The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Dickey, Hammersmith and Williams. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; Kenny Hodson, Deputy Chief of Police; Amber Schmitz of the Anthony Republican; Richard Ciemny, Rick Baldwin, and Cynthia Clark.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE

Claim Ordinance #5572 making appropriation for $8,068.30 for the payments of certain claims against the City of Anthony for appropriation ordinance was presented and on a motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance was unanimously approved and claims ordered paid.

FIRST NATIONAL BANK REPORT

Richard Ciemny, new CEO at the First National Bank introduced himself and explained how the City funds and investments would be covered. The City funds will be covered until February 15th by Surety Bonds. After that, Bonds and/or Treasury Notes will cover the City funds. The Bank should know by the first of February about securing securities. There have been mortgage business problems at the Kansas City branches. They have been sold. The City investments could be put into the Demand Deposit Account with a .50 or lower interest rate with no maximum limit on insurance according to Ciemny.

LAKE SEWER SEPTIC SYSTEM

Cynthia Clark, Lake Lease holder came to the meeting to get an update for the Lake sewer septic system. All area involved leaseholders have not responded if they are interested or not. Another letter will be sent. Superintendent Sechler will get prices for official decision to place the system for 2009, at the next meeting in 2009.

CITY PROPERTY REQUEST

Rick Baldwin was present to ask about acquiring the back side of City property at Washington and Pennsylvania. He would plan to build a shop and/or have hook-ups for truck parking in the next 5 years.

Mayor Hatfield indicated another party is interested in the property. He had thought both parties could present business plans for the Commission to consider. Commissioner Williams did not know about evaluating business plans. Baldwin thought an auction could be held and property acquired by the highest bidder. There are other properties available. The Commission will need to decide what the Commission can do for release of the property.

POLICE REPORT/DOMESTIC DISTURBANCES/RESIDENTIAL BURGLARY/SPEED MINDER

Deputy Chief Hodson reported there were two minor domestic disturbances, one alcohol related and an arrest made as a DUI.

There was a residential burglary on South Springfield. Owners are away for two weeks and not sure what was taken yet. T.V. and computer were not taken, but the owners say a coin collection was there.

Speed Minder has been placed in three different locations.

COMMISSIONER CONCERNS

Commissioner Hekel received a complaint about dispatch action of notifying on-call City personnel by phone answering machine only and not following through with assured cell phone contact. Superintendent Sechler will contact dispatch and discuss it with them.

Mayor Hatfield also indicated automatic response has been lost for structure fires in Harper and Anthony, for which dispatch will be contacted also.

CITY SUPERINTENDENT REPORT/LETTER OF INTEREST FOR KMEA/PICK-UP STATUS/SEWER CAMERA

Superintendent Sechler presented a letter of interest to be signed by City for the KMEA Mutual Aid Program. A Resolution will need to be adopted later.

He will find out about the status of the Pick-Up Truck for the Water/Wastewater Department.

The sewer camera is supposed to arrive after the first of the year for 2009, to be obtained through the KDHE Revolving Loan in 2009.

COMMISSIONER CONCERNS

Commissioner Hekel received a compliment from Kathy Francis for the Electric Distribution Department for restoring their Electric power in the morning hours last week. He also asked about the road south of Dollar General. It is in bad shape and water has been running off into the road. Superintendent Sechler indicated reconstruction is needed.

Mayor Hatfield reported there are faded stop signs that need replaced. Wayne Dennis Fund may be a source for funding.

Need to look into bull dozer/loader rental for property clean-up.

Will try to begin officer’s evaluations at next meeting.

CITY CLERK/ADMINISTRATOR REPORT/YEAR-END TRANSFERS/CITY ELECTION/ACCC CONTRACT/WAYNE DENNIS FUND INVESTMENTS/CENSUS TESTING

He hopes to make transfers for Municipal Equipment and Capital Improvement Funds for 2008.

Public Notice will be put in the newspaper about the upcoming City Election.

He asked about a possible new contract with the Anthony Community Care Center. Papers setting up the original contract with the City will be reviewed.

Wayne Dennis Fund Investments were mentioned.

Census people from Topeka called about using the Municipal Hall for testing for census taker applicants.

Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
