CITY OF ANTHONY

July 19, 2006

The Board of Commissioners of the City of Anthony, Kansas met in Special session at 7:30 A.M., with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Koeppen and Williams. Absent: None. Also present were Donald F. Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Thomas, Jim Jackson, Mr. and Mrs. Jerry Turner, Terry Messick, Dan Bird, and Chris Lenz.

Jim Jackson, Harper County Economic Coordinator, introduced Chris Lenz of Messner Development Co. who presented information on a proposed affordable Housing project for Anthony. Wheatridge Group had survey made and the need is there. Wheatridge members want the housing project in the Wheatridge Addition. It would involve a tax credit program for financing along with conventional financing, Home Funds, CHDO, local tax abatements and affordable Housing Program, Topeka. Application needs to be made for the tax credit program. There is an August and January deadline. It was decided that it will be very difficult to meet August deadline. Everyone needs to work for the January 2007 deadline.

Letter of support is needed from the City. An access road needs to be financed by the City. Utilities need to be available for site.

Wheatridge Group and City need to work together. The City Commission expressed their support for the program. The project will be developed to be under the Anthony Housing Authority.

Toward the end of the meeting, Commissioner Koeppen excused himself because he had another appointment.

Commissioner Williams made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hammersmith. Motion carried.
