The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Koeppen, and Williams. Absent: None. Also present were Donald F. Heidrick, City Clerk/ Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Countryman of The Anthony Republican; Brandon Gerber, and Kenny Hodson.
The minutes of the previous meeting were approved as amended.
APPROPRIATION ORDINANCE AND 7/25 CITY PAYROLL APPROVED
Claim Ordinance #5449 and 7/25 City Payroll making appropriations for the payments of certain claims against the City of Anthony in the sum of $224,513.48 for appropriation ordinance and $52,030.78 for the 7/25 payroll were presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinance and 7/25 City Payroll were unanimously approved and claims ordered paid.
LAKE LEASE TRANSFER
Commissioner Williams made the motion that the City approve the transfer of Lake Lot Lease #12 W from Earl W. Alsdurf or Connie Alsdurf to Lisa Ferguson. The motion was seconded by Commissioner Hammersmith. Motion carried.
MANAGEMENT LETTER APPROVED
Commissioner Williams made the motion that the City approve and authorize the Mayor and City Clerk to sign the Management Letter to Swindoll, Janzen, Hawk & Loyd, Auditors for the 2005 Audit. The motion was seconded by Commissioner Koeppen. Motion carried.
SINGLE AUDIT PROPOSAL
Commissioner Williams made the motion that the City approve and authorize the Mayor and City Clerk to sign the single audit proposal from Swindoll, Janzen, Hawk & Loyd, Auditors. The motion was seconded by Commissioner Koeppen. Motion carried.
2010 GEOMETRIC PROJECT APPLICATION
Commissioner Koeppen made the motion that the City approve the 2010 KDOT Geometric Project Application to include replacing the curbs, gutters, and install handicap ramps from Springfield to First Avenue. The motion was seconded by Commissioner Hekel. Motion carried.
CITY SUPERINTENDENT'S REPORT
City Superintendent Sechler reported the Mortuary Lift Station is complete. The Water Tower Lift Station should be in operation on 7/25/06. He got some estimates for a 10' mower for $15,300 like KDOT has and a 95 HP tractor, for $45,000.
Lake level was discussed, to consider closing for boating. Jet skiers are not following regulations.
Next week bids will be opened for Airport terminal building and separate bids opening for fuel tank and card-trol.
The area around the drainage construction at the Airport needs to be checked for grade.
There was question about there being enough room on the north side of the hangar building for operation.
New F-350 and F-150 utility trucks will be here this week.
Mid-Plains Contractor started another crew on the FEMA electric project.
KDOT is sponsoring another meeting at Hutchinson, August 2nd, for concerned people can express their recommendations and comments about KDOT sponsored programs.
CITY COMMISSIONERS COMMENTS
-Commissioner Hekel asked about the disabled vehicles on Garfield.
-Need to get Sprayer yet.
-Shop area needs cleaned up.
-Vehicle parked on wrong side of street.
-Parked old vehicles on North Kansas.
DANGEROUS STRUCTURE
City Health Officer Kenny Hodson reported Max Hess, notified owner of a dangerous structure, said he would tear it down.
FIRE DEPARTMENT BUDGET
Fire Chief Hodson said that new hoses are needed for the fire trucks. It would cost $13,000 to replace all. Five-inch hose for #58 would cost $5,116. $6,500 of the cost could be budgeted.
The street that will be in the front of the proposed fire station needs to be renovated for fire truck traffic.
Fire Department received thank you from Bob and Charlene Hekel for monitoring their controlled burn.

DOMESTIC DISTURBANCE / VACATION TIME / THANK YOU
Chief of Police Blevins reported quiet weekend again for Anthony Downs.
He attended Drug Endangered Children meeting. Harper County is developing protocol to deal with children exposed to harmful environment with conditions of contamination or hazardous life style (Meth Lab).
Domestic disturbance at 800 Fanning Drive. Two adults arrested for battery.
He will take vacation next week.
Police Department received thank you from an Anthony School Alumni member for use of stage at Lake.
CITY CLERK/ADMINISTRATOR'S REPORT / RECREATION MEETING /
CITY BUDGET / BLUE CROSS/BLUE SHIELD / LEASE PURCHASE
City Clerk/Administrator Heidrick will meet with Recreation Commission on Monday. The Recreation Program Budget needs to be published soon.
He will have rough draft of 2007 City Budget for July 31 meeting.
Stephanie Buckman, BC/BS Representative, will meet with him on Wednesday, at 1:30 P.M., to review progress of the City's BC/BS partial self funding insurance program.
He will look into lease purchase for utility trucks.
CITY TRUCK'S USE
The City Superintendent reported he had given permission for employee to take pickup home to leave for school at Pratt the next day.

Mayor Hatfield made the motion that the City Commission go into executive session for 10 minutes to discuss matters concerning non-elected personnel. The motion was seconded by Commissioner Williams. Motion carried. At 9:52 A.M., the City Commission room was cleared with the Chief of Police, City Superintendent, and City Clerk/ Administrator remaining. At 10:02 A.M., the Mayor called the meeting back into regular session.

Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Koeppen. Motion carried.
