The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Koeppen, and Williams. Absent: None. Also present were Donald F. Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Countryman of The Anthony Republican; Larry Berry, Kenny Hodson, Max Ott and Mark Faulkenberry, and Steve Wilkinson.
The minutes of the
previous meeting were approved.
APPROPRIATION ORDINANCE APPROVED
Claim Ordinance #5444 making appropriations for the payments of certain claims against the City of Anthony in the sum of $191,488.37 was presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinance was unanimously approved and claims ordered paid.
FIRE DEPARTMENT MEETING WITH ARCHITECT
Fire Chief Hodson reminded the City Commission of the Fire Department meeting scheduled for 6:00 P.M., Wednesday evening at the Police Department to meet with the architect to go over building plans for a new Fire Department Building through the Kan-Step Program. May need Quit Claim Deed for property that the Fire Department is going to use.
ELECTRIC PRODUCTION DEPARTMENT REPORT
Larry Berry, Power Plant Superintendent, gave a report of the Electric Production Department. Cooling tower has been cleaned, and is ready for summer. Small gas and air leaks have been repaired. They are working with Chubb Insurance and Exline to run tests on units. He is welding on No. 2 exhaust.
Power contract with Western Farmers should be finalized. Need to get bids on diesel fuel.
Western Farmers was lost for three seconds. Two blown lightning arrestors were discovered.
He would like the City to recognize Rick Sutherland of Alfalfa Electric for his years of service, who is retiring.
He will work up 2007 Budget list.
LAKE LEASE TRANSFER APPROVED FOR LOT 26 W
Commissioner Williams made the motion that the City approve the transfer of Lake Lease for Lot 26 W from D. F. Niethamer and/or
J. Niethamer to Creighton and/or Teresa Cullop. The motion was seconded by Commissioner Hekel. Motion carried.
CORRECT MAY 22ND MEETING MINUTES
Commissioner Williams made motion to correct May 22, 2006 meeting minutes and to include under "Balmer Fund," to include the following that:
"Commissioner Williams made the motion that the City revisit the Parrot Warehouse Building and its condition where is at, 309 West Main, at the City Commission meeting following August 31, 2006. The motion was seconded by Commissioner Hekel. Motion carried."
The motion was seconded by Commissioner Hekel. Motion carried.
ORDINANCE NO. G-2730 ADOPTED
AN ORDINANCE AUTHORIZING SUNDAY SALES OF ALCOHOLIC LIQUOR AND CEREAL MALT BEVERAGE IN THE ORIGINAL PACKAGE WITHIN THE CITY OF ANTHONY.
Mayor Hatfield made the motion to adopt Ordinance No. G-2730. The motion was seconded by Commissioner Hekel. Motion carried 4-1, Commissioner Koeppen voting no.
LEASE/PURCHASE WITH FIRST NATIONAL BANK
Mayor Hatfield made the motion that the City approve the Lease/Purchase Agreement between the City of Anthony and the First National Bank of Anthony for 2006 Altec IHC digger truck for $169,788.50. The motion was seconded by Commissioner Hekel. Motion carried. Commissioner Williams abstained from voting because of his association with First National Bank.
CHIEF OF POLICE REPORT / IN-SERVICE TRAINING /
OFFICER SCHULTZ AND RAMBO TO ATTICA AND HARPER / COURT FEES /
GOLF CARTS / SERGEANT MOORE IS BACK
Chief of Police Blevins reported he had attended in-service class in Wichita covering Police suicide. It was informative training. Officer Schultz and Rambo went to Attica Library and the Lighthouse at Harper for presentations to children in summer class.
On July 1 each Municipal Court shall be assessed an additional $10.00 Court fee by the State. There was discussion on increasing the City Municipal Court fees by $10.00. The total fee is $40.00 now. City Attorney and Judge Befort feel the increase is justified. Court fees are $55.00 at Harper, Attica and Kingman. They are to increase July 1. Chief will contact them to find out what they will increase to.
Use of golf carts at the Lake for the Fourth of July event was discussed. They will be allowed for law enforcement and Fourth of July Committee members.
Sergeant Moore is back to work.
CITY SUPERINTENDENT'S REPORT / SIDEWALK AT MUNICIPAL HALL /
AIR CONDITIONING PROJECT NEARLY FINISHED /
AIRPORT PROJECTS PROGRESSING / SEWER LIFT STATION / TRUCK BIDS /
ANNEXATION / CHLORINE SYSTEM / STREET GUTTER MAINTENANCE PLAN
City Superintendent Sechler reported that the contractors for Municipal Hall sidewalks have started this morning. Air conditioning project is all but finished at Municipal Hall. The Airport taxiway and drainage projects are progressing. The contractor started on Sewer Lift Station by the mortuary. Bids for F-650 truck will be opened next week.
He will get annexation information from EBH to the Commission.
New Pool chlorine system is working so much better compared to old one. Some tile needs to be replaced at the Pool. May want to look at new Pool maintenance vendor.
Need to develop a street gutter maintenance program for the City.
CITY CLERK/ADMINISTRATOR'S REPORT / TAX MONEY / TAXI FUNDING /
LAND LEASES DUE / NO JULY 3 HOLIDAY
City Clerk/Administrator Heidrick reported that the City received $244,909.85 in tax money from the County Treasurer. Application for FY2007 for funding has been approved for the Kansas Department of Transportation. The next district transit meeting will be in Anthony, June 21, at 10:00 A.M., at Kanza Bank.
There are couple of land leases rent that are long overdue.
The City Commissioners were in agreement not to declare July 3 a holiday.
WESTERN FARMERS/ALFALFA ELECTRIC COOPERATIVES AGREEMENT
Mark Faulkenberry, Western Farmers Electric Cooperative, presented a new interchange agreement proposal between Western Farmers Electric Cooperative, Alfalfa Electric Cooperative and the City of Anthony. Max Ott of Alfalfa Electric Cooperative was present for the discussion. The City Attorney has reviewed the agreement along with City Superintendent Sechler and Larry Berry, Power Plant Superintendent. City Commission will review the agreement and it will be put on the agenda for the June 26 meeting.
Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hekel. Motion carried.
