The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Barbara Muse presiding and the following Commissioners present: Dickey, Hammersmith, Hall, and Tedder. Absent: None. Also present were Angie Hartman, Assistant City Clerk; Grant K. Sechler, Jr., City Superintendent; Kenny Hodson, Assistant Chief of Police; Amber Schmitz of the Anthony Republican; Shawn Catlin of the Harper Herald; Donna Crowe, Cynthia Clark, Barbara Wright, Jim Forsyth, Darin Neufeld, Kirk Kimble, Laduska Linn, and Mark Bonetti.
Mayor Muse made the motion to approve the minutes of the previous meeting. The motion was seconded by Commissioner Hammersmith. Motion carried.
APPROPRIATION ORDINANCE and 01/19/10 PAYROLL APPROVED
Claim Ordinance #5625 making appropriation for $323,768.80 for the payment of certain claims against the City of Anthony for appropriation ordinance and $46,805.68 for 01/19 Payroll were presented and on a motion by Commissioner Tedder, seconded by Commissioner Dickey, said ordinance and payroll were unanimously approved and claims ordered paid.
EXECUTIVE SESSION
Mayor Muse made the motion that the City Commission go into Executive Session for 10 minutes to discuss matters deemed confidential in an Attorney/Client relationship. The motion was seconded by Commissioner Tedder. Motion carried.
At 8:35 a.m., the Commission room was cleared with City Attorney Jim Forsyth, City Superintendent Grant Sechler and Assistant City Clerk Angie Hartman remaining. At 8:45 a.m., Mayor Muse called the meeting back into regular session. No decisions were made.
NOTICE TO QUIT
Mayor Muse presented two Notices to Quit. One addressed to Charles Seipel for his land lease south of town near the Cotton Gin and Lagoons and another addressed to Robert Parsons and Jeff Parsons for farm land at the Airport. They will then go out for Bids again. Mayor Muse made the motion to approve the Notices to Quit. The motion was seconded by Commissioner Tedder. Motion carried.
POLICE DEPARTMENT
Kenny Hodson, Assistant Chief of Police, gave the following report for Police Chief John Blevins. Attended a Multi-Disciplinary Child Protective Team Meeting. Attended a Communities Mobilizing for Change in Alcohol, CMCA Meeting.
There is going to be a Town Hall Meeting sometime in April which will be held at Chaparral High School.
We hosted the monthly Law Enforcement Officers Meeting. We agreed on a protocol for enforcement of Underage Alcohol Law Violations as well as a letter that will be sent to parents of juveniles that were not drinking, however were in attendance at a party in which alcohol was present. This is one part of the CMCA objectives that has been accomplished.
It has been a quiet week. Officer Hodson reported they are investigating a couple of minor incidents. They are getting several dog complaints. Commissioner Tedder reported it had been brought to his attention that kids have been seen in and around the burned businesses downtown.
Fire Chief Hodson reported the Fire Marshal determined the house fire last week was caused by a bad ballast.
DARIN NEUFELD EBH/AIRPORT PLANNING
Darin Neufeld of EBH was present to discuss the 5 and 10 year planning. He will update the plans as discussed.
Neufeld presented a contract for the design of the Rehabilitation of the runway in the amount of $96,500. FAA will fund up to $91,600. Commissioner Tedder made a motion to accept the Contract with EBH for $96,500. The motion was seconded by Commissioner Dickey. Motion carried.
NIGHT AT THE MARDI GRAS/MEMORIAL PARK BENCHES, ETC/POST OFFICE ALLEY
Barbara Wright, representing the Anthony Theatre, was present to ask for forgiveness for the rent of the Municipal Hall for the Night at the Mardi Gras Fundraiser. Commissioner Dickey made the motion to waive the rental fees for February 6th. The motion was seconded by Mayor Muse. Motion carried.
Barbara Wright also mentioned the danger of the Postal Office alley with traffic going both ways and wondered if it could be made a one-way going north.
Donna Crowe advised the Commission the placement of Memorial Park benches, lights and trash receptacles will be done when the weather gets warmer.
She also mentioned that of the Swimming Pool Surveys received, 75% was for the improvements. Some were not in favor of raising the $1.00 fee for Pool Improvements and others thought is should be raised more to get all the Pool Projects done.
The Street Name Sign Replacement Project is underway. Mayor Muse mentioned the Wayne Dennis parking lot is dark and could use some kind of lighting.
KIRK KIMBLE – GROUP BENEFIT SPECIALIST
Kirk Kimble with Group Benefit Specialists was present to discuss the Health Insurance renewal. The Blue Cross/Blue Shield premiums will increase 19%. Group Health Specialists will be getting quotes from Coventry, Preferred Health and Herrington Health. Health profiles will need to be completed by the covered employees. Kimble also mentioned Blue Cross/Blue Shield Afford-A-Blue could be checked into. Stephanie Buckman with BC/BS will be at the February 1st meeting.
CITY SUPERINTENDENT REPORT/KMU DUES/RURAL WATER CONFERENCES
City Superintendent Sechler presented a bill for 2010 Membership Dues with KMU. They voted to not raise the dues for 2010, but asked for Voluntary Legislature and Special Projects Assessments. They have requested a level of 10-20 % of the dues. Commissioner Hall made the motion to pay the dues plus 10%. The motion was seconded by Commissioner Tedder. Motion carried.
The Annual Kansas Rural Water Conference is March 30th -April 1st in Wichita. The Water Department has several Problems during the extreme cold spell. The control lines at Harper and the ground storage in Anthony froze. Superintendent Sechler reported they would start interviewing for the Water/Wastewater position this week. Sechler, Heidrick and Donna Crowe met with Rural Development last week going over some of the Water Projects.
He met with Greg Wilson, Western Farmers and Alfalfa Electric on several possible Contract issues. Thought it was a very positive meeting and hopefully can compile all the information and present it to the Commission.
The Planning Commission met last week for a Public Hearing on rezoning land for a possible Ethanol Plant. The Commission will address this matter in the near future. It had been reported incorrectly in the newspapers that the Board of Zoning and Appeals approved the Plant which should have read, the Planning Commission.
The Electric Department will start setting Light Poles this week at Sunrise Addition. The City has been trying to get a hold of the sprinkler system diagrams. The KEC Safety Meeting had a lot of employees present.
COMMISSION REMARKS
Commissioner Hall asked Superintendent Sechler about the Trailer Parks. Superintendent Sechler will have something before the end of the month. Discussion was held again on marking the alley by the Post Office one-way. They decided to leave it alone.
Commissioner Tedder mentioned pot holes around town. We will get some winter mix. Commissioner Dickey asked if the Street Department needed help. They have been short handed for quite some time. Superintendent Sechler will check with Street Department Head J.D. Rhea.
Mayor Muse made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Tedder. Motion carried.
