The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, and Koeppen. Absent: Williams. Also present were Donald F. Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Countryman of The Anthony Republican; Carrie Miller, Steve Wilkinson, and Kenny Hodson.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE AND 2/21 CITY PAYROLL APPROVED
Claim Ordinance #5427 and 2/21 City Payroll making appropriations for the payments of certain claims against the City of Anthony in the sum of $155,654.34 and $42,859.72 respectively were presented and on motion by Commissioner Koeppen, seconded by Commissioner Hammersmith, said ordinance and 2/21 City Payroll were unanimously approved and claims ordered paid.
ELECTRIC DISTRIBUTION DEPARTMENT REPORT
Steve Wilkinson, Electric Distribution Department Head, reported that the Electric system Project #2 and #4 have been completed by the Contractor. Project #9 will be started now. FEMA payments have been coming regularly. They have been working on changes for the new truck. It will probably not be ready before mid or late summer. Equipment is working out o.k. Should be putting in street light on Garfield this week.
FARM AND PASTURE LEASES
AIRPORT FARM LEASE
Commissioner Koeppen made the motion that the City accept the bid of $5,447.31 from Robert R. Parsons to lease 124.31 acres of cultivation at the Anthony Municipal Airport. The motion was seconded by Commissioner Hekel. Motion carried. Mayor Hatfield abstaining.
FARM LAND LEASE
Commissioner Koeppen made the motion that the City accept the bid of $110 to lease 11 acres of pasture land and $5,718.45 to lease 113.80 acres of cultivation from Charles Seipel at 1/2 mile south of southwest edge of Anthony. The motion was seconded by Commissioner Hekel. Motion carried.
PASTURE LAND LEASE
Commissioner Koeppen made the motion that the City accept the bid of $1,100 to lease 53.7 acres of pasture land from Chris Hedlund at 1/2 mile south of southwest edge of Anthony. The motion was seconded by Commissioner Hekel. Motion carried.
GAS AND OIL LEASE
The City received one bid for gas and oil lease for land 1/2 mile south of southwest edge of Anthony from Palmer Oil Inc., Garden City, KS. Details of the Lease document need to be worked out.
PLANNING COMMISSION APPOINTMENTS
Mayor Hatfield made the motion that the City appoint Mike Lanie to the Anthony Planning Commission to fill the position left vacated by Wilford Wyckoff. The motion was seconded by Commissioner Hammersmith. Motion carried.
Commissioner Hekel made the motion that the City appoint Mary Hixson to the Anthony Planning Commission to fill the unexpired term left vacant by Gary Puls, who resigned. The motion was seconded by Commissioner Koeppen. Motion carried.
Mayor Hatfield made the motion that the City appoint Tom Clark and June Kastens as alternates to the Anthony Planning Commission. The motion was seconded by Commissioner Koeppen. Motion carried.
RESOLUTION NO. 654 ADOPTED
A RESOLUTION AUTHORIZING MEMBERSHIP OF THE CITY OF ANTHONY, KANSAS IN THE KANSAS MUNICIPAL ENERGY AGENCY'S MUTUAL AID PROGRAM AND AUTHORIZING THE EXECUTION OF ALL DOCUMENTS RELATING TO THE CITY'S PARTICIPATION IN SAID MUTUAL AID PROGRAM.
Commissioner Koeppen made the motion to adopt Resolution No. 654. The motion was seconded by Commissioner Hammersmith. Motion carried.
LAKE LEASE APPROVED
Mayor Hatfield made the motion that the City approve the Lake Lease for R.K. Copenhaver or T.K. Copenhaver for Lot 8 E. The motion was seconded by Commissioner Hekel. Motion carried.
WASTEWATER TREATMENT AT THE LAKE
Senator Tiahart's office had called Carrie Miller about the availability of funding for Wastewater Treatment system at Anthony Lake. After discussion, the City Commission asked the City Administrator to contact John Haas for financing advice.
DEMOLITION BIDS
Demolition bids for demolition of structure at 520 South Vermont were received from Rinke Construction for $5,810 and Hi Grade Sand for $3,450.
Commissioner Hammersmith made the motion that the City approve the bid from Hi Grade Sand for $3,450 after contract documents are signed for the demolition of the structure at 520 South Vermont. The motion was seconded by Commissioner Hekel. Motion carried.
FIRE CHIEF REPORT
Fire Chief Kenny Hodson thanked the City Commission for approving the increase in vacation time that can be earned for job longevity.
There is $15,000 to $17,000 left over from FEMA Grant. They want to purchase 3,000 feet of new hose and cascade system – to fill up air packs on the scene.
TELEPHONE CONFERENCE WITH RYAN JOHNSON
The City Commission and City Officers had telephone conference to discuss the cost management program with Ryan Johnson of the ECCHIC Program.
More references will be contacted. Coverages would be comparable to Blue Cross/Blue Shield. Will try to make decision next week.

City Superintendent Sechler reported that he gave out information on needed repairs for Airport house.
Branson Fawcett was hired for the Power Plant position.
They will advertise for tree stump grinding bids this week and for the vacancy in Street Department.
He will attend Dam Safety Conference at Wichita Tuesday and Wednesday and attend Wastewater meeting with Gordon Gray at Andover on Thursday.
He reported to Planning Commission on the ideas about 80-ft. wide streets and accessory structures.
Request for Bids for Municipal Hall air conditioning should be ready next week.

-There was discussion about speed limit for East Garfield and LL&G.
-The King Parrot Building status was discussed.

TRASH AT 411 NORTH SPRINGFIELD
Chief of Police Blevins reported: assisted with drug store project. It is put on every third year for sixth grade. Attica, Argonia and South Barber participated. It was a success again. Rambo was there.
Mike Loreg was out of town, so he could not discuss what the effect would be if Garfield was closed for ball games.
He has 11 applications for Police Officer position.
Commissioner Hekel asked about trash at Bazer residence at 411 North Springfield.
CITY CLERK/ADMINISTRATOR'S REPORT /
TRANSIENT GUEST TAX TO PAY FOR ADVERTISING / LEGISLATIVE ITEMS
The City Clerk/Administrator has received information from Ron Poor, Chairman of Transient Guest Tax Committee that the Committee agreed to funding the request for paying the cost of advertising in the brochure for camping listing.
He reported on several important legislative topics that are being considered in Topeka, Unilateral Annexation, Eminent Domain, Machine and Equipment Tax, and Motor Vehicle Property Tax.
Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Koeppen. Motion carried.
