The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Dickey, Hammersmith and Williams. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; Larry Berry, Jeannie Barber, Debra Hurst, Karen Younce, Eldon Younce, Don Jensen, Yogi Hubbard, Sharyl Davis, Jackie Conrady, Donna Crowe, Terry Stark, Major Weiss, and Kristin Mayo.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE

Claim Ordinance #5579 making appropriation for $163,834.13 for the payments of certain claims against the City of Anthony for appropriation ordinance was presented and on a motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance was unanimously approved and claims ordered paid.

ELECTRIC PRODUCTION DEPARTMENT REPORT

Larry Berry, Power Plant Superintendent reported that they cleaned the Power Plant from top to bottom. They have painted the control room floor, stair cases going to control room and work bench upstairs, and have also kept up with normal Plant maintenance.

More painting projects inside plant. They will be washing down radiators to give them a fresh coat of paint. They will be working on the Warrior Field house as weather permits.

They will be getting outside Plant equipment cleaned and ready for operating season. Need to install new gas meters on all three units.

Filters need changed. An Alternative Energy Meeting is scheduled for March 19th, at 1:00 p.m. in the Commission Meeting room. A presentation will be made on Wind Generation.

LAKE LEASE TRANSFER

Commissioner Williams made the motion that the City approves the transfer of the Lake Lease for 16W from Karen R. Beason and Bernard V. Fleishman Sr. to Linda D. Beason. The motion was seconded by Commissioner Hekel. Motion carried.

POWER MARKS ASSOCIATES REPORT

Major Weiss reported that the Power Marks project was doing well. Plaques are on the agenda. Phone has been installed. Part time person is working.

Commissioner Hekel asked about the funds. Major Weiss stated that he has tried to contact George Van Valkenburg Jr. and will have a report later.

WAIVE FEE FOR FORUM

Major Weiss requested that the Municipal Hall rental fee for the scheduled Political Forum be waived. The City Commission said that the City Clerk/Administrator can do this.

RELEASE OF MORTGAGES

Commissioner Williams made the motion that the City release the mortgages dated November 29, 2000, July 6, 2001 and October 12, 2006 in consideration of full payment of debt secured by the mortgages made by the Anthony Community Care Center, Inc. in favor of the City of Anthony, Anthony Industrial Development as recorded at the office of the Register of Deeds, Harper County, Kansas. The motion was seconded by Commissioner Hekel. Motion carried.

RECREATION PROGRAM REPORT

Donna Crowe and Jackie Conrady of the Recreation Commission were present to give a report on the Recreation Program. Kristin Mayo was introduced. She will be the new Swimming Pool Manager. There has been interest in lifeguarding this year. The Recreation Commission plan is to pay for cost of the Certification Course and have individuals sign a letter of commitment to lifeguard at the Swimming Pool for at least this year.

Discussion was held regarding Algae problem in the Pool, and when the Pool would be painted. It was recommended by Vendors to re-plaster, not paint. City will clean and do some sanding for this year. The leak may be through the lights and some around drains.

The Pool Committee needs to be started up again to look at future Pool needs.

Donna Crowe reported Shale is needed for Ball fields.

MEMORIAL PARK LIGHTS

Donna Crowe reported that the City could get globes for the new light poles for Memorial Park for $94.00 a piece, since Bill Ogden did not get the globes that were ordered. Bill Ogden can deliver the poles but will need a check before unloaded. The City would want to examine them before check is given. Superintendent Sechler and Steve Wilkinson will check poles. Bill Ogden will be contacted to deliver them March 2nd .

RECEPTION FOR KAREN YOUNCE

The Mayor said that they would have a reception to honor Karen Younce for 25 years of service on the Anthony Tree Board. Don Jensen, Chairman of the Tree Board introduced people present for the reception and reported on Karen Younce tenure on the Tree Board. The Mayor presented Karen with a plaque. Cake and Coffee were served.

CHIEF OF POLICE REPORT/JULY 4TH MEETING/RAMBO TO CHAPARRAL/LAW ENFORCEMENT OFFICER’S MEETING/JR. HIGH VALENTINE PARTY/SRS OFFICE/PROPERTY CLEAN-UP/NEW WEAPONS

Chief Blevins reported that he had attended the 4th of July Committee Meeting. Officer Schultz took Rambo to Chaparral to check lockers. There were 5 alerts. Notices were delivered to parents.

Held the monthly Law Enforcement Officer’s Meeting. Lots of good information discussed. County Attorney discussed prosecution of check cases.

Jr. High Valentine Dance was a success.

Linda Hemley of S.R.S. will have an office at the Health Department.

Commissioner Hekel asked about the property clean-up complaints delivered a couple of weeks ago.

Mayor Hatfield asked about new weapons the Police Department had received. Sheriff’s Department got the project started. It was decided that it would be good for all County Law Enforcement Officers have the same caliber and type of weapon. Old Weapons and other confiscated and acquired weapons will be traded in for the new ones.

CITY SUPERINTENDENT REPORT/TRACK LOADER USE COMPLETE/CONCRETE WATER TANKS/NORTH TENNIS COURTS/ALTERNATIVE ENERGY MEETING/ELECTRIC RATES CLARIFICATION/J-TURN SIGNS/APPLICATION TO KDHE

City Superintendent Sechler reported the Street crew finished Friday with the rental loader. The County will take some of the Railroad rock.

He, Commissioners Hekel and Hammersmith and Terry Stark traveled to Olathe and Independence, Missouri to look at two Natgun Concrete Water Storage Tanks. Their representatives were very positive about the concrete tank.

The Contractor of the North Tennis Courts and representatives from Dallas will be here to see what repairs need to be made.

He attended the Alternative Energy Meeting at the Power Plant.

He has been working with Martha on the Electric Rates and customer classifications.

Applications for Water Improvements have been sent to KDHE.

He should receive prices on J-Turn signs next week. They will need about 30 signs.

CITY CLERK/ADMINISTRATOR REPORT/FINANCIAL REPORTS/$50,000 TO ELECTRIC RESERVE/ANTHONY COMMUNITY CARE CENTER MEETING/QUIT CLAIM DEED/EMPLOYEE HEALTH INSURANCE

City Clerk/Administrator reported that Angie completed the financial reports for January. $50,000 was put back into Electric Reserve.

He attended the Anthony Community Care Center Board Meeting. The Center is doing well.

Quit Claim Deed has been signed by the Anthony Housing Authority for the transfer of West Acres to Interfaith Housing. They are happy to get rid of it.

Kirk Kimble of Group Benefit Specialists will be here March 2nd, to discuss options for employee health insurance. Preferred Health will have a proposal.

LEASE AGREEMENT FOR DIRT TRACK

Brandon Gerber brought forth a draft Lease for the proposed Dirt Track on City land, which the property description will be checked and corrected. They are forming a Corporation and Jim Forsyth will have to review it.

WORK SESSION FOR AIRPORT LEASE FOR HANGARS

The City Commission scheduled a Work Session to discuss the structure of Airport Hangar Leases for Tuesday night February 24th at 7:00 p.m. in the City Commission room.

PROM DONATION

After discussion, the Prom Prize Committee will be contacted to ask if the donation requested is for the After Prom activities.

BALLOON FEST SPONSORSHIP

Mayor Hatfield made the motion that the City sponsors a regular Sponsorship for $250.00 for the May Balloon Fest this year. The motion was seconded by Commissioner Dickey. Motion carried.

LAKE LEASE

Steve Bellesine had received recommended changes needed for a Lake Lease if he was going to get a bank loan for a new house at the Lake. Needs to review how it should be handled. Jim Forsyth will be asked to review it.

EXECUTIVE SESSION

Mayor Hatfield made the motion that the City Commission go into Executive Session for 1 hour and 7 minutes to discuss matters concerning non-elected personnel with the City Superintendent and City Clerk/Administrator remaining. The motion was seconded by Commissioner Dickey. Motion carried.

At 10:52 a.m. the City Commission room was cleared with the City Clerk/Administrator and City Superintendent remaining. At 11:15 a.m. the City Superintendent left the Executive Session. The Chief of Police entered the Executive Session at 11:15 a.m. The Chief of Police left the Executive Session at 11:45 a.m. At 12 noon, the Mayor called the Meeting back into regular session. No decisions were made.

MERIT RAISES

Commissioner Williams made the motion that the City give Merit Raises to the Following: Chief of Police John Blevins - 1 ½ %. City Superintendent Grant Sechler – 3%. City Clerk/Administrator Don Heidrick – 3 ¼ %. The motion was seconded by Commissioner Hekel. Motion carried.

NO MEETING MARCH 2ND

Several members of the City Commission will be out of town next Monday, March 2nd, and therefore the City Commission Meeting will be cancelled because there will not be a quorum.

Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
