The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Dickey and Williams. Absent: None. Also present were Don Heidrick, City Clerk/ Administrator; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; and Gerald Wolff.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE AND 2/05 CITY PAYROLL APPROVED

Claim Ordinance #5525 making appropriation for $183,243.64 and 02/05 Payroll for $44,561.01 for the payments of certain claims against the City of Anthony for appropriation ordinance and payroll were presented and on motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance and payroll were unanimously approved and claims ordered paid.

POLICE REPORT / PERSONAL SAFETY AWARENESS PROGRAM /

SHOPLIFTING CASE / DEATH INVESTIGATION / HARPER COUNTY INTERAGENCY COORDINATING COUNCIL / FENCE 524 NORTH SPRINGFIELD /

BIKE USE EDUCATIONAL PROGRAM / REGULATION FOR TRACTORS ON STREETS

Chief Blevins reported that he presented the Personal Safety Awareness Program to the 4th Graders. Officer Hodson worked shoplifting case at Gene's. One arrest and case to County Attorney.

Investigated sudden death at 719 North Franklin.

The Harper County Interagency Coordinating Council did receive the Prevention of Underage Drinking Grant. They are looking for Coordinator for this grant and he looks forward to working on the Council.

Section of fence around swimming pool at 524 North Springfield will be put up for a temporary fix. The finance company will be notified. Mayor Hatfield asked about an ordinance that might cover keeping pool fenced.

Commissioner Williams asked about having bicycle check and educational program sooner this year. He noticed a number of kids riding their bikes on the left side of street.

Mayor Hatfield asked about what regulations there might be regarding tractor tracks damaging streets.

PROPERTY SOLD

Commissioner Williams made the motion that the City approve the Contract of Sale for the property described as Lots Four (4), Five (5) and Six (6) in Block Forty-Seven (47) in the original Town of Anthony, Harper County, Kansas to Jason Wolff for $7,500.00. The motion was seconded by Commissioner Hekel. Motion carried.

MOWER SPECS / I.D. BOARD MEETING / REQUEST FOR PROPOSALS HOME PROGRAM

City Clerk/Administrator Heidrick reported Tonya Smith, City Clerk/ Administrator of Harper said they could come Feb. 12 at 6:30 P.M., to discuss nitrate problem in the water.

He met with Group Benefit Specialists and they have asked for health profiles for getting quotes for employee health insurance.

Angie completed bookkeeping for 2007 for review. He has invested excess available money from taxes and bond money. Rates are going down for investing.

Specs for lawn mower bids for Recreation are to be given to Schotts and Conrady Western.

Industrial Development Board will meet at 12 noon at Smokehouse.

Request for proposals have been mailed for the HOME Program for Program Administrator and Inspector/Lead Inspector.

He plans to take vacation Feb. 14 and 15 and Feb. 18 and 19.

INDUSTRIAL DEVELOPMENT BOARD DINNER MEETINGS

It was consensus of Commissioners that the Industrial Development Board pay for their own meals at their meetings. No other Committee or Board of the City have dinner meetings paid by the City.

COMMISSIONERS DISCUSSION

Annexation was discussed. Different areas were mentioned. A map that has been developed by the Planning Board and what would be required will be reviewed. EBH will be contacted.

A map with the wide streets in town would help in reviewing what could be done.

Need to walk the old Football field to see what may be needed to be done there. Garage needs to be emptied. Other interested groups will be contacted about the football field. Need to walk Parks also, and Lake.

LAKE RESIGNATION

The City Commission received the written resignation of Reta Gates who served on the Lake Board.

Commissioner Williams made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hammersmith. Motion carried.
