The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Dickey, Hammersmith and Williams. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; Terry Stark, and Cynthia Clark.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE and 01/06/09 PAYROLL APPROVED
Claim Ordinance #5573 making appropriation for $32,295.83 for the payments of certain claims against the City of Anthony for appropriation ordinance and $46,937.22 for 1/06 Payroll were presented and on a motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance and payroll were unanimously approved and claims ordered paid.
WATER/WASTEWATER DEPARTMENT REPORT
Terry Stark, Water/Wastewater Department Head gave a report on the work of his Department. Cleaned two Power Plant house’s septic tanks. Working on the septic tank at the Airport. Doing General Maintenance and working on annual sewer line cleaning.
On the Water side, they finished concrete at the School. Repaired several leaking Water meters. Replaced fire hydrant on South Jefferson. Cleaning up at Lake. Keeping well houses warm. Discussed heater type for the well houses and insulating the well houses.
Commissioner Williams asked about the fire hydrant on North Pennsylvania by the former Lincoln School.
Commissioner Hekel asked about hiring another person for the Department at least to help with current proposed projects. Hiring versus contracting out was discussed. Superintendent Sechler and Terry Stark will review the situation.
CYNTHIA CLARK REQUEST
Cynthia Clark discussed with the Commission and Superintendent Sechler about getting their supplies for setting up their sewer service to their cabin from the City septic sewer system.
PLANNING COMMISSION RE-APPOINTMENTS
Commissioner Hammersmith made the motion that the City re-appoints Lee Warner, Don Jensen and Dennis Dodgen to the Anthony Planning Commission. The motion was seconded by Commissioner Dickey. Motion carried 4-1 with Commissioner Williams voting no because only names of three persons presented are all re-appointments for the three open positions.
BOARD OF ZONING AND APPEALS
Commissioner Hammersmith made the motion that the City re-appoints James Guy to the Board of Zoning and Appeals for four years. The motion was seconded by Commissioner Dickey. Motion carried 4-1, Commissioner Williams voting no.
LAKE SEWER SEPTIC SYSTEM
Superintendent Sechler reported on material prices for the Septic System for the east side of the Lake. Eight Leaseholders are interested. Cost of materials will be $21,900. Leaseholders were informed that if they are interested later it would cost no less then today’s costs and they would have to pay the full amount up front to connect on. No private system would be allowed.
Commissioner Hekel made the motion that the City approves the Sewer Septic System for the east side of the Lake for $21,900 for 2009. The motion was seconded by Commissioner Hammersmith. Motion carried.
CITY SUPERINTENDENT REPORT/UTILITY BED/SEWER CAMERA/DISPATCH PROCEDURE
Superintendent Sechler reported the Utility Bed for Water/Wastewater Department should be finished next week.
Should know about delivery of sewer camera first of the week.
He talked to Dispatch about the slip in contacting On-Call personnel. She said that there was miscommunication in training sessions and it should not happen again.
TRACK LOADER
Superintendent Sechler received bids for renting a Cat Track Loader for property clean-up. Foley Tractor for Cat #953, 2 ¼ yard 128 horsepower, $1735 a week, $4,550 a month. From Murphy Tractor, $2,110 a week and $5,310 a month.
Commissioner Hekel made the motion that the City approves the rental of a Cat Track Loader from Foley Tractor for $1,735 a week or $4,550 a month with cost of mobilization of $270 each way from Wichita to be used for the clean-up of railroad right-a-way in the City of Anthony. The motion was seconded by Commissioner Hammersmith. Motion carried.
COMMISSIONER CONCERNS
Mayor Hatfield asked about the Electric power to the new house construction for Rex Gates. Questioned the time to get power. It was reported trenching was needed. Asked about temporary service anyway.
Mayor Hatfield asked who owned the underground wire at Marchant Trailer Park. Triplex is lying on the ground there now.
Commissioner Hekel asked about Electric light poles for Sunrise Addition. Commissioner Williams asked about using LED lamps. Mayor Hatfield mentioned fluorescent lamps.
POLICE CHIEF REPORT/DOMESTIC DISTURBANCE/NEW YEAR QUIET/K-9 UNIT ASSIST/POSSIBLE INDECENT LIBERITIES CASE/POSITIVE COMMENTS ABOUT SPEED MINDER
Police Chief Blevins reported that they investigated a domestic disturbance in the 600 block of North Springfield. It was turned over to the County Attorney.
It was a quiet New Year – only fireworks at midnight.
K-9 Unit assisted Sheriff’s Department. Rambo hit on vehicle and dash. Owner admitted to at least marijuana maybe on people who were in the car before. Not of the magnitude to file.
Possible Indecent Liberties case; sent to the County Attorney for review.
Positive comments about the Speed Minder. Will check with the Company about speed registration accuracy.
COMMISSIONER COMMENTS
Mayor Hatfield asked about J-turns investigation, especially pulling out of parking stall-turning across.
Commissioner Hekel asked about house numbers placement project. Most have complied. Something needs to be done about trailer court for addresses. Kenny Hodson will contact them about getting something done.
CITY ADMINISTRATOR REPORT/INTERNET SERVICE – FOR PRAIRIE BELTING/TAXI GRANT/MEMORIAL PARK GRANT/REVOLVING LOAN/LARRY TOBIN/CELL NUMBER
City Administrator Heidrick reported Mike Lanie had contacted him about getting better internet service for Prairie Belting. The City Commission discussed about contacting Cyber Lodge and Kan-Okla.
He is working on a Grant Application for the Taxi that is due in a couple of weeks. There was question if the ride fee should be increased from $2.00 round trip to $3.00 round trip. Jewell Hall will be asked to come in to discuss the Taxi Service.
No response from KDOT about the Grant for Memorial park. Representative Wetta and Carmen Aldritt could be contacted.
Received a draft copy for the new Revolving Loan from KDHE for the Wastewater Department. Alan Luttrell of EBH and Jim Forsyth, City Attorney have reviewed it. A copy is available if you wish to examine it.
Larry Tobin has filed for City Commission. I.D. Board will have their monthly meeting today at the Smokehouse.
Commissioner Williams heard that people from California could not use nationwide roaming for their cell phones. We may need to contact League; City of Desoto and try to do something.
He would like to take some time off in the next week.
OFFICER EVALUATIONS
Mayor Hatfield said officer evaluations will be next week.
ANTHONY COMMUNITY CARE CENTER LOAN
Commissioner Williams had examined City files for Anthony Community Care Center which included promissory notes with the City of Anthony. A new promissory note could be written to pay interest and the principal amount due paid as they wish. The ACCC Board will be contacted.
PLAYGROUND EQUIPMENT
Commissioner Hekel reported that he had been in contact with a playground equipment salesman about the availability of playground equipment that was misordered by the company for a customer. The City will make contact with the salesman.
Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried, 4-1 with Commissioner Hekel voting no.
