The Board of Commissioners of the City of Anthony, Kansas met in regular session at 6:00 p.m. with Mayor Barbara Muse presiding and the following Commissioners present: Hammersmith, Hall, and Tedder. Absent: Dickey. Also present were Angie Hartman, Assistant City Clerk; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Kenny Hodson, Cynthia Clark, Donna Crowe, Dennis Cook, Jackie and Derrick Keim, Debbie Mangen, Brandon Gerber and Creighton Cullop.
Mayor Muse made the motion to approve the minutes of the previous meeting. The motion was seconded by Commissioner Tedder. Motion carried.
APPROPRIATION ORDINANCE and 12/08/09 PAYROLL APPROVED
Claim Ordinance #5620 making appropriation for $248,758.71 for the payment of certain claims against the City of Anthony for appropriation ordinance and $51,828.70 for 12/08 Payroll were presented and on a motion by Commissioner Tedder, seconded by Commissioner Hammersmith, said ordinance and payroll were unanimously approved and claims ordered paid.
DOWNTOWN FIRE BUILDING DEMOLITION PROJECT
Dennis Cook, Structural Engineer with PEC was present to discuss the Downtown Fire Building Demolition Project and the two other buildings determined dangerous. The Bids will be separate for demolition and removal, but both under one contract. Dennis Cook, Grant Sechler, Kenny Hodson and Donna Crowe met with Harper County about the disposal of the debris. All construction material can go to the County Landfill.
After much discussion, Mayor Muse made the motion to include Hedlund Hair and the Quilt shop in the Bid process as a separate Bid from the Urgent Needs Bid. The motion was seconded by Commissioner Hall. Motion carried. Commissioner Tedder made the motion to remove the asbestos at the Quilt Shop. Commissioner Hall Seconded the motion. Motion carried.
Dennis Cook commented he will need two weeks to finish writing the specifications, three weeks to Bid and one-two weeks to approve.
ANTHONY DIRT RIDERS REQUEST
Brandon Gerber of the Anthony Dirt Riders Association reported they had received a Grant from the Harper County Enrichment Fund to build a picnic shelter for their facility. As per the Lease Agreement between ADRA and the City of Anthony, written permission is needed from the City of Anthony. ADRA has the funds and plans to erect a 20’ X 30’ all steel shelter, similar to what would be found at the East Park or the play ground at Anthony Elementary. Initially the structure will have a dirt floor with plans to pour concrete when the funds are available. ADRA members will be doing the construction work and has several members that are currently in the construction business. The property will be built to the requirements of local building codes. The ADRA has been a huge success with 87 members. Mayor Muse made the motion to give ADRA written permission to build the picnic shelter. The motion was seconded by Commissioner Hammersmith. Motion carried.
IDLE HOUR APPLICATION FOR RETAIL ALCOHOLIC LIQUOR FOR CONSUMPTION ON LICENSED PREMISES
Commissioner Tedder made the motion to approve Idle Hour’s Application for Retail Alcoholic Liquor for Consumption on the Licensed Premises. The motion was seconded by Commissioner Hammersmith. Motion carried.
WAYNE DENNIS FOUNDATION RECOMMENDATIONS FOR ANTHONY MEDICAL CENTER
Commissioner Tedder made the motion to approve funds in the amount of up to $4,000 for materials needed for the purpose of constructing a sidewalk between the Anthony Medical Center and Country Living, also funds in the amount of $43,500 for the purpose of relocating the bulk oxygen site at the Anthony Medical Center. Motion was rescinded to wait until all Commissioners were present for request #2. Commissioner Hall made the motion to approve up to $4,000 for material needed for the purpose of constructing a sidewalk between the Anthony Medical Center and Country Living. Manual labor will be done by volunteers. The motion was seconded by Commissioner Hammersmith. Motion carried.
CHIEF OF POLICE/RE-PROGRAM RADIOS
Police Chief Blevins assisted with the Harper County Health Department’s Public Flu, H1N1 Immunizations. He attended a 911 Board Meeting. Cheryl Seipel reported that all radios, hand held and mobile used by Law Enforcement, Fire, EMS, City Utilities, Hospitals and School Districts will have to be re-programmed to narrow banding by January 1, 2013. Was called to a disturbance in the 200 Block of South Jennings. One person was taken into custody. Case to County Attorney. Attended a Meeting with all Law Enforcement Department Heads and the Harper County Attorney and signed a Memorandum of Agreement that established a working relationship between the Prevention of Underage Drinking and all Departments of Law Enforcement operating in Harper County and the Harper County Attorney’s Office.
CITY SUPERINTENDENT REPORT/FENCE/BARSCREEN/
FUEL PUMP AND CARD READER FOR AIRPORT
American Fence Company will start on the fence repairs, weather permitting, at the Wastewater Plant. The Auto Barscreen for the Wastewater Plant is installed. Some of the control boxes need Electric connections made which is to be completed Monday or Tuesday. The Vulcan Representative is to be here a week from Wednesday for start up and training. Donna Crowe, Kenny Hodson, Dennis Cook and Grant Sechler met with Harper County to discuss the options for the disposal for the downtown fire debris. They were very positive and helpful. Grant presented information from Harper County Cities Joint Planning Commission concerning a Special Use Application for a Child Care Center in the building owned by Cynthia Clark on Nine Iron Drive for the Mayor to sign.
He spoke with KDOT Director of Aviation on possible Grant Funds for a fuel pump and card reader at the Anthony Airport. There could be up to $10,000 of funding for this Project or a 90% / 10% split. The Street crew should start cutting marked trees this week.
CHRISTMAS PARTY/ASBESTOS REMOVAL/FIRE TRUCK
Members were reminded of the City Christmas Party on Friday, December 11th at Municipal Hall at 6:30 p.m.
Derrick Keim wanted it clarified that the removal of the asbestos was not being done by volunteers but the company doing the removal is donating ˝ the cost. Commissioner Hammersmith asked if the Fire Truck sold got picked up. It was to be picked up on Tuesday.
Mayor Muse made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Tedder. Motion carried.
