The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Dickey and Williams. Absent: None. Also present were Don Heidrick, City Clerk/ Administrator; Grant K. Sechler Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; Ralph Lee Cousins Jr., Katelin Cousins, Melva Stats, and Kenny Hodson.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCES AND 12/25 CITY PAYROLL APPROVED

Claim Ordinance #5519 making appropriations for $36,597.80 and Claim Ordinance #5520 for $97,715.11 and 12/25 payroll for $45,056.65 for the payments of certain claims against the City of Anthony for appropriation ordinances and pay ordinance were presented and on motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinances and payroll were unanimously approved and claims ordered paid.

RESOLUTION NO. 699

A RESOLUTION TO PROVIDE PROPERTY IMPROVEMENTS BY THE CITY OF ANTHONY AND ITS WATER/WASTEWATER DEPARTMENT FOR AN AMOUNT NOT TO EXCEED $72,450.00 WITH THE WATER/WASTEWATER DEPARTMENT PAYING THIS AMOUNT AND THE LEASE PURCHASE FROM THE WATER/WASTEWATER DEPARTMENT OF SAID PROPERTY IMPROVEMENTS BY THE CITY OF ANTHONY AS AUTHORIZED BY K.S.A. 10-1116(b) and 10-1116(c).

Commissioner Williams made the motion to adopt Resolution No. 699. The motion was seconded by Commissioner Hekel. Motion carried.

APPLICATION FOR LICENSE TO OPERATE A PRIVATE CLUB

Mayor Hatfield made the motion that the City approve the Application for license to operate a private club for James M. Von Itter d.b.a. Smokehouse Restaurant and Club. The motion was seconded by Commissioner Hammersmith. Motion carried.

FIRE DEPARTMENT BUILDING BILL

Fire Chief Hodson presented a bill from E&A Construction for a concrete pumper truck rented for the fire department building for $598.20 in addition to the bid price. E&A had forgotten to include the rental cost in their bid. They were willing to split the cost if necessary. After discussion it was consensus of the Commissioners that the City pay $400 toward the bill.

CHIEF OF POLICE REPORT / BURGLARY/THEFT INVESTIGATIONS /

ACCIDENTS DUE TO ICE AND SNOW

Chief of Police Blevins reported that the Department had worked a couple of burglary/theft reports still under investigation.

Worked several minor accidents including the marked unit due to the ice and snow. Otherwise a quiet week.

CITY CLERK/ADMINISTRATOR'S REPORT / OFFICERS EVALUATIONS / TRANSFERS /

ELECTRIC FUND ENCUMBRANCES /AIRPORT PLANNING

City Clerk/Administrator Heidrick reported that officers evaluation sheets are due. He has been working on transfers for the Municipal Equipment Fund and Capital Improvement Fund at the end of the year for future projects in various departments.

He is concerned about the Electric funds necessary for 2007 encumbrances for 2007 year end.

Darin Neufeld will be here for January 14 City Commission meeting to discuss with the City Commission and the Anthony Airport Board the annual FAA Airport Planning Report for the Anthony Airport. The report is due to FAA Feb. 15.

BLACKTOP DISCUSSION / POLICE DEPARTMENT / FIRE DEPARTMENT BUILDING

The Mayor asked Chief of Police Blevins about getting measurements of parking area of the Police Department for cost to blacktop the area. With the projects of bond issues will include street construction that it would be good to check into getting bids for the parking lot. Fire Chief Hodson asked about blacktopping west end of where new fire building is located also and see about acquiring and including rest of area where old garage foundation is.

PUBLIC HEARING HEALTH NUISANCE

ABATEMENT 617 EAST MAIN

Katelin Cousins, owner of property at 611 East Main, Ralph Cousins and Melva Stats were present to request that City extend the period to clean-up for the property at 611 East Main as stated in the December 17th Order from the City. It was consensus of City Commission to extend the clean-up period for 30 days until Feb. 1, 2008.

SOUTH CENTRAL KANSAS LAKE

Commissioner Williams reported that he had talked to Roger Koeppen about the report in the Wichita Eagle that the public had objected the planning of a South Central Kansas group for a South Central Lake. Koeppen was wondering about our area with the plans that had been discussed to renovate or build a new Anthony Lake.

Roger Koeppen will be contacted further about getting an introduction. He knows engineer working on the South Central Kansas Lake plans.

EXECUTIVE SESSION

Mayor Hatfield made the motion that the City Commission go into executive session for 10 minutes to discuss matters concerning non-elected personnel. The motion was seconded by Commissioner Dickey. Motion carried. At 9:15 A.M., the City Commission room was cleared with the City Clerk/ Administrator remaining. At 9:25 A.M., the Mayor called the meeting back into regular session.

The motion was seconded by Commissioner Hammersmith. Motion carried. At 9:25 A.M., the City Commission room was cleared with the City Clerk/ Administrator remaining. At 9:35 A.M., the Mayor called the meeting back into regular session.

STREETS CONDITION

Commissioners reported they had received complaints about the condition of the streets downtown after the snow. The streets were bladed but the snow and sleet had frozen not helping in the clearing. This will be discussed when City Superintendent Sechler returns.

Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
