The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, and Dickey. Absent: Williams. Also present were Donald F. Heidrick, City Clerk/ Administrator; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; Donna Crowe, Hugh Alan Barker, Larry Berry, Kenny Hodson, Tamara Walker, and June Henderson.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE AND 6/12 CITY PAYROLL APPROVED
Claim Ordinance #5492 making appropriations for the payments of certain claims against the City of Anthony in the sum of $88,873.86 for appropriation ordinance and 6/12 City Payroll for $47,978.28 were presented and on motion by Commissioner Dickey, seconded by Commissioner Hekel, said ordinance and 6/12 City Payroll were unanimously approved and claims ordered paid.
ELECTRIC PRODUCTION DEPARTMENT REPORT
Larry Berry, Power Plant Superintendent, reported on the activities of the Electric Production Department.
Gas meters were tested by Atmos Energy. Painting is completed for now. Worked on electrical problems with #3 Jacket water pump. Working on raising the level of the dirt berm. Getting ready for long hours of generation. Mowing.
ATMOS ENERGY FRANCHISE
After discussion and second reading, Commissioner Hekel made the motion that the City approve Ordinance No. S-184 Gas franchise with Atmos Energy Corporation. The motion was seconded by Commissioner Hammersmith. Motion carried 3-0-1 with Mayor Hatfield abstaining.
REQUEST EXTENSION BUILDING DEMOLITION
Hugh Alan Barker was present to request an extension for completing the demolition of the Frazier Building due to rain delays in the work he is doing. City Superintendent Sechler had reported that the KDOT Geometric Project for curb and sidewalk work in that area would begin the middle of July. Commission discussion indicated that the contractor could be worked with.
Commissioner Hekel made the motion that the demolition contract with Hi-Grade be extended to August 1, 2007. The motion was seconded by Commissioner Hammersmith. Motion carried 3-1 with Commissioner Dickey voting no.

REIDA PEST CONTROL
City Clerk/Administrator Heidrick reported that Angie had completed the May bookkeeping for review. Industrial Development Fund shows cash deficit because of late lease/insurance payments.
The Airport Fund also has deficit. One item is the Farm lease is past due since February. The Commission was in agreement that everything should be done to receive payment.
Tax payment for June/July Payment was $231,550.27. Last year it was $244,909.85. One item that was lower was less tax needed for the tax supported employee departments for health insurance compared to last year at this time.
We will be advertising for another part-time taxi driver due to increase in hours of operation.
Geometric Project pre-construction meeting will be Wednesday, June 13, at 1:30 P.M., in the City Commission room.
City Code final draft has been sent to League. They may not get final draft back until July.
Reida Pest Control had presented a proposal to help with mosquito control.
CHIEF OF POLICE REPORT / DISTURBANCES /
FIREARMS QUALIFICATION / GUN CLUB USE
Chief of Police Blevins reported on several disturbances Tuesday and Wednesday, 400 North LL&G, 700 block of North Jennings, and 400 block of North Bluff. Warrants, and arrests were made.
Had firearms qualification last week. They went to Wichita/Sedgwick Firearms Facility to shoot. Everyone qualified on the new state mandated course.
Mayor Hatfield asked about using the Anthony Gun Club for Qualification. He said it would help with Gun Club for good influx of people, good place to have it. Chief said they have used Kingman and Wichita before. Certification would be necessary, cost around $800. The Chief will look into it.
DANGEROUS STRUCTURE PUBLIC HEARING 522 NORTH PENN RESOLUTION NO. 676
Mayor Hatfield opened Public Hearing for dangerous structure at 9:00 A.M., for 522 North Penn., owners, Larry and Donna Graves. No one appeared. Health Officer Hodson reported that he had discussed the situation with the owners, the Graves, and the structure is being taken care of. No action was taken. At 9:05 A.M., the Mayor called the meeting back into regular session.
CITY ACQUIRED RAILROAD PROPERTY
Mayor Hatfield indicated that there was interest in the City acquired Railroad Property from North Spring to Garfield on vacated Penn Street. Grant Sechler will be asked about the property for right-of-ways, etc. The property could be sold or deeded over. Will wait until Commissioner Williams is back for his review.
DANGEROUS STRUCTURE PUBLIC HEARING406 SOUTH ANTHONY -RESOLUTION NO. 677
At 9:15 A.M., Mayor Hatfield opened Public Hearing for dangerous structure at 406 South Anthony, owner, Stephen Stitt. No one appeared. Steve Stitt, owner, had contacted Health Officer Hodson. It has been braced up, roof needs replaced. No action taken. The Mayor closed the Hearing at 9:20 A.M. and called the meeting back into regular session.
TRAILS GRANT
Donna Crowe was present to discuss applying for a Grant for a walkway at the ball parks with a play area for kids. Wildlife and Parks said this qualifies for application. It is an 80/20 Grant and application is due August 1. Mayor Hatfield asked that the Recreation Commission discuss what may be needed and recommendations. City Superintendent Sechler will be asked about drainage for area and if City cannot do, EBH will be contacted.
DANGEROUS STRUCTURE PUBLIC HEARING - 315 N. SPRINGFIELD
RESOLUTION NO. 678
At 9:50 A.M., Mayor Hatfield opened delayed Public Hearing for dangerous structure at 315 North Springfield, owners Steven and Tamara Walker. Tamara Walker had called and was going to be late. Mrs. Walker indicated they had roof material and would repair the roof.
Mayor Hatfield made the motion that the City approve the Facts of Findings for the dangerous structure at 315 North Springfield. The motion was seconded by Commissioner Dickey. Motion carried, 3-0-1, Commissioner Hekel abstaining.
Commissioner Dickey made the motion that the Mayor be authorized to sign the City's Order for the dangerous structure at 315 North Springfield, to repair or demolish by July 12, 2007. The motion was seconded by Commissioner Hammersmith. Motion carried 3-0-1, Commissioner Hekel abstaining. The Mayor closed the Hearing at 10:00 A.M.
DANGEROUS STRUCTURE PUBLIC HEARING 304 S. SPRINGFIELD
RESOLUTION NO. 679 JUNE M. HENDERSON ET AL OWNERS
Mayor Hatfield opened the delayed Public Hearing at 10:00 A.M., for dangerous structure for 304 South Springfield, June Henderson ET AL owners. Owner was not present until later. Officer Hodson had contact with owner. June Henderson came later. Have been working on it, will repair structure. Will work with Kenny Hodson. Could not go forward with Order because did not include individuals represented by ET AL. No action taken. Mayor closed the Hearing at 10:15 A.M.
DANGEROUS STRUCTURE PUBLIC HEARING 524 NORTH PENN. -
RESOLUTION NO. 680 - CLARK PROPERTIES MANAGEMENT OWNERS
At 10:15 A.M., Mayor Hatfield opened the delayed Public Hearing for dangerous structure for 524 North Penn. No owner was present. Health Officer Hodson had contact with owner. It is part with Graves property and has been addressed. No action taken. The Mayor closed the Hearing at 10:20 A.M.
DANGEROUS STRUCTURE PUBLIC HEARING 410 SOUTH ANTHONY
RESOLUTION NO. 681
At 10:20 A.M., Mayor Hatfield opened the delayed Public Hearing for dangerous structure at 410 South Anthony, R&J #1 LLC owners. Owners were not present.
Mayor Hatfield made the motion that the City approve Findings of Fact for the dangerous structure at 410 South Anthony. The motion was seconded by Commissioner Hekel. Motion carried.
Commissioner Hekel made the motion that the Mayor be authorized to sign and have delivered the Order to demolish or repair by July 11, 2007 the dangerous structure at 410 South Anthony. The motion was seconded by Commissioner Hammersmith. Motion carried. The Mayor called the meeting back into regular session at 10:25 A.M.
TOWER POWER
Mayor and Commission discussed the loss of repeater when power was down. Having a generator was discussed. Gary Gerber has generator without automatic start. A battery back-up could be set up. Gary Gerber will be asked to come to City Commission meeting. Grant will be asked about it.
DANGEROUS STRUCTURE PUBLIC HEARING 122 NORTH KANSAS
RESOLUTION NO. 682
At 10:30 A.M., Mayor Hatfield opened the Public Hearing for the dangerous structure at 122 North Kansas, Richard Davis, owner. Owner was not present.
Mayor Hatfield made the motion that the City approve the Finding of Facts for the dangerous structure at 122 North Kansas. The motion was seconded by Commissioner Hekel. Motion carried.
Commissioner Hammersmith made the motion that the Mayor be authorized to sign and have delivered the Order to repair or demolish by August 1, 2007 the dangerous structure at 122 North Kansas. The motion was seconded by Commissioner Hekel. Motion carried. The Mayor called the meeting back into regular session at 10:35 A.M.
Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
