The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Dickey and Williams. Absent: None. Also present were Grant K. Sechler Jr., City Superintendent; John Blevins, Chief of Police; Jennifer Fox of The Anthony Republican; Larry Berry, Kenny Hodson, and Ron Shafer.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE APPROVED
Claim Ordinance #5528 making appropriation for $174,343.89 for the payments of certain claims against the City of Anthony for appropriation ordinance was presented and on motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance was unanimously approved and claims ordered paid.
ALFALFA CONTRIBUTION / APPRECIATION OF GOOD WORKING RELATIONSHIP
Ron Shafer of Alfalfa Electric presented a check to the City for $500 for Anthony's Parks Fund in support of local projects. Ron also expressed his appreciation for the good working relationship Alfalfa has received from Larry Berry and Grant Sechler.
POWER PLANT SUPERINTENDENT
Larry Berry, Power Plant Superintendent, reported oil for Unit #2 had been cleaned by Petrolink. He was pleased with their work and would like to have the oil testing on all the units.
They have been working on piping and motor drives through the Plant.
Trying to get all maintenance done on the units so a mechanic from Cameron Compression can come.
Getting software updated that would allow to retrieve information from State Line meter.
Getting ready for water project that is coming up. Rebuilding injectors on Unit No. 2.
Future meter project is on all units and he is still working to improve diesel metering. Will start painting the outside radiator when weather permits.
He presented information for adding engine(s) new and used to the Power Plant. He presented information for different sizes of engines.
Mayor said need to have a rate structure and study for expanding the Plant.
TRUCK PICKUP DISCUSSION
Power Plant Superintendent Larry Berry presented his case for getting a new pickup for the Power Plant. He does not want to take the pickup from the linemen. Relationship has been good. He believes pickup is needed by them and a good pickup is needed for good operations of the Plant. The pickup was budgeted. There was discussion.
Majority of the members of City Commission still believed pickup can be taken from linemen and their needs worked out between Power Plant and Line work and save buying a new pickup.
RE-APPOINTMENT TO TRANSIENT GUEST TAX COMMITTEE
Commissioner Hammersmith made the motion that the City re-appoint BarBara Wright to the Transient Guest Tax Committee as the Chamber of Commerce Representative. The motion was seconded by Commissioner Hekel. Motion carried.
ORDER APPROVED
Officer Hodson presented an Order For Abatement of Health Nuisance for 617 North Bluff. The Mayor read Findings of Fact regarding a health nuisance for property at 617 North Bluff, owned by Vic Osborn.
Mayor Hatfield made motion that the Order for abatement of the health nuisance for the property at 617 North Bluff be served to Victor Osborn, property owner. The motion was seconded by Commissioner Williams. Motion carried.
ORDERS FOR CLEAN-UP PROPERTIES UPDATE
Officer Hodson reported problem with 316 East Main, trash, piled up, and dumpster full. Will have Wyatt's go ahead and empty dumpster because of smell and trashy area. March 1 is deadline for the house repair. He will be checking on it. 301 South Bluff owners have changed. Clean-up Order will need to be served to new owner.
NEW FIRE DEPARTMENT BUILDING
Mayor Hatfield reported that roof contractor needs to be contacted about drainage from current building needs to be corrected before roof of new building is constructed.
Concreting the north side of new building next to the alley was discussed. Fire Chief Hodson said that he thought budget would stand cost for 16 and one-half yards for $1,600.
Commissioner Hammersmith made motion that the City concrete the area north of new Fire Department building next to alley for $1,600 cost for concrete, which will be taken out of the Fire Department Budget. The motion was seconded by Commissioner Hekel. Motion carried.
BLUE CROSS/BLUE SHIELD REPRESENTATIVE
Blue Cross/Blue Shield Representative Stephanie Buckman presented information on the premium increases for the Blue Cross/Blue Shield Health and Dental Insurance coverage for the City of Anthony. Increase was over all general group rate increase of 10% and 8% rate increase because of demographics such as age gender for the City employees. Need to have process completed by March 30th. It takes 30 days to process if change in options or adding family coverage.
APPROVE HOME PROJECT ADMINISTRATOR AND INSPECTOR PROPOSAL
Commissioner Williams made motion that the City approve the proposals from South Central Kansas Economic Development District Inc., to provide services for the HOME Project Administrator and Inspector Services for the City of Anthony. The motion was seconded by Commissioner Dickey. Motion carried.
CHIEF OF POLICE REPORT / PERSONAL SAFETY PROGRAM / LOCKER RAID /
HEALTH NUISANCE NOTICE / DAMAGES TO BUSES
Chief of Police Blevins reported that he had presented the Personal Safety 'Say No to Strangers' program to the K-1 Classes.
Officer Schultz took Rambo to Harper Junior High and there were three alerts in the lockers.
Have Health Nuisance Notice for 617 North Bluff owned by Vic Osborn. Steven and Erin Baysinger live there.
Investigated criminal damage to buses at Lincoln Gym. Case will be presented to County Attorney. Fire extinguishers were activated. Three Juveniles were identified.
CITY SUPERINTENDENT'S REPORT / LAY CONCRETE / GARFIELD STREET AND CULVERT / WATER STUDY – HARPER / ELECTRIC RATE STUDY / 2007 WATER STUDY/ ELECTRIC REPORTS / POTABLE WATER SUPPLY STUDY / SEWER BACK-UP COST- HITE
City Superintendent Sechler reported that City Crews poured gutter in front of Fire Department addition. The alley entrance one-half block east of City Building was too wet to pour.
Street Department and Line Crew compacted AB-3 in hole on south side of Garfield. This the drainage pipe that was washed out a couple of times. County will repair north side of road but not help with the south side. The culvert needs to be replaced with new pipe or concrete box culvert. City Commissioners agreed that culvert needs to be replaced and to check with Hacker of Kingman about costs.
EBH Water Study is on hold. Will need to contact City of Harper about having Plant bigger to handle treatment of their water and sell back to them.
He has sent information to John Haas concerning Water Rate Study. He has requested estimate from his company to do one for the City.
2007 Water Study is complete, mailed to the State of Kansas.
He started on 2007 Electric reports for the Department of Energy.
He has completed survey from KDHE concerning Potable Water Supply.
He spoke with Doug Hite about sewer back-up at his house and received information on their expenses.
COMMISSIONERS COMMENTS
Commissioner Hekel asked about Lake Road condition. Tammy Norman has asked about condition of road at Ron Hill cabin. Wyatt Trash truck has trash pick-up point causing poor road conditions.
Mayor asked about snow cleaning of crosswalk areas on Main Street. He asked about tree trimming on Penn Street.

EXECUTIVE SESSION / UNILATERAL ANNEXATION INFORMATION
City Clerk/Administrator Heidrick reported May Van Horn says she cannot locate any health insurance program better than Blue Cross/Blue Shield.
Bette Berry will be here March 10th for resignation recognition.
Scott Shield of KDOT Bureau of Design was here regarding Transportation Enhancement Project Application for Benches, Trash Receptacles and Light Poles for Memorial Park. Funding is down but he was pleased with application prepared by Donna Crowe and impressed with Park Development and City plans.
Derrick Keim had reported that McDonald's has pulled R-rated movies for Red Box Kiosk. City will send letter of appreciation to Mark Wright.
He would like executive session for non-elected personnel.
The City received information on unilateral annexation from EBH.
EXECUTIVE SESSION
Commissioner Williams made the motion that the City Commission go into executive session for 35 minutes to discuss matters concerning non-elected personnel. The motion was seconded by Commissioner Dickey. Motion carried. At 10:55 A.M., the City Commission room was cleared with the City Clerk/Administrator, City Superintendent and Chief of Police remaining. At 11:30 A.M., the Mayor called the meeting back into regular session.
Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
