The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Barbara Muse presiding and the following Commissioners present: Hall, Hammersmith, Dickey and Tedder. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; and Patricia King.
Mike McAbee of the Assembly of God Church gave the Invocation.
Commissioner Tedder made the motion to approve the minutes of the previous meeting. The motion was seconded by Commissioner Hall. Motion carried.
APPROPRIATION ORDINANCE and 07/21/09 PAYROLL APPROVED
Claim Ordinance #5600 making appropriation for $186,976.21 for the payments of certain claims against the City of Anthony for appropriation ordinance and $55,123.53 for 07/21 Payroll were presented and on a motion by Commissioner Tedder, seconded by Commissioner Dickey, said ordinance and payroll were unanimously approved and claims ordered paid.
APPROVED FACILITY AGREEMENT
Mayor Muse made the motion that the City approves the annual Facility Agreement with Aging Projects, Inc. for Friendship Meals. The motion was seconded by Commissioner Hall. Motion carried.
INDUSTRIAL DEVELOPMENT BOARD APPOINTMENTS
Commissioner Tedder made the motion that the City approves the recommendation of the Industrial Development Board, and appoint; Sharyl Davis and Re-appoint; Marilyn Downing and Debbie Hatfield to the Anthony Industrial Development Board. The motion was seconded by Commissioner Hall. Motion carried.
CITY CLERK/ADMINISTRATOR REPORT/REQUEST WAIVER OF FEES/2010 BUDGET/MEETING WITH FISHBURN/2008 AUDIT
City Administrator Don Heidrick will be attending the County Commission Meeting with Donna Crowe to request wavering of dumping fees and answer questions about the Urgent Need Grant Application.
He worked on the 2010 Budget over the weekend. He would like the Work Session that is scheduled for Tuesday, be postponed until Thursday evening. There has been a glitch in the Budget Program.
He met with Phil Fishburn of Midwest Assistance to go over the Water Department Financials. He reported that Rural Development is going to ask that the Lake Budget be separated from the Water Department.
The Micro-Utility Truck and All-Terrain Vehicle Ordinances should be ready for the next meeting.
Copies of the 2008 Audit were given out.
FIRE AFTERMATH
Donna Crowe continues to work on getting information for the Urgent Need Grant Application. U. S. Representative Jerry Moran was here Saturday and expressed concern and offered assistance in anyway he can. Mitch Hall, who worked for Representative Moran, set up the meeting. A Thank You will be placed in the newspaper.
There was discussion that the Grant would not be available for property owners who proceeds with clean-up.
CHIEF OF POLICE REPORT/INJURY ACCIDENT/HIT AND RUN/BURGLARY AND THEFT/DOLLAR GENERAL THEFT/THEFT ON EAST MAIN AND SOUTH JENNINGS/ANTHONY DOWNS/PASTOR MIKE MCABEE
Chief Blevins reported that there was an Injury Accident last Monday morning involving A Hit and Run. The driver was taken into custody. The suspect and girl found were also involved in a burglary and theft. Both were charged.
Dollar General reported two shoplifters. They were taken into custody for theft.
Thefts involved in the 700 Block of E. Main and 400 Block of S. Jennings.
No problems at the Anthony Downs despite the unbelievable crowds.
He thanked Pastor Mike McAbee for his assistance as Chaplain.
CITY SUPERINTENDENT REPORT/KMGA APPOINTMENTS/GREG WILSON CONTACTS/CAR LOT/ENGINEER COMING
He and Larry Berry would like to be re-appointed as Primary Director and Alternate Director for the KMGA Board of Directors.
He also recommended the City join the KMU Safety Training Program.
He has been in contact with Greg Wilson on the future power supply possibilities. He has been in contact with Sunflower Electric, Wheatland Electric, Western Farmers, KMGA and KPP. Wilson is working on transmission possibilities.
He is working with J & K Motors. They want to put a used car lot on North LL&G.
They are having an Engineer look at cost required for the Power Plant if a new Power source is used.
The rest of the week has been busy with issues related to the Fire.
COMMISSIONER COMMENTS
Mayor Muse would like to see better service from Western Farmers. Grant Stated that would happen with others also. A line went down in Oklahoma and Western Farmers asked us to keep generating. They were having voltage problems.
APPOINTMENTS TO KMGA BOARD
Commissioner Hall made the motion that the City appoints Grant Sechler as Primary Director to the KMGA Board of Directors. The motion was seconded by Commissioner Hammersmith. Motion carried.
Commissioner Hall made the motion that the City appoints Larry Berry as Alternate Director to the KMGA Board. The motion was seconded by Commissioner Hammersmith. Motion carried.
KMU SAFETY TRAINING PROGRAM
Commissioner Hall made the motion that the City participates in the KMU Safety Training Program for a minimum of $6,466 and maximum of $7,500 depending on how many Cities participate. The motion was seconded by Commissioner Dickey. Motion carried.
RECERTIFICATION FOR DONNA CROWE
The Commission would like for Donna Crowe to be recertified as a Community Development Block Grant Application Writer.
Mayor Muse made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
