The
Board of Commissioners of the City of Anthony, Kansas met in regular session at
8:30 a.m. with Mayor Howard Hatfield presiding and the following Commissioners
present: Hekel, Dickey and Williams. Absent: Hammersmith. Also present were
Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber
Schmitz of the Anthony Republican;
Terry Stark and Sherri Miller.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE AND 01/22 CITY PAYROLL APPROVED
Claim Ordinance #5523 making appropriation for $208,174.87 and 01/22 Payroll for $44,368.82 for the payments of certain claims against the City of Anthony for appropriation ordinance and pay ordinance were presented and on a motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance and payroll were unanimously approved and claims ordered paid.
WATER/WASTEWATER DEPARTMENT REPORT
Terry Stark, Water/Wastewater Department Head gave a report on the activities of his department.
He reported that they had cleaned the septic tank at one of the Power Plant houses (71C).
They repaired a sewer main that was damaged by Contractors between Jennings and Bluff on Washington Street. They jetted several sewer lines and cleaned the sewer plant and lift stations.
He met with EBH & John Tillman a representative of Ray Lindsey Co., to discuss upcoming projects.
Repaired a leak on the 18” line from Harper and a couple of leaky meters. Moved the water meter at the fire station. Replaced flow meters on all wells. The Telemetry System is complete and working well.
The Commission discussed options for the Power Plant and Power Plant houses for a better sewer system. Superintendent Sechler will look into prices and options and report back to the Commission.
The main water line from the Cotton Gin to the Power Plant needs replaced. Terry was asked to attend next weeks meeting and bring prices for pipe, valves and fire hydrant. These figures are to be included in the packets for the Commissioners. The Commission needs to talk to Don Heidrick, City Clerk to see what funds are available for this project.
TAXI DISCUSSION
The Commission discussed the agreement with the Harper County Department on Aging concerning the Taxi. Mayor Hatfield stated that he had received complaints about the cost increase for rides to $4.00. The commission agreed that we should send in the KDOT Grant Application as we did last year and decide if we need to merge with Harper County for next year beginning discussion earlier and with Harper County and KDOT present. Commissioner Williams then made a motion to lower the City of Anthony’s Taxi rates to $2.00 from $4.00. Commissioner Hekel seconded the motion. Motion carried.
LETTER OF COMMITMENT FOR WEST ACRES
Mayor Hatfield was given a letter of commitment to sign to Interfaith Housing Services Inc. for transfer of West Acres. Mayor Hatfield and Commissioners feel they need more clarification from the Housing Board Management and Interfaith Housing before he signs the letter. Mayor Hatfield will contact June Kastens about West Acres. Mike Lanie, Interfaith Housing, will be contacted and asked to attend the January 28th meeting to discuss the transfer.
COMMUNITY FISHERIES ASSISTANCE PROGRAM (CFAP) GRANT AGREEMENT
The City was awarded the grant for the Handicap Fishing Dock and Fish Cleaning Station for the Anthony Lake through the CFAP.
Commissioner Williams made a motion to have Mayor Hatfield sign the agreement for the grant for the handicap fishing dock and fish cleaning station for the Anthony Lake. Commissioner Dickey seconded the motion. Motion carried.
GOLF CLUB
Mayor Hatfield opened up the conversation concerning the Anthony Golf Club. He was contacted and informed that they were having some financial difficulties and would like the City to help in some way. Mayor Hatfield will talk with a member of the Golf Club Board and have them attend next weeks meeting.
CITY SUPERINTENDENT’S REPORT/ SEWER PROJECT SUNRISE ADDITION/
POWER OUTAGE/ SUNRISE DEVELOPMENT/ WASTEWATER PLANT
BAR SCREEN/ SUNFLOWER H20 PROJECT/ CFAP / LAKE SOIL SAMPLES
City Superintendent Sechler reported that contractors have started on the sewer main project for Sunrise Addition. The project should be ready for testing on Wednesday of this week.
Contractors accidentally hit the electric lines by Dollar General causing a power outage in the west part of town on Wednesday. Power was restored in approximately 20 minutes.
He spent time last week with Contractors for the Sunrise Development. He would like to see the project start correctly in the beginning so he may be spending a little more time on the project.
Commissioner Hekel, Terry Stark and Grant Sechler met with EBH and a company representative about the automatic bar screen for the Wastewater Plant. They also looked at and discussed the different projects for funding through the States Revolving Loan Program.
The Sunflower H2O Project will have a meeting in Medicine Lodge on January 22, 2008 at 7:00 p.m. Commissioner Hekel, Terry Stark and Grant Sechler will attend.
Superintendent Sechler was contacted by Tom Lang with Wildlife and Parks. Tom is the new Community Fisheries Assistance Program (CFAP) Coordinator. Tom and another representative from Wildlife and Parks will be here on Wednesday to do an informal audit of our records. Tom said that he is in training and wanted to start with a Lake that kept good records.
He was asked several weeks ago to find out who was doing free soil samples south of the lake. In 2005, it was indicated that NRCS has given this assistance before but only 3 or 4 test holes. A request for their assistance would need to be in writing through Terry Hodgson at the Soil Conservation Office. Mr. Sechler will check to see if a request was made in 2005 for testing. The tests are to see if the soil is compatible for a new dam. Mr. Sechler will check with Mr. Hodgson to see if more holes could be tested if the city pays for the testing.
COMMISSIONER COMMENTS / CONCRETE CRACKED/
STREET REPAIRS/ BLUE CROSS-BLUE SHIELD/ FUTURE DISCUSSIONS
HARPER WATER MEETING
Commissioner Williams asked about the concrete that was replaced around the water meters on Main Street. Some of the curbs are broke.
The section on Hayes Street between Bluff and Jennings needs holes filled. South Anthony is in bad shape. Consider for future projects.
Mayor Hatfield asked Superintendent Sechler about progress on the Kerr Entrance.
Stephanie Buckman with Blue Cross-Blue Shield will be here on Tuesday, January 22 at 1:30 p.m. to discuss the renewal for health insurance.
The Water Meeting with Harper is Thursday, January 24 at 6:30 p.m. at the Harper City Building. The Commissioners will attend.
The priority list and burnsite will be for future discussion.
CHIEF OF POLICE REPORT/ STREETS CRIME SEMINAR/
LOCAL EMERGENCY PLANNING COMMITTEE/ TELEPHONE SYSTEM
Chief of Police Blevins reported that Kenny Hodson and Nathan Houston attended the Streets Crime Seminar Training Class in Wichita last week.
Chief Blevins attended a Local Emergency Planning Committee meeting.
The new telephone system is ordered and should be installed the last part of this month.
Chief Blevins will contact Dick Marchant about moving the damaged trailer at Hidden Acres on N. LL&G.
Commissioner Williams made the motion that the City Commission meeting be adjourned at 9:57 a.m. The motion was seconded by Commissioner Dickey. Motion carried.
