The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Barbara Muse presiding and the following Commissioners present: Hall, Hammersmith, and Dickey. Absent: Tedder. Also present were Angie Hartman, Assistant City Clerk; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; Cynthia Clark, Rick Baldwin, and Teresa Cullop.
Mike McAbee, Pastor from the Assembly of God Church gave the Invocation.
Mayor Muse made the motion to approve the minutes of the previous meeting. The motion was seconded by Commissioner Hammersmith. Motion carried.
APPROPRIATION ORDINANCE
Claim Ordinance #5595 making appropriation for $19,062.78 for the payments of certain claims against the City of Anthony for appropriation ordinance was presented and on a motion by Commissioner Dickey, seconded by Commissioner Hammersmith, said ordinance was unanimously approved and claims ordered paid.
CITY LAND BIDS
Mayor Muse opened and presented Bids for the City land on South Pennsylvania Avenue. They were Rick Baldwin: $1250; Jeff Parsons: $1973.87; and Creighton Cullop: $1101.
Commissioner Hall made the motion to table the Bids until next week. The motion was seconded by Commissioner Dickey. Motion carried.
KRISTY’S KAFE UTILITY REQUEST
Kristy Calvert of Kristy’s Kafe submitted a letter to the I. D. Board requesting Utility discounts. The Industrial Development Board voted to recommend the discounts. The request was tabled until next week.
WORK SESSIONS/LAKE BOARD MEETING
A Budget Work Session with the Departments Heads will be held June 22nd from 8:00 a.m. to 8:30 a.m.
A work Session with the Golf Board Association is scheduled for 5:30 p.m., Thursday, June 18th.
Tuesday, June 16th, a Lake Board meeting will be held at the Anthony Lake.
CHIEF OF POLICE REPORT
Chief Blevins attended a District 9 & 13 Kansas Intelligence Meeting in Kingman.
He received in-service training on counterfeiting from the secret Service. They showed what to look for on counterfeit bills.
They responded to a Domestic Disturbance in the 400 block of South Lincoln. One person was taken into custody for Domestic Battery. The case has been presented to the County Attorney for prosecution.
They have been assisting SRS on a child in need of care investigation and an indecent liberties case.
Kenny Hodson has contacted Cecilee Downing, the Community Service Program Director, to have individuals working off community service hours clean up properties and mow places that have been served Health Nuisance Notices.
Chief Blevins reported on storm damage from Sunday evening. Power lines and trees were down at the Lake. A few cabins were damaged. They went door to door at the Lake checking on residents.
The 911 system lost power and communications due to a generator problem at the tower.
CITY SUPERINTENDENT REPORT
City Superintendent Sechler was contacted about the possibility of a property owner out of the City limits hooking up to the City Sewer. He told the property owner that we had required annexation of the property. This will be discussed next week.
He met with the General Contractor for the Freeport State Bank Project. They reviewed building plans and City requirements. This Project should start in the next few weeks.
The Pre-Construction Meeting for the K-2 Klink Project is Friday, June 19th, 2009 at 1:30 p.m. in the City Commission room.
He spoke with KPP, KMEA, and Western Farmers on several different items and about current and future power.
He has been in contact with an Engineer on different energy saving Street lighting options. He has worked on several projects and Superintendent Sechler believes there could be some Grant money available. This newer technology could save 45-50% on Street lighting power.
The City Superintendent reported the City had several trees, tree limbs and power lines down from the storm. Most of the damage was at the Lake.
EXECUTIVE SESSION
Chief of Police Blevins asked for an Executive Session for personnel.
Commissioner Dickey made the motion that the City Commission go into Executive Session for 15 minutes to discuss non-elected personnel. Commissioner Hammersmith seconded the motion. At 9:00 a.m., the City Commission room was cleared with the City Superintendent and Chief of Police remaining. At 9:15 a.m., Mayor Muse called the meeting back into regular session. No decisions were made.
CITY CLERKS REPORT
Mayor Muse reported that Jim Forsyth had reviewed the Resolution and Ordinance for the Flood Insurance Program and said it looked OK. Commissioner Tedder had wanted to wait until June 22nd for the City to adopt.
The Anthony Community Care Center Board had their Annual Meeting. Carolyn Sharp, Connie Williams and Mary Julana Hall were elected as new Directors. Debbie Hatfield, Kenny Bellesine and May Van Horn want off the Board. The new members will join Mike Lanie, Jeanie Cooperrider, Kitty Happ, and Mandy Jefferis.
Don Heidrick will attend a Transportation Meeting for the Taxi in Hutchinson on Wednesday.
Angie has the Financial Reports complete for May.
The City received $224,048.94 from the City Treasurer for taxes.
Cynthia Clark asked the newspaper to print that the City saved $110,000 for not doing a Project.
Mayor Muse made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
