The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Koeppen, and Williams. Absent: Hammersmith. Also present were Donald F. Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; Kenny Hodson, J.D. Reymer, Jean Barber, Gwen Warner, Cecilee Downing, Ruth Mark, Jim Huff, and Tim Eaton.

The minutes of the previous meeting were approved as corrected.

APPROPRIATION ORDINANCE APPROVED

Claim Ordinance #5476 making appropriations for the payments of certain claims against the City of Anthony in the sum of $67,717.19 for appropriation ordinance was presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinance was unanimously approved and claims ordered paid.

J.D. Reymer presented himself and voiced concern about his property with the house to be demolished at 417 North Franklin that an addition on the house was on his property. City Superintendent Sechler and Police Chief Blevins assured Mr. Reymer that they would come and examine the situation.

NEW POLICE OFFICER

Chief Blevins introduced Jim Huff as the newly hired Police Officer for the Anthony Police Department.

HARPER COUNTY FOCUS ON OUR FUTURE GROUP

The County Commissioners have invited City representation on one of the Harper County Focus on Our Future Groups which will discuss the use of revenue from the Plumb Thicket Landfill.

Mayor Hatfield made the motion that the City appoint Commissioner Williams as the City representative on the Harper County Focus On Our Future Group. The motion was seconded by Commissioner Hekel. Motion carried.

DOG COMPLAINT

Ruth Mark of 623 North Bluff complained about the neighbor's dog pooping on her property. Chief Blevins has talked to her about it. The neighbor had been contacted about the dogs being loose. She needs to contact Police when dog is running loose.

BALLOONFEST

Gwen Warner and Jean Barber were present to request the City use of Airport, and Lake, placement of carnival, and sponsor a balloon for the tenth annual BalloonFest, May 11, 12, 13.

Mayor Hatfield made the motion that the City allow the Chamber of Commerce use of the Airport, agreed to location for a carnival and use of Lake for the BalloonFest and that City sponsor a balloon as in years past. The motion was seconded by Commissioner Koeppen. Motion carried.

STATES BASIN ADVISORY COMMITTEES

Gwen Warner asked about a City representative applying for the States Basin Advisory Committees. She will provide more information.

TURKEY TALK

Jean Barber and Cecilee Downing discussed concern for the turkeys. The turkeys have already been picked up. The Mayor expressed the City's concern about the turkeys flogging individuals, and the City's liability. It was not just a case of an out-of-towner complaining at the last meeting.

FIRE STATION

Fire Chief Hodson reported on the breakdown for financing the Fire Department addition. The City Commission will discuss it more when Commissioner Hammersmith returns.

CITY CLERK/ADMINISTRATOR'S REPORT / HEALTH INSURANCE COST /

EXECUTIVE SESSION / BOOKKEEPING / KLINK / CONDOLENCES

City Clerk/Administrator Heidrick reported that initial report from one of the insurance agents reported that two health insurance sources could not provide health insurance for the rate received now. Rates would be two to three times higher.

Info has been sent to Benefit Management Co.

He requested executive sessions.

January bookkeeping is complete.

The City received $194,600 for State share of KLINK Project.

Condolences to Bernie and family. A memorial will be given.

He attended the legislators coffee at the Smokehouse on Saturday. There was discussion about LAVTR demand transfers. He asked Senator Teichman about the Bill regarding Cities with rural customers increasing utility rates without KCC approval. A bill has passed the House. Senate is having Hearing on the Bill.

INFO LETTER ABOUT FUEL ADJUSTMENT

A letter explaining the Fuel Adjustment was discussed. Comparison of other cities' rates will be obtained. Info for lowering energy cost was discussed. Cost for mailing post card versus envelopes in the bulk will be obtained before a decision is made.

INSURANCE FOR GO-KART TRACK

Tim Eaton of Strong Insurance came to discuss liability insurance for the Go-Kart Track. Event coverage is most costly. Will check with Creighton Cullop on where he is with coverage information.

CITY SUPERINTENDENT'S REPORT / TERRY STARK TO WATER/WASTEWATER /

NORTH MASS. SEWER SYSTEM / RETENTION PONDS AT LAKE /

STREET AND POWER PLANT VACANCIES / WHEATRIDGE MEETING POSTPONED /

KCC AREA EXPENSE AND REVENUE

City Superintendent Sechler reported that Terry Stark has transferred from Street Department to Water/Wastewater Department.

He has received Alan Luttrell EBH recommendation and cost estimates on North Mass. sewer lift station. The Commission wants the design cost for sewer system would use as needed for area.

He met with Chris Hoskinson of Harper County Soil Conservation District to look over the 2 silt retention ponds locations at the Lake. Should get started before end of month.

Seeking applications for two Street Department vacancies and one Power Plant vacancy.

Meeting with Wheatridge developer was cancelled.

Sherri Miller has completed 2004-2005-2006 KCC Area expense and revenue report. She is working on FEMA portions of 2005-2006.

Electrical problems were caused by Western Farmers switching, and not on City's system.

COMMISSIONERS COMMENTS

-After discussion, it was decided to have Superintendent order City of Anthony advertising tags for City trucks.

-Ask about status of Lights at Lake.

-Questioned smaller Bucket Truck being left at Shop. They are left to keep hydraulics warm during cold weather.

-Getting specs ready for Gun Club roof repair.

NEW REAR DOORS FOR MUNICIPAL HALL

The Mayor had gotten information for cost of replacing two back doors at Municipal Hall.

After lengthy discussion, Commissioner Hekel made the motion that the City purchase two new rear metal doors for Municipal Hall from Home Lumber for $4,595.00 and paint for $100. The motion was seconded by Commissioner Williams. Motion carried.

A.D.A. APPROVED EAST DOOR DISCUSSION

The Mayor asked about the placement of an A.D.A. approved door on the east side of Municipal Hall. It could be Sliding or Bar Opening Door. City Superintendent will obtain information.

JUNIOR HIGH VALENTINE DANCE

Chief of Police Blevins reported Deputy Chief Kenny Hodson and he presented the Personal Safety Classes to the second and fourth grades.

Officer Schultz stopped vehicle for speeding resulting in two arrests, one adult and one juvenile for possession of liquor and drugs.

There was disturbance at Smokehouse private club, resulting in three persons arrested for disorderly conduct.

Attended a Juvenile Corrections Advisory Board meeting.

Officer Schultz and Rambo presented program to American Legion at Harper.

Held Junior High Valentine Dance, well attended and received. All officers attended.

SUNFLOWER RESOURCE CONSERVATION AND DEVELOPMENT AREA, INC.

SPONSORSHIP DUES

Mayor Hatfield made the motion that City pay sponsorship dues of $200 to Sunflower RC&D for 2007. The motion was seconded by Commissioner Hekel. Motion carried.

NO MEETING FEBRARY 19

The Commission will be out of town, so there will not be a City Commission meeting, February 19, 2007.

Commissioner Koeppen made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hekel. Motion carried.
