The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Koeppen, and Williams. Absent: None. Also present were Donald F. Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; Kenny Hodson, Deputy Chief of Police; Amber Countryman of The Anthony Republican; Reta Gates, Terry Hodgson, Rosalea Hostetler, Darin Neufeld, and Donna Crowe.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE APPROVED
Claim Ordinance #5450 making appropriations for the payments of certain claims against the City of Anthony in the sum of $21,478.16 was presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinance was unanimously approved and claims ordered paid.
SEDIMENT BASINS FOR ANTHONY LAKE
Terry Hodgson of the Natural Resources Conservation Service and Reta Gates explained the status of the water and sediment control basins sponsored by the State Conservation Commission. Information on cost and location was presented. It is a cost share program. The City Commission was in agreement to continue participation in the program. Revenue for the project will be discussed and determined by the Commission, when the Commission discusses the 2007 Budget. Landowners will be identified and what they may receive for the project.
LEASE/PURCHASE FOR UTILITY TRUCK
Lease/Purchase Rate proposals were presented from First National Bank and Kanza Bank. After discussion Commissioner Koeppen made the motion that the City accept the proposal from Kanza Bank for a 4 year term, paid monthly at a 4.75% rate. The motion was seconded by Commissioner Hekel. Motion carried.
AIRPORT BIDS
Darin Neufeld, EBH engineer, was present to open Airport bids for the terminal building (pilot lounge) and the fuel and card-trol system for the Airport.
For the terminal building bids were received from Compton Construction for $137,100, Hahner, Foreman and Harness for $128,830 and Sutherland Builders for $168,000.
One bid was received for the fuel and card-trol system from Holidole Co. for $90,725.76.
Bids will be examined by Neufeld and he will return with a report later in the meeting.
2007 BUDGET DISCUSSION
A rough draft copy of the 2007 Budget was presented. A preliminary discussion followed with what had developed for the 2007 Budget. A work session for the 2007 Budget will be held next Monday continuing the regular Commission meeting.
BALMER FUND REQUEST – ROSALEA HOSTETLER
Rosalea Hostetler was present to request the City waiving the rental fee for Municipal Hall for the Benefit event Sept. 9th sponsored by the Balmer Fund for the old Parrot Warehouse building on West Main. Wilmore Opera is performing. Also there is need of a handicapped accessible ramp for the stage. City Superintendent is to look into the availability of some type of ramp for the stage.
Commissioner Williams made the motion that the City waive the Municipal Hall rental fees for the Balmer Fund, Benefit Fund Raiser event, September 9th. The motion was seconded by Commissioner Hekel. Motion carried.
DEPUTY CHIEF OF POLICE REPORT /
Deputy Chief of Police Hodson reported that several mowing notices had been delivered.
There was juvenile arrested for domestic battery.
Commissioner Hekel asked about the fire hydrant that had been run over at Garfield and Springfield. Asked about the clean-up for a North Anthony property. Asked about the issue of vehicle parking on the wrong side of the street.
RECREATION COMMISSION MEETING REPORT
Donna Crowe of the Recreation Commission gave a report on the Recreation Commission meeting. Tile needs to be replaced at the Swimming Pool. A new diving board is needed. Insurance company will be contacted. New backboards for the basketball goals at Municipal Hall may be needed. There was discussion of sponsoring a MAYB tournament.
Other items discussed were painting of the Pool, a sun screen over the bleachers, an air conditioner for the concession stand and earthwork around the south building.
The property for sale by the School District was discussed. The Recreation Commission believes the old football field is needed for soccer and football. Renovating the area owned by the City next to the present ball field and Fair Association ground was discussed for soccer and football.
The City Commission expressed appreciation for the work the Recreation Commission has done.
AIRPORT BIDS
Darin Neufeld reported the Terminal lowest bid is $14,330 above Engineer estimate. There is no problem from FAA. The City's portion of a Grant would be $7,316.50.
The fuel system and card-trol project lowest bid is $92,925. Engineer estimate is $55,500. FAA recommended declining the bid. Darin Neufeld said the City could submit the project again later in year or next year.
Commissioner Williams made the motion that the City accept the bid from Hahner, Foreman and Harness of Wichita for $128,830 for the Airport Terminal building. The motion was seconded by Commissioner Koeppen. Motion carried.
CONCRETE FOR AIRPORT TAXIWAY
Darin Neufeld reported a section of the concrete for the taxiway at the Airport did not meet specs. The concrete is o.k. but did not meet specs. Klaver Construction is willing to negotiate a reduction for payment. Neufeld will work with Klaver and report to the Commission.
CITY SUPERINTENDENT'S REPORT / CAR SITUATION / DIESEL FUEL BIDS /
KDOT MEETING / KCC WORKSHEETS
City Superintendent Sechler reported that he had contacted the person about the car situation on LL&G and there should be a solution to the situation.
Bid for diesel fuel from Anthony Farmers Co-op had been approved and delivered for $2.68 per gallon. Farmers Oil bid was $2.73 a gallon.
He and Commissioner Koeppen will attend a KDOT meeting Wednesday A.M., at Hutchinson about how projects are handled.
Sherri Miller is working on KCC Jurisdictional Area time worksheets.
CITY COMMISSIONERS COMMENTS /
-Commissioner Williams reported no 15 M.P.H. speed limit sign going west from Santa Fe to Madison street.
-Commissioner Koeppen asked about the Gun Club roof repair. Maybe volunteers would help.
-Commissioner Hekel reported lumber still being placed at City's burnsite east of town. Signs need to be posted. Alley between Anthony and Springfield in 10 hundred block needs attention.
LAKE BENCH BIDS
One bid was received from Hamilton & Hamilton for construction of pads and semi circle pad for new benches at the Lake, for $5,808.23. The City Commission discussed the bid, that it was too high. No action was taken.
CITY CLERK/ADMINISTRATOR'S REPORT / 2007 BUDGET /
BLUE CROSS/BLUE SHIELD REPRESENTATIVE
City Clerk/Administrator Heidrick reported that he would be ready to discuss the 2007 Budget at the work session scheduled after the next week's Commission meeting agenda is covered. At the August 14th meeting the Public Hearing for the 2007 Budget should be scheduled for August 28th.
He and Commissioner Koeppen met with Stephanie Buckman, Blue Cross/ Blue Shield Representative about the partial self funded program. She decided it was too early to evaluate the program yet.
FUNDING REQUESTED FOR PIONEER FEED
A letter from the Mayor of Harper requesting assistance with funds for the Annual Pioneer Feed at the Harper County Fair was received. After discussion, Mayor Hatfield made the motion to provide $500 for the Pioneer Feed at the Harper County Fair. Commissioner Koeppen seconded the motion. Motion carried.
SUNFLOWER REGIONAL H2O INITIATIVE
Received a letter from Roger Masenthin, RC&D Coordinator, about the Sunflower Regional H2O Initiative and would like the City of Anthony to participate. So far 7 of 49 systems has expressed interest in a 50 mile radius to discuss common problems, including contaminants, mainly nitrates, also oil and gas activities, no emergency back-up and infrastructure aging. They are asking 1.00 per water meter to assist cost of study to address problems. Anthony allocation would be $1,281. Next meeting is August 15, 7:00 P.M., at Peoples Bank, Medicine Lodge.
EXECUTIVE SESSION
Mayor Hatfield made the motion that the City Commission go into executive session for 17 minutes to discuss matters concerning non-elected personnel. The motion was seconded by Commissioner Williams. Motion carried. At 11:43 A.M., the City Commission room was cleared with the City Clerk/ Administrator only present. At 12:00 Noon, the Mayor called the meeting back into regular session.
Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Koeppen. Motion carried.
