER DEPARTMENT AS AUTHORIZED BY K.S.A. 10-1116(b) and 10-1116(c).

Commissioner Williams made the motion to adopt Resolution No. 668. The motion was seconded by Commissioner Koeppen. Motion carried.

RESOLUTION NO. 669 ADOPTED

A RESOLUTION TO PROVIDE MUNICIPAL EQUIPMENT BY THE CITY OF ANTHONY AND ITS ELECTRIC DEPARTMENT FOR AN AMOUNT NOT TO EXCEED $126,289.00 WITH THE ELECTRIC DEPARTMENT PAYING THIS AMOUNT AND THE LEASE PURCHASE FROM THE ELECTRIC DEPARTMENT OF SAID MUNICIPAL EQUIPMENT BY THE CITY OF ANTHONY STREET DEPARTMENT AS AUTHORIZED BY K.S.A. 10-1116(b) and 10-1116(c).

Commissioner Williams made the motion to adopt Resolution No. 669. The motion was seconded by Commissioner Koeppen. Motion carried.

HIGH PLAINS PIZZA APPLICATION TO RETAIL CEREAL MALT BEVERAGES APPROVED

Mayor Hatfield made the motion that the City approve the Application to Retail Cereal Malt Beverages and issue a license for High Plains Pizza, Liberal, Kansas, d.b.a. Pizza Hut. The motion was seconded by Commissioner Williams. Motion carried.

DUCKWALL-ALCO STORES, INC., APPLICATION TO RETAIL CEREAL MALT BEVERAGES APPROVED

Mayor Hatfield made the motion that the City approve the Application to Retail Cereal Malt Beverages and issue a license for Duckwall-Alco Stores, Inc., Abilene, Kansas, d.b.a. Alco Discount Store. The motion was seconded by Commissioner Hammersmith. Motion carried.

CAROL MACKEY APPLICATION TO RETAIL CEREAL MALT BEVERAGES APPROVED

Mayor Hatfield made the motion that the City approve the Application to Retail Cereal Malt Beverages and issue a license for Carol Mackey, Anthony, KS., d.b.a. Park Hill Lanes. The motion was seconded by Commissioner Hekel. Motion carried.

CLASEN, INC. APPLICATION TO RETAIL CEREAL MALT BEVERAGES APPROVED

Mayor Hatfield made the motion that the City approve the Application to Retail Cereal Malt Beverages and issue a license for Clasen, Inc., Wichita, KS., d.b.a. Gene's Heartland Foods. The motion was seconded by Commissioner Hekel. Motion carried.

ANTHONY GOLF CLUB APPLICATION TO RETAIL CEREAL MALT BEVERAGES APPROVED

Mayor Hatfield made the motion that the City approve the Application to Retail Cereal Malt Beverages and issue a license for Anthony Golf Club, Anthony, KS., d.b.a. Anthony Golf Club. The motion was seconded by Commissioner Williams. Motion carried.

M.C. ENTERPRISES APPLICATION TO RETAIL CEREAL MALT BEVERAGES APPROVED

Mayor Hatfield made the motion that the City approve the Application to Retail Cereal Malt Beverages and issue a license for M.C. Enterprises, Conway Springs, KS., d.b.a. Stars N Stripes Convenience Store. The motion was seconded by Commissioner Hekel. Motion carried.

JoBob INC. APPLICATION TO RETAIL CEREAL MALT BEVERAGES APPROVED

The City Commission discussed the question of Kansas residency requirement for Cereal Malt Beverage applicants, in regard to the JoBob Inc., application.

After discussion, Mayor Hatfield made the motion that the City approve the Application to Retail Cereal Malt Beverages and issue a license for JoBob, Inc., Anthony, KS., d.b.a. Idle Hour. The motion was seconded by Commissioner Williams. Motion carried.

TAYLOR PETROLEUM APPLICATION TO RETAIL CEREAL MALT BEVERAGES APPROVED

Pending receiving completed application and fee, Mayor Hatfield made the motion that the City approve the Application to Retail Cereal Malt Beverages and issue a license for Taylor Petroleum, Amarillo, TX., d.b.a. Taylor Mart. The motion was seconded by Commissioner Williams. Motion carried.

SHEPHERD OIL CO. APPLICATION TO RETAIL CEREAL MALT BEVERAGES APPROVED

Commissioner Williams made the motion that the City approve the Application to Retail Cereal Malt Beverages and issue a license to Shepherd Oil Co., Blackwell, OK., d.b.a. Shepherd's. The motion was seconded by Commissioner Hekel. Motion carried.

APPLICATION FOR LICENSE TO OPERATE A PRIVATE CLUB

Mayor Hatfield made the motion that the City approve the Application for License to Operate a Private Club and issue a license to James VonItter, Anthony, KS., d.b.a. Smokehouse Cafe & Supper Club. The motion was seconded by Commissioner Williams. Motion carried.

ORDINANCE NO. G-2739 ADOPTED

AN ORDINANCE AUTHORIZING FOR THE SALE, SELL AND SERVE ALCOHOLIC LIQUOR FOR CONSUMPTION ON THE LICENSED PREMISES WHICH MAY BE OPEN TO THE PUBLIC.

Mayor Hatfield made the motion to adopt Ordinance No. G-2739. The motion was seconded by Commissioner Williams. Motion carried 4-1.

CHIEF OF POLICE REPORT / DOMESTIC DISTURBANCE / GENERATOR

Chief of Police Blevins reported that there was domestic disturbance, 400 block of South Kansas. There was an arrest for battery.

Health Department received 15,000 watt Centurion portable generator with grant funds from South Central Metro Region for area bioterrorism and public health emergency planning. It is available to the cities in Harper County in case of a public emergency.

CITY SUPERINTENDENT'S REPORT / TRUCK BED BIDS / TRANSFORMER BIDS /

AIRPORT TERMINAL / HOURLY INCREASE REVIEW FOR STREET DEPARTMENT

Truck Bed Bids

City Superintendent Sechler reported that the City received five bids for truck beds.

-American Equipment- $10,960, Tarp $1,280.

-Napide - $10,512, Tarp $1,900.

-Gallian - $9,996.

-Midwest Truck - $10,200, Tarp $1,745.

-Truck Parts - $10,709, Tarp $995.

After discussion, Commissioner Hekel made the motion that the City approve the truck bed bid from Midwest Truck & Equipment for $10,200. Midwest Truck is located in Wichita and would be closer for possible maintenance or equipment information later.

Transformer Bids

Bids for Transformers were received from T&R Electric for $3,158 and from Solomon Corp. for $3,505.

Commissioner Hekel made the motion that the City approve the transformer bid from T&R Electric and purchase transformers for $3,158. The motion was seconded by Commissioner Hammersmith. Motion carried.

Superintendent Sechler reported that the cable company wanted to know if City was interested in City Channel. The City Commission would like for a cable representative to come and discuss the options.

Insulation has been installed in the Airport Terminal Building, interior walls are up and electric and plumbing are being installed.

He asked about hourly increase for Street Department, with standby being eliminated Jan. 1, 2007. The Commission would like to have .15, .20 and .25 hourly increases be reviewed.

CITY CLERK/ADMINISTRATOR'S REPORT / TRANSFERS / BUDGET /

AUDIT / WEST ACRES / LETTER FROM CITY FOR HOUSING DEVELOPMENT /

SIZE OF WATERLINE / LEASE/PURCHASE

City Clerk/Administrator Heidrick reported that he had transfers made to Capital Improvement Fund before 2007, mainly from General Operating to help with future projects.

Signature pages need to be signed for 2006 Amended Budget.

He will take a day of vacation, Dec. 28th.

Health Insurance Representative reported that deductible for Health Insurance will increase for the plan we have now.

Requirement to have numbers on buildings and residences will be advertised again.

Auditors proposal for 2006 Audit will be on the agenda next time.

Jim Jackson had reported that preliminary indications were that Rural Development is in favor of Interfaith Housing taking over the West Acres.

Jackson will need a letter from the City about utility services to the property for the Housing Development Project. The City had sent one letter already. He also was concerned about sufficient large enough water line for the Industrial Development Building area north of town.

Lease/Purchase papers for City Equipment are being reviewed by the City Attorney.

CITY COMMISSIONERS COMMENTS

-Mayor Hatfield asked about the status of CDL Licenses for City employees.

-He also asked about signs indicating Meth Watch.

-Concern about fire hydrant availability for trailer court was discussed and also the need for water line.

-Status of Water/Wastewater and Street Department applications was discussed.

Commissioner Williams made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Koeppen. Motion carried.
