The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Koeppen, and Williams. Absent: None. Also present were Angie Hartman, Assistant City Clerk; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; Larry Berry, and Kenny Hodson.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE APPROVED
Claim Ordinance #5472 making appropriations for the payments of certain claims against the City of Anthony in the sum of $245,949.19 for appropriation ordinance was presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinance was unanimously approved and claims ordered paid.
LARRY BERRY, POWER PLANT REPORT
Larry Berry, Power Plant Superintendent, reported they have gotten all the new piping welded and changed on Unit No. 3. The No. 3 basement is ready to paint. They are working on painting and then start striping No. 2 basement. Projects for the future are pulling one head off to fix a water leak on Unit No. 1 and many more adjustments.
Larry Berry presented a letter to the City Commission explaining his concerns for delivering cheaper priced, quality municipal electrical power. He would like to get something started now rather than waiting until it's a problem, as the City's electrical needs continue to grow.
The City Commission received a letter from Justin Francis explaining the reasons for his resignation. Comp time and raises were the main issues. Larry got the Commission's full support to proceed with hiring a new employee.
ZONING AND UTILITIES VERIFICATION FOR SUNRISE RIDGE TOWNHOMES
Commissioner Williams made the motion to authorize the Mayor to sign the letters to Kansas Housing Resources Corp. on zoning verification and confirmation of availability of utilities for Sunrise Ridge Townhomes. The motion was seconded by Commissioner Koeppen. Motion carried.
FIRE CHIEF / OLD FIRE TRUCK
Kenny Hodson asked the Commission if they would take $5,000 for the old fire truck. It has been advertised for two years with no response. Commission said to sell it; it is not doing any good setting there. He will check to see if they are still interested.
RECODIFICATION REVIEW
The City Commission reviewed 14 chapters of the City Code. Commissioner Williams had noted a lot of items needing changed. Next Commission meeting will start with Chapter 15. Most of the changes are typo errors and wording.
CITY SUPERINTENDENT'S REPORT
City Superintendent Sechler reported that Alan Luttrell with EBH will be here on January 23 to go over several future projects. Will look at area on Garfield.
Darin Neufeld with EBH will be at the January 29 Commission meeting to go over the Airport five year plan and funding with the Commission and Airport Board.
The conduit for the lighting project at the Anthony Lake was installed last week. When the weather allows, crews will work to finish this project.
The texture was applied to the walls of the Airport Terminal building last week. This project could be completed by the end of the month.
There were some blinks on the East Rural, Sunday evening due to the weather.
With the weather coming in this past weekend, they thought they should have a load of diesel fuel for the Power Plant. They had bids from Farmers Oil - $1.82 per gal., and Anthony Co-op - $1.87 per gallon. A truck load was purchased from Farmers Oil.
There is a Watershed meeting, Wednesday and Thursday of this week in Wichita that Sechler and Hekel will attend.
CHIEF OF POLICE REPORT /
Chief of Police Blevins reported the Police Department is working on another indecent liberties with child case.
One person was taken into custody after a domestic disturbance in the 500 block of South Penn.
Chief Blevins attended the School Board meeting last week.
Working on job applicants. Had seven to start with.
OTHER BUSINESS
Commissioner Williams will go over the taxi agreement between the City and the County with Don. Some wording needs changed.
The contract between the City and USD #361 for the purchase of the football field on North Springfield will be looked at.
There will be a Harper County Economic Development meeting,
January 16.
There is a Sunflower RC&D H2O meeting at Medicine Lodge on
January 16.
Two Atmos Energy representatives were present taking pictures and filming Mayor Hatfield, who also is an Atmos employee.
Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hekel. Motion carried.
