The Board of Commissioners of the City of Anthony, Kansas met in regular session at 6:00 p.m. with Mayor Barbara Muse presiding and the following Commissioners present: Dickey, Hammersmith, Hall, and Tedder. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; Blake LePard of the Harper County Herald; Donna Crowe, Kenny Hodson, Kristin Mayo, Bob Hekel, Major Weiss, Cynthia Clark, Derrick and Jackie Keim.
Pastor Teddy Cook of the First Baptist Church gave the invocation.
Mayor Muse made the motion to approve the minutes of the previous meeting. The motion was seconded by Commissioner Hammersmith. Motion carried.
APPROPRIATION ORDINANCE and 01/05/10 PAYROLL APPROVED
Claim Ordinance #5624 making appropriation for $152,291.68 for the payment of certain claims against the City of Anthony for appropriation ordinance and $47,339.80 for 01/05 Payroll were presented and on a motion by Commissioner Tedder, seconded by Commissioner Dickey, said ordinance and payroll were unanimously approved and claims ordered paid.
DISCUSSION ABOUT UPCOMING PUBLIC MEETING ON POOL RENOVATION
Donna Crowe was present to discuss the format for the Public Meeting to be held Wednesday evening at Municipal Hall. The Recreation Commission will be in charge. A survey was discussed. Survey information will be worked up and presented to the City Commission before requesting the survey.
JUSTICE BATTERY BUILDING
Major Weiss, new owner of the Justice Battery
Building said the building walls will be secured so the building is not
dangerous. He would like an extension until January 31st. Mayor Muse
made the motion that the City extends the time for Major Weiss to January 31,
2010 to Abate the Dangerous Structure conditions at 206 E. Main. The motion was
seconded by Commissioner Hall. Motion carried.
KEIM COMPLAINT
Derrick and Jackie Keim were present to voice their concern about the handling of their building security after the asbestos clean-up. The Asbestos Company had been notified but the building was not secured again. The Commission expressed that there may have been some misunderstanding. The building is secure now. Keim was told by the Mayor that he should not be berating people all the time.
CITY SUPERINTENDENT REPORT/MEETING WITH NEW BIOLOGIST/DEMOLITION SPECIFICATIONS/BIDS/LOCATES
City Superintendent Sechler reported he had met with the Director and the new Biologist of Kansas Wildlife and Parks.
He attempted to contact Dennis Cook, Engineer to discuss the County dumping fees and Bid specifications. The City will need to meet with the County about wavering the fees. The Bid proposal needed to be formatted with specifications. County had mentioned the need to develop a new cell.
They had locates for new lights at Sunrise Addition and are hoping the weather will permit installing the lights soon.
REQUEST - BOOK STORE
Carl Schmidt has asked about Handicap Parking, Bicycle Racks, and a Trash Barrel at his Christian Book Store.
POST OFFICE REQUIREMENTS
City Superintendent Sechler reported new requirements that the Postal Office is coming down with for placement of mailboxes at the curb site if a person moves in town.
Also, if there is a dog disturbance, Post Office will suspend delivery in a three block area. He may talk with the Post Office about mail box placement.
CHIEF OF POLICE REPORT/ NEW POLICE CAR
Police Chief Blevins reported he had received three Bids for a 2010 Police Car.
Commissioner Hall made the motion that the City accepts the Bid of $20,395 from Mel Hambelton Ford for a 2010 Police Vehicle with trade in. The motion was seconded by Commissioner Hammersmith. Motion carried.
CITY CLERK/ADMINISTRATOR REPORT/EVALUATIONS
City Clerk/Administrator Heidrick reported about Evaluations for Officers. February 15th was the date decided on. Commissioner Hall questioned if the present evaluation sheets should be used for Officers. Evaluation Sheets for Officers should be more managerial oriented. A change will be looked at for next year.
PUBLIC COMMENTS
Robert Hekel expressed concern about a raise in Electric and future Water rates with the adding of a possible $1.50 to the Water bill for Pool renovations. Mayor Muse will ask Mr. Custer about Recreation Budgeting under the School District. Also, the CID Sales Tax was discussed.
Pastor Teddy Cook asked bout Superintendent Sechler talking to the Post Office about placement of the mail box.
EXECUTIVE SESSION
Mayor Muse made the motion that the City Commission go into Executive Session for 20 minutes for discussion with non-elected personnel. The motion was seconded by Commissioner Hall. Motion carried.
At 7:15 p.m. the City Commission room was cleared with the City Administrator and Chief of Police remaining. At 7:35 p.m. Mayor Muse called the meeting back into regular session. No decisions were made.
Mayor Muse made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Tedder. Motion carried.
