The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Dickey and Williams. Absent: None. Also present were Don Heidrick, City Clerk/ Administrator; Grant K. Sechler Jr., City Superintendent; John Blevins, Chief of Police; Jennifer Fox of The Anthony Republican; Terry Stark, Steve Wilkinson, Tim Clark, Kenny Bellesine, Tim Eaton, and Steve Bellesine.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE APPROVED

Claim Ordinance #5526 making appropriation for $84,544.99 for the payments of certain claims against the City of Anthony for appropriation ordinance was presented and on motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance was unanimously approved and claims ordered paid.

ELECTRIC DISTRIBUTION DEPARTMENT REPORT

Steve Wilkinson, Electric Distribution Department Head, gave a report on the activities of his Department. They are keeping up with work orders. There have been weather problems. One line down during last two snow storms.

Chris Schurle and Jerry Angle are going to Garden City for an Underground Overhead School.

Had an enclosure hit on East Spring Housing apartments. Damaged some wires.

TRUCK DISCUSSION

Mayor led discussion about having linemen give up one pickup for it to be transferred to Power Plant. Pros and cons were discussed extensively. Although a new pickup was budgeted for the Power Plant it was discussed that three pickups were not needed for the Distribution Department and one could go to Power Plant and a new pickup for the Distribution Department would not be bidded.

Mayor Hatfield made the motion that the City obtain bids for a pickup for the Water/Wastewater Department and a flatbed for the Street Department. The motion was seconded by Commissioner Williams. Motion carried 3-2, Hekel and Dickey voting no.

SEWER PROBLEM

Terry Stark, Water/Wastewater Department Head, gave a report on the backup sewage problem at Doug Hite's. There was root stoppage. Reports were that it has happened 4 times. It was not in his line. A used video enclosed van demo was used to locate problem. Used van is listed at $25,000. It may cost $50,000 for upgrade computer. Need more information about availability of upgrade. A push in and out unit would be $10,000-$15,000. Need to find cost for new video unit without van. Commission looked at van. Superintendent Sechler will contact Doug Hite about damages to his basement.

ENVIRONMENTAL AWARD TO CITY

HARPER COUNTY FARM BUREAU ENVIRONMENTAL AWARD

Tim Clark, District Manager for the Harper County Conservation District reported the City was to receive the Harper County Farm Bureau Environmental Award for the City's efforts in environmental stewardship.

TRANSIENT GUEST TAX COMMITTEE RE-APPOINTMENT

Commissioner Hammersmith made the motion that the City re-appoint Ron Poor to the Transient Guest Tax Committee as the Industrial Development Representative for four years. The motion was seconded by Commissioner Hekel. Motion carried.

ANTHONY AIRPORT BOARD RE-APPOINTMENT

Commissioner Dickey made the motion that the City re-appoint Dusty Linn and Jerome Gates to the Antony Municipal Airport Board. The motion was seconded by Commissioner Williams. Motion carried.

U.S. FLOSS CDBG CLOSEOUT

Kenny Bellesine was present to request the City approve the CDBG Closeout for U.S. Floss for $125,000 as approved by the Kansas Department of Commerce.

Mayor Hatfield made motion that the City approve the one time cash payment of $125,000 to settle the U.S. Floss CDBG Loan as approved by the Kansas Department of Commerce. The motion was seconded by Commissioner Hammersmith. Motion carried with Commissioner Williams abstaining.

ANTHONY GOLF COURSE

Tim Eaton and Steve Bellesine of the Anthony Golf Association Board reported that the Association would like to see more cooperation with City in hopes of helping the improvement of the Golf Course to the benefit of both the Association and the City. The course is on a break-even line. With only tournament income and membership fees now no income for Capital Improvements for greens upgrade.

The City and Anthony Golf Association Board will look at By-laws, check with League and other City Municipal Courses.

RECREATION MOWER BIDS

Bids for Recreation Mowers were received from Bill's General Repair, Maximum Outdoor Equipment and Services, Hostetler Supply, Inc., Conrady-Western and Schotts True Value.

After discussion, Commissioner Hekel made the motion that the City accept the bid from Bill's General Repair for 72-inch Grasshopper Model 227/72 for $7,837.50. The motion was seconded by Commissioner Hammersmith. Motion carried.

Commissioner Hekel made the motion to accept the bid from Hostetler Supply Inc. for a Hustler Mini Z 52-inch for $5,700. The motion was seconded by Commissioner Hammersmith. Motion carried.

OUT OF STATE TAGS

Chief of Police Blevins reported that he presented Personal Safety Awareness Program to Second Grade classes. He attended Fourth of July meeting. New telephone system was installed last week. Officer Schultz took Rambo to Anthony Junior Hi/Elementary and there were 7 alerts on lockers. The fence at 530 N. Springfield has been put back up, thanks to City Crews.

Officer Houston working criminal damage to property case and minor in consumption case.

Commissioner Hekel asked about follow-up on locker alerts. Parents are contacted. Commissioner Hammersmith, question of semi-trailer truck on Steadman. He will look into it. Mayor mentioned about dogs ordinance in Harper Paper. Chief will run ad in Republican. Mayor asked about out-of-state tags. Chief said they work them as they are brought to their attention. Mayor will get list.

CITY SUPERINTENDENT'S REPORT / COMPLAINT TO EPA / CLARK TRUST FUND / LAKE GOOD CRAPPIE AND BASS / TREES TO CUT A COTTONWOOD AT LAKE /

OIL CLEAN FOR GENERATOR #2 / GEOMETRIC IMPROVEMENT PROJECT ON EAST MAIN NOT APPROVED

City Superintendent Sechler reported he had been investigating a complaint made to EPA regarding a local business. EPA passed it on to KDHE and KDHE contacted City.

He presented information regarding Clark Trust Fund with Wildlife and Parks. The Biologist believes we should have good crappie and bass populations this year.

There are 5 to 6 trees to cut yet. He will get grinder when finished. They will be cutting down big cottonwood at west end of dam.

Oil cleaning on #2 Generator is complete.

He received notice that Geometric Improvement Project planned for East Main was not funded.

NEW AIRPORT HANGAR

City Superintendent Sechler attended Airport Board meeting last week. Jeremy Graves wants to build a new hangar. Preferred location is west of old maintenance hangar. He has information from Darin Neufeld on location and requirements. The Airport approved. The City Commission was in agreement approving location if o.k. with FAA regulations.

CITY CLERK/ADMINISTRATOR'S REPORT / AIRPORT LEASES / LEAGUE CONFERENCE ROOM RESERVATIONS / BOOKKEEPING COMPLETE /MEETING WITH CITY OF HARPER

City Clerk/Administrator Heidrick reported that at the Airport Board meeting the hangar leases were discussed. It has been quite some time since any changes were made. Copies will be given to Airport Board and Commissioners Dickey and Williams for review.

He has made room reservations for the League Conference in October for Commissioners Hekel and Hammersmith. Chief Blevins, Superintendent Sechler and himself.

Angie has bookkeeping for January completed. He will be on leave next Monday.

Meeting with Harper is scheduled for Tuesday to discuss water nitrate problem.

HEALTH INSURANCE DISCUSSION

City Clerk/Administrator presented information about premium increases for Blue Cross/Blue Shield. The Shared Pay Plan was presented also. They discussed use of Employee Insurance Fund. Health Profiles will be sent to Group Benefit Specialists. They should have proposed plans in two weeks.

Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
