The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Koeppen, and Williams. Absent: None. Also present were Donald F. Heidrick, City Clerk/ Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; Tamara Yoder and husband, Creighton Cullop, Reta Gates, Rosalea Hostetler and associate, and Kenny Hodson.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE AND 2/06 CITY PAYROLL APPROVED
Claim Ordinance #5475 making appropriations for the payments of certain claims against the City of Anthony in the sum of $113,928.71 for appropriation ordinance and 2/06 City Payroll for $44,196.25 were presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinance and 2/06 City Payroll were unanimously approved and claims ordered paid.
ELECTRIC PRODUCTION DEPARTMENT REPORT
Larry Berry, Power Plant Superintendent, gave a report on the work they were doing. He reported that they have been painting Basement #3 and Basement #2. They painted Unit #3. They finished around in #2 Basement. Finished striping the paint out of #1 Basement. They are running some conduit for new transformer fans. They will pull the leaking head on Unit No. 1 the week of the 12th. Kenton Carter with Cameron Compression will help adjust the units.
Discussed with Commission about getting an additional unit for the Power Plant. Will get additional information.
Will be looking at applications for Power Plant position.
GO-KART REPORT
Creighton Cullop reported that liability insurance cost for the Go-Kart Track is not affordable now to continue with the operation of the Go-Kart Track. After discussion members of the City Commission asked that they continue with keeping the track until the problem of insurance can be researched further.
TURKEYS BECOMING NUISANCE
Tamara Yoder was present to report on the problem of the turkeys becoming a nuisance and a threat to cause harm. She related instances where the turkeys have shown to be a threat to her family and to other people in town. She contacted Kansas Fish and Game and they indicated January and February is the time to relocate them. The Commission agreed to have Chief of Police Blevins contact Fish and Game. If dogs did the same thing they would be picked up.
RETA GATES PROPOSAL
Reta Gates discussed with Commission about hiring a person to work at Airport and do work on programs like the Watershed Program and find Grants coming up for the Lake. Cost for the position could be shared by the Airport Fund and as Lake expense in the Water Department.
BALMER FUND REQUEST
Rosalea Hostetler was present to request extended time to the end of February for getting property out of Balmer Fund Building. It was consensus of Commission to allow the extension.
DEMOLITION BID
Officer Hodson reported the City had received one bid for demolition of the house at 417 North Franklin. The bid was for $4,900 from Hi-Grade Sand of Harper. Officer Hodson checked with the bidder to clarify the bid.
Commissioner Hekel made the motion that the City approve the bid of $4,900 to demolish the house at 417 North Franklin. The motion was seconded by Commissioner Williams. Motion carried 3-2 with Mayor Hatfield and Commissioner Koeppen voting no.
Discussed Frazier Building demolition costs.
FIRE STATION
Fire Chief Hodson reported on the costs for expanding the Fire Station. After discussion, the cost may run $40 to $50 thousand. He will come back with figures.
$5,000 from the sale of the old Fire Truck will be set back for now for the project.
KANSAS RURAL WATER CONFERENCE DELEGATES
Mayor Hatfield made the motion that the City appoint Grant Sechler as voting delegate and Commissioner Hekel as alternate voting delegate to the Kansas Annual Rural Water Conference. The motion was seconded by Commissioner Hammersmith. Motion carried with Commissioner Hekel abstaining.
CITY SUPERINTENDENT'S REPORT / NEW ITEMS FOR AIRPORT TERMINAL /
MEETING WITH WHEATRIDGE / CDL WRITTEN TEST
City Superintendent Sechler reported that he had been in contact with contractor and Engineer on new items for the Airport Terminal Building. He has been asked to attend a meeting on Wednesday with the Wheatridge Development Group.
Three employees had taken the CDL tests and passed the written exams. They will take the driving test later.
The Commission discussed extensively the item of digging permits, water line shut off valves and water tracer. Ordinance needs to be looked at.
CITY RESPONSIBLE FOR TREES IN LAKE
After discussion, it was consensus of the City Commission that trees in Lake are responsibility of City to take care of.
CITY COMMISSIONERS COMMENTS
Sewer issue on North Mass. was discussed. A lift station on the south and bring sewer line back from the east to other properties. It is estimated to cost $30,000 to $35,000.
-West Acres drainage work still needs to be done.
-Ask if heard about new loader.
-Trying to fill open City positions.
COPIER
Mayor asked about copier at City from former Lake Coordinator office for the Library. It was discussed by Commission, the Library's old machine could go to Power Plant.
CHIEF OF POLICE REPORT / BUS DRIVERS MEETING – LOADING AND UNLOADING PROBLEMS / DRUG TAX DISTRIBUTION / REVIEWING JOB INTERVIEWS /
DUI ARREST / GARAGE COSTS
Chief of Police Blevins reported attended school bus drivers meeting. Discussed problems of loading and unloading problems at Anthony Elementary. Kids crossing streets. Will work with school when they move buses back to off street location on Lincoln Street. Talked about one way streets for Lincoln and Washington. He will monitor the situation.
Received a $825 drug tax distribution from State. Conducted job interviews. Reviewing the results.
Officer Houston made a DUI arrest.
Presented cost for garage attached to west side of Police Department from Triple 'B' Construction. Three different sizes, with electrical to be done by City to cut on costs.
No response on turning regulations and no tickets.
CITY CLERK/ADMINISTRATOR'S REPORT / TAX MONEY /
POLICE POSITION INTERVIEWS / AIRPORT TERMINAL BUILDING /
HEALTH INSURANCE
City Clerk/Administrator Heidrick reported the City received $331,248.18 tax money from the County Treasurer compared to $359,068.60 last year. First payment of taxes down. Helped with Police position interviews. Was at walk through for Airport Terminal Building.
Will continue to work on Health Insurance.

Mayor Hatfield made the motion that the City Commission go into executive session for 45 minutes to discuss matters concerning non-elected personnel and for discussions prior to acquisition of property. The motion was seconded by Commissioner Hekel. Motion carried. At 11:30 A.M., the City Commission room was cleared with the City Superintendent, and City Clerk/ Administrator remaining. At 12:15 P.M., the Mayor called the meeting back into regular session.

At 12:25 P.M., the Mayor called the meeting back into regular session.
