The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Koeppen, and Williams. Absent: None. Also present were Donald F. Heidrick, City Clerk/ Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; Kenny Hodson, J.D. Reymer, Greg Cleveland, Terry Stark, J.D. Rhea, Steve Wilkinson, Larry Berry, and Stephanie Buckman.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCES AND 2/20 CITY PAYROLL APPROVED

Claim Ordinance #5477 making appropriations for the payments of certain claims against the City of Anthony in the sum of $37,132.96 and Ordinance #5478 for payments of $267,757.30 for appropriation ordinance and 2/20 City Payroll for $38,589.40 were presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinances and 2/20 City Payroll were unanimously approved and claims ordered paid.

STREET DEPARTMENT REPORT

J.D. Rhea, Street Department Head, gave a report regarding the activities of the Street Department ongoing projects including street sweeping, grading roads, cutting trees and working on silt ponds at the Lake. Finished lights at the Lake.

Discussed the vehicles parked at rear of Tradewinds. Police Chief John Blevins and City Superintendent Sechler will investigate the permanent parked vehicles left there.

COMMITTEE TO PROMOTE EVENTS AT MUNICIPAL HALL

Greg Cleveland was present to discuss with Commission a Resolution to establish an Events Board for the Municipal Hall. The resolution will be cleaned up and presented next week for approval.

J.D. Reymer expressed concern again about the house being torn down at 415 North Franklin.

POLICE GARAGE

After lengthy discussion about the Police Garage Building and financing, Commissioner Williams made the motion that the City seek bids for constructing the Police Garage, with two different sizes. The motion was seconded by Commissioner Hammersmith. Motion carried 4-1, Hekel voting no.

FIRE DEPARTMENT BUILDING

Fire Chief Hodson presented updated cost for construction of the Fire Department Building. Building material will be purchased from Home Lumber and volunteer labor provided by Fire Department. Financing will be through Fireman Relief, and payments for it made from Township payments for Capital Improvement and use of Municipal Equipment Fund.

Commissioner Hammersmith made the motion that the Fire Department Building be constructed as presented. The motion was seconded by Commissioner Williams. Motion carried 4-1. Hekel voting no.

SUSAN CROFT SEWER SERVICE / CONTRACT WITH EBH

Susan Croft was present to ask the status of getting Sewer service to the property she had purchased. Information for EBH engineering services for Sewer line placement on North Mass., has been received.

After discussion, Commissioner Hekel made the motion that the City approve the engineering agreement with Evans, Bierly and Hutchison engineers to provide engineering for a new sewer line on North Mass., for lump sum $9,130 for bid and design services and not to exceed $13,500 maximum for technical hourly services and mileage and motel. The motion was seconded by Commissioner Hammersmith. Motion carried.

BLUE CROSS/BLUE SHIELD

Stephanie Buckman, Blue Cross/Blue Shield representative, explained the Blue Cross/Blue Shield Plans for renewal if approved by the City. Department Heads were present. A Shared Pay Plan was presented along with a higher deductible Plan, similar in payment requirements as now.

A March 13 evening informational meeting will be held at Municipal Hall for employees and family members. Stephanie Buckman will be here.

NO TO LIGHT POLES

After discussion it was consensus that the City wait to purchase any Victorian type light poles for the in town parks.

TREE AND PARK BOARD

Commissioner Koeppen made the motion that the City re-appoint Don Jensen and Jean Barber to the Anthony Tree and Park Board. The motion was seconded by Commissioner Hekel. Motion carried.

CHIEF OF POLICE REPORT / SEAT BELT PROGRAM / ARRESTS

Chief of Police Blevins reported that a seat belt program was presented to fifth and sixth graders with KHP Trooper Winters and Sheriff Moore in conjunction with National Child Safety Week.

Arrested three at 500 South Anthony for burglary/theft possession of meth and drug paraphernalia. An arrest for shoplifting at Alco. Out of state tags issue is being worked on, it has been contested. Maybe City could have ordinance.

CITY SUPERINTENDENT'S REPORT / GUN CLUB ROOF / MUNICIPAL HALL DOORS /

LAKE LIGHTS / ADVISORY COMMITTEE / JOB APPLICATIONS /

FEMA / FLAGS /KANZA SIDEWALK

City Superintendent Sechler reported that Gun Club roof replacement specifications were ready for review. Will ask for bids for labor and material, and also for just material.

Municipal Hall doors are here and Ralph Wike will paint them before installation.

Lighting project at the Lake is complete. Thanks to Atmos Energy for trenching and Mayor's work on light posts.

Commissioner Hekel will apply to serve on State Water Basin Advisory Committee.

Will look at job applications this week.

Received final payment for FEMA project of $104,893.30 for a total of $1,726,314.19. Anthony share was $304,643.62. Commission asked about appreciation letter to FEMA.

He said needed program for Flag replacement.

Need to contact trucking company about breaking the sidewalk at Kanza Bank.

CITY CLERK/ADMINISTRATOR'S REPORT / PAYROLL DEDUCTION FOR INSURANCE /

TRANSIT MEETING / CITY OF ANTHONY VS. RAILROAD /

CITY CLERKS CONFERENCE / H2O REGIONAL INITIATIVE

City Clerk/Administrator Heidrick reported the Commission will need to discuss payroll deduction for Blue Cross/Blue Shield if Blue Cross/Blue Shield insurance is chosen.

Information about preferred Health Insurance and Benefit Management approach showed that one of the Blue Cross/Blue Shield plans looks like the best at this time.

He plans to attend Transit meeting for the Taxi at Hutchinson this Wednesday.

City Attorney sent stamped copy of the Journal Entry of Judgment in City of Anthony vs. railroad #2006CV37.

He would like to attend the City Clerks Conference, March 8 to 9 in Wichita.

He reported H2O Regional Initiative members would like to be on the agenda for Monday, March 5, and would be coming.

He reported Bowhunters Club donated $75 for fuel at the Lake.

SLIDING DOOR FOR EAST SIDE OF MUNICIPAL HALL

The Mayor checked with Mike Bloomer about the entrance door at East side of Municipal Hall. Cost would be $2,500 for door and installation. He would like to ask Wayne Dennis Committee for the money.

EXECUTIVE SESSION

Mayor Hatfield made the motion that the City Commission go into executive session for 30 minutes to discuss Confidential Data Relating to Financial Affairs or Trade Secrets of Second Parties, such as corporations, partnerships, trusts and individual proprietorships. The motion was seconded by Commissioner Hekel. Motion carried. At 12:00 Noon, the City Commission room was cleared with the City Administrator remaining. At 12:30 P.M., the Mayor called the meeting back into regular session.

EXECUTIVE SESSION

Commissioner Williams made the motion that the City Commission go into executive session for 30 minutes to discuss matters concerning non-elected personnel. The motion was seconded by Commissioner Hekel. Motion carried. At 12:30 P.M., the City Commission room was cleared with the City Clerk/ Administrator remaining. At 1:00 P.M., the Mayor called the meeting back into regular session.

EXECUTIVE SESSION

Commissioner Koeppen made the motion that the City Commission go into executive session for 15 minutes to discuss matters concerning non-elected personnel. The motion was seconded by Commissioner Williams. Motion carried. At 1:00 P.M., the City Commission room was cleared with the City Superintendent and City Clerk/ Administrator remaining. At 1:15 P.M., the Mayor called the meeting back into regular session.

Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hekel. Motion carried.
