The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Dickey, Hammersmith and Williams. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; Larry Berry, John Scott, Mike Lanie, Kenny Hodson, Rick Clements, and Barbra Wright.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE

Claim Ordinance #5575 making appropriation for $37,378.46 for the payments of certain claims against the City of Anthony for appropriation ordinance was presented and on a motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance was unanimously approved and claims ordered paid.

ELECTRIC PRODUCTION DEPARTMENT

Larry Berry, Power Plant Superintendent reported the injectors in all units have been tested and rebuilt.

They took down part of a fence to work on sewer lines. The crew helped with the sewer project up to the houses. They continue Plant cleaning and other maintenance projects. Will finish Warrior Field House when weather and time permits.

FIRE DEPARTMENT REQUEST

Fire Chief Kenny Hodson, was present to request replacement of the old light fixtures in the older section of the Fire Station, with thirteen 4 ft lights at a cost of $200.00 each. There is enough wiring and other materials left from the new addition work. Commissioner Hekel made the motion that the City purchase lights for the older section of the Fire Station for a total of $2,600. The motion was seconded by Commissioner Hammersmith. Motion carried.

FIRE STATION DEDICATION

Commissioner Hekel reported that he had been in contact with Masonic Grand Lodge for planning the dedication of the new Fire Station building.

ANTHONY LAKE BOARD PROPOSED 5-YEAR PLAN

Rick Clements of the Anthony Lake Board presented a 5-year plan proposed by the Lake Board. The Commission was in agreement, the items would be considered and hopefully workable. Mayor asked if the City could check on cost of cold mix and improvement to the Lake Road for Camp Ground B.

J-TURNS AND ILLEGAL BACKING AND TURNING

The City Commission discussed an ordinance to prohibit J-turns, and illegal backing and turning. One is to be written and presented to the City Attorney for review. It would be for Main and one block each side from Main, for Bluff, Jennings, and Anthony Avenues. An Amending Ordinance will be considered for adding to the standard Traffic Ordinance.

ANTHONY THEATRE REQUEST

Barbra Wright representing the Anthony Theatre Restoration Committee asked the Commission to waive the rental fee for Municipal Hall for a fundraiser for the theatre. Commissioner Dickey made the motion that the City waives the Municipal Hall rental fee for Anthony’s Theatre Committee fund raiser, February 21st. The motion was seconded by Commissioner Hekel. Motion carried.

INTERFAITH HOUSING REQUEST

John Scott of Interfaith Housing and Mike Lanie of Harper County Economic Development were present to request the support of the City for an Application to Kansas Housing Corporation for a $500,000 Grant and Federal Home Loan Bank for a $60,000 loan.

Two letters of support from the City were presented for West Acres indicating zoning is proper and the City is interested in donating West Acres to Interfaith Housing.

Commissioner Williams made the motion that the Mayor be authorized to sign the letters of support for the Interfaith Housing Grant Application. The motion was seconded by Commissioner Dickey. Motion carried.

John Scott reported that they were still in the process of transferring ownership of West Acres. It should be one month to 6 weeks.

ALTERNATIVE ENERGY COMMITTEE

Mike Lanie reported the Alternative Energy Committee had met last Thursday. They plan to attend a Conference in Wichita on January 31st. There will be a trade Fair. They have talked about Wind and Solar Power. Their next meeting will be at the Power Plant.

ECONOMIC DEVELOPMENT COUNCIL

Mike Lanie asked again for the Commission to re-appoint Kyle Clark to the Economic Development Council since he has been helpful to the Board and has his office in the same building as the Economic Development Office. Mayor Hatfield expressed it was the City’s policy to advertise the position opening. He is to replace Mike Carmichael.

Superintendent Sechler expressed thanks to Mike Lanie for helping to get the County Commission to waive the dumping fees for the railroad clean-up.

MIKE ANDERSON – DEANNEXATION

After discussion, the Commissioners were in agreement that a contract needed to be in hand before de-annexation gets started. The closing costs would be split. Minerals rights would remain with the City. Anderson would pay for de-annexation legal costs.

RANDOM DRUG TESTING

Commissioner Hekel asked about looking into cost for random Drug Testing for employees. Will check with hospital and company that does it for taxi drivers.

POLICE CHIEF REPORT/RAMBO AT CHAPARRAL/PREVENTION OF UNDERAGE DRINKING GRANT MEETING/COMMUNITY CORRECTIONS ADVISORY BOARD MEETING/DOMESTIC DISTURBANCE/TRUCK PARKING/WINDOW BROKEN

Chief Blevins reported that Officer Schultz took Rambo to Chaparral and ran every fourth vehicle and hit on five. Students and parents were notified. The lockers will be run later. He reported a fair turnout for the Prevention of Underage Drinking Grant Meeting. Implementation of the programs is next.

He Attended a Community Corrections Advisory Board Meeting.

There was a Domestic Disturbance in the 400 block of South Santa Fe. An arrest was made for domestic battery and criminal destruction of property.

Commissioner Hekel asked about the parking of a truck at the East Park again.

Mayor Hatfield asked about getting rid of the impounded cars at the burn-site.

Windows were broken at Gene’s Heartland Grocery Store.

CITY SUPERINTENDENT REPORT/STREET DEPARTMENT WORK ON SOUTH PENNSYLVANIA/HARPER COUNTY WAIVE DUMPING FEES/SEPTIC SYSTEM AT POWER PLANT HOUSES/LAKE SEPTIC SYSTEM/ELECTRIC RATE STUDY

Superintendent Sechler reported the Street Department uprooted most of the trees on South Pennsylvania Ave. They should remove any railroad ties this week.

Harper County Commissioners agreed not to charge the City dumping fees on the railroad ties. They may want any rock available. Thanks to Harper County for cooperating.

The Water/Wastewater has installed pipe from two Power Plant houses. They should be able to install lateral lines this week.

Tim Clark reported the possible state cost share funding on the lake Septic System has been frozen for now. He notified Tom Clark, that the City will go ahead as soon as possible at the Lake.

John Haas will come to the February 2nd meeting about the Electric Rate Study. He has prices on dry erase Boards for the Commission room and will order from here in town.

WATER BILL ADJUSTMENTS

Commissioner Hekel indicated that he and Superintendent Sechler discussed that Water customers should not be given adjustments for Water bills due to leakages. There was discussion that each case should be determined on an individual basis. Superintendent Sechler is to look into it to determine cost. It was noted that the office staff have notified customers of possible leaks.

CITY CLERK/ADMINISTRATOR REPORT/FINANCIAL REPORTS/TAX PAYMENT/COMMISSION FILINGS/CITY COULD LOSE STATE FUNDS/TRANSPORTATION MEETING/EMPLOYEE HEALTH INSURANCE

City Clerk/Administrator reported that Angie Hartman had completed the December financial reports. The City received $350,960.55 from the City Treasurer.

Twelve people had filed for City Commission. A Primary Election will be necessary according to the City Charter Ordinance covering the election of City Commission.

It appears the City may lose $65,000 in Special Street and Highway Funds and also liquor tax money and the LAVTR funds will not be reinstated.

He will attend the Transportation Meeting at Hutchison on Wednesday.

A Blue Cross/Blue Shield Representative will be here at the next meeting. Kirk Kimble of Group Benefit Specialists sent a comparison sheet for the Blue Cross/Blue Shield increase. He will also be here on Monday.

I. D. Creech had met with him and said that the County may consider instituting the Neighborhood Revitalization Program again.

EXECUTIVE SESSION

Commissioner Williams made the motion that the City Commission go into executive session for 10 minutes for discussion of matters prior to the purchase of real estate property. The motion was seconded by Commissioner Hekel. Motion carried.

At 11:10 a.m. the City Commission room was cleared with the Chief of Police, City Superintendent, and City Clerk/Administrator remaining. At 11:20 a.m. Commissioner Williams called the meeting back into regular session. No decision was made.

Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
