The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Acting Mayor Williams presiding and the following Commissioners present: Hekel, Hammersmith, and Koeppen. Absent: Mayor Hatfield. Also present were Donald F. Heidrick, City Clerk/ Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican, and J.D. Rhea.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE APPROVED
Claim Ordinance #5467 making appropriations for the payments of certain claims against the City of Anthony in the sum of $43,841.45 for appropriation ordinance was presented and on motion by Commissioner Koeppen, seconded by Commissioner Hekel, said ordinance was unanimously approved and claims ordered paid.
STREET DEPARTMENT REPORT
J.D. Rhea, Street Department Head, gave a Street Department Report. On-going projects: Street Sweeping, finish fence at Frazier's, and doing concrete pads for benches and lights at the Lake.
Future projects: ditch work and culverts at the Lake; crack filling, clean-up South Penn., cutting trees.
LOADER
City Superintendent Sechler had gone over the bid proposals for the new Loader. After discussion, Commissioner Hekel made the motion that the City accept the bid for the Kamatsu Front Loader with trade from Berry Tractor for $67,357. The motion was seconded by Commissioner Hammersmith. Motion carried.
The decision for purchasing a backhoe will be put off until next week after further review.
DRINKING ESTABLISHMENT WITH FOOD SALES REQUIREMENT
The City Commission reviewed the draft ordinance for authorizing for the sale, sell and serve alcoholic liquor for consumption on the licensed premises which may be open to the public. A number of questions need to be answered, including the requirements for obtaining a State License, Location and distance from church, school, nursing home, library and hospital. Draft Ordinance will be worked on and returned for further review. The Commission wants to be consistent as much as possible for the licensing of Cereal Malt Beverage, Private Clubs and Drinking establishments.
CARRYING OF CERTAIN WEAPONS
The City Commission reviewed the information the League had sent for the placement in the City Code for the prohibition against the possession or carrying of certain firearms while upon designated property owned/or operated by the City. The changes will be made and ordinance written for Commission to approve.
USE OF MUNICIPAL HALL STAGE FOR WRESTLING
Joe Wilcox had talked to the Mayor about the Wrestling program using the Municipal Hall Stage area. Joe will be asked to come to the next meeting to discuss the request.
MEETING FOR AFTER DEC. 25TH AND JAN. 1 HOLIDAYS
The Commission discussed about having the weekly Commission meeting after the Christmas and New Year's Monday holidays. It will be put on the agenda for the next Commission meeting for discussion.
CHIEF OF POLICE REPORT / SHOPLIFT CASE / DOMESTIC DISTURBANCES
Chief of Police Blevins reported that there was a shoplift case at Alco. One arrest was made for theft. Domestic disturbance, 300 block of North Springfield. One arrest for battery and possession of drug paraphernalia. Domestic disturbance, 800 block of North Springfield. One arrest for battery and minor in consumption. No problems with snowstorm.

City Superintendent Sechler reported that he had talked with State on State Purchasing program. The City would have to bid only when State did bidding and would need to be same equipment specs as the State's. It does not seem very usable in that respect.
He has not received information on fence easement on Gene's grocery store parking lot.
He should have information about the cost estimates for the first Lake road for Alan Luttrell by next week.
He called City of Wichita about demolition specifications. Person was out until late this week. He has specs from the last demolition proposals that were requested four years ago.
Steve Wilkinson, Don and he chose Jerry Angle to fill vacancy in Electric Distribution Department.
Lake Bench Pads are poured. Atmos may help with trenching for the lights.
He had found out that State regulations allow for certain things to protect private property from Beaver destruction. One can trap or shoot.
Alan Luttrell has indicated that KLINK Main Street contractors to return to seal spots.
CITY CLERK/ADMINISTRATOR'S REPORT /
City Clerk/Administrator Heidrick reminded that City Christmas Party is Dec. 8th at 6:30 P.M., at Municipal Hall. He is working on an Amended Budget. Trying to gather information on possible bond issues. Also talking with Banks.
He would like to take December 12 and 13 off.
Letter to KDOT about the Taxi from Connie Shellhammer was reviewed. Looks o.k. to Commission.
Meeting with Interfaith, City and Anthony Housing Authority is set for Thursday, Dec. 7th, 10:00 A.M., at the State Highway Building.
I.D. Board to have their monthly meeting at the Smokehouse at 12 Noon.
EXECUTIVE SESSION
Commissioner Koeppen made the motion that the City Commission go into executive session for 18 minutes to discuss matters concerning non-elected personnel. The motion was seconded by Commissioner Hekel. Motion carried. At 10:12 A.M., the City Commission room was cleared with the City Superintendent, and City Clerk/ Administrator remaining. At 10:30 A.M., the Mayor called the meeting back into regular session.
Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hekel. Motion carried.
