The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Dickey, and Williams. Absent: None. Also present were Angie Hartman, Assistant City Clerk; Grant K. Sechler Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican;, J.D. Rhea, Gary Bohnert, Jim Forsyth and Donna Crowe.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE AND 6/26 CITY PAYROLL APPROVED

Claim Ordinance #5494 making appropriations for the payments of certain claims against the City of Anthony in the sum of $160,672.64 for appropriation ordinance and 6/26 City Payroll for $48,465.23 were presented and on motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance and 6/26 City Payroll were unanimously approved and claims ordered paid.

STREET DEPARTMENT REPORT

J.D. Rhea, Street Department Head, reported the storm damage is just about cleaned up. They are mowing, patching holes and getting ready for the Fourth of July. Commissioner Williams mentioned where the Second Lake Road and Lake Shore Drive meet needs mowed and the road is washed out. Commissioner Hekel requested for a tree at Main and North Franklin be trimmed. Tree rings and bicycle racks downtown will be scheduled in to finish the project.

ORDINANCE NO. S-185 ADOPTED

A SPECIAL ORDINANCE PROVIDING FOR CONSUMPTION OF CEREAL MALT BEVERAGE AT THE ANTHONY CITY PARKING LOT NEXT TO IDLE HOUR, FRIDAY, JULY 13, 2007.

Mayor Hatfield made the motion that the City adopt Ordinance No.

S-185. The motion was seconded by Commissioner Hammersmith. Motion carried.

RESOLUTION NO. 686 ADOPTED

A RESOLUTION AUTHORIZING THE GOVERNING BODY OF THE CITY TO FIX A TIME AND PLACE AT WHICH THE OWNER, THE OWNERS AGENT, ANY LIENHOLDER OF RECORD AND ANY OCCUPANT OF THE STRUCTURE MAY APPEAR AND SHOW CAUSE WHY THE STRUCTURE SHOULD NOT BE CONDEMNED AND ORDERED REPAIRED OR DEMOLISHED AS AUTHORIZED BY ARTICLE 5 OF CHAPTER VII OF THE CITY OF ANTHONY CITY CODE, referring to Lots Seventeen (17), Eighteen (18), Nineteen (19), Twenty (20), Twenty-One (21) and Twenty-Two (22) in Block Thirty (30) in the City of Anthony, Harper County Kansas – 611 East Main, Owner of Record being Melvin Delane Cousins, c/o Phil Unruh, atty.

Commissioner Williams made the motion to adopt Resolution No. 686. The motion was seconded by Commissioner Hekel. Motion carried.

EXECUTIVE SESSION

Mayor Hatfield made the motion that the City Commission go into executive session for 15 minutes for consultation with an attorney on matters that would be deemed privileged in an attorney-client relationship. The motion was seconded by Commissioner Hekel. Motion carried. At 8:45 A.M. the City Commission room was cleared with the City Superintendent, Assistant City Clerk, Jim Forsyth, and Donna Crowe remaining. At 9:00 A.M., the Mayor called the meeting back into regular session. No decisions were made.

RESOLUTION NO. 683 / GARY BOHNERT

Police Chief Blevins reported that Gary Bohnert has started working on 201 North Jefferson. He has boarded up the windows, removed shrubs and trees and fixed one-half of the roof. Gary has limited income but intends to continue and finish the work.

Commissioner Williams made the motion to dismiss the hearing. The motion was seconded by Commissioner Dickey. Motion carried.

CHIEF OF POLICE REPORT

Chief of Police Blevins reported that he talked to Wayne Berntsen of Triple B Construction and he has ordered the material for the garage. They still plan to start in mid July. The County Attorney has purchased a couple of cameras for the interview rooms. They are getting ready for the Fourth of July. Mayor Hatfield asked that a letter be drafted for the Commission to sign thanking the County Attorney.

CITY SUPERINTENDENT'S REPORT

Larry Berry, Steve Wilkinson, Commissioner Hekel and Superintendent Sechler met with Western Farmers and Alfalfa Electric. They discussed the current and future demand the electric industry requires. Also, the future wants and needs of the City of Anthony and the importance of the City to be able to carry their own system load. The transmission grid is becoming heavily overloaded. The Commission said to get a consultant and start planning.

The Water Department relocated the water main and fire hydrant at the K-2/K-44 intersection. This was needed for the construction which is to start mid July.

After reviewing the application for the K-44 Geometric Project, Commissioner Williams made the motion to approve and sign the application for the K-44 Geometric Project with the State of Kansas. The motion was seconded by Commissioner Dickey. Motion carried.

Superintendent Sechler met with Donna Crowe and Brad Giesen at the ball fields to measure the walking paths and parking areas. He is hoping to have cost estimates before he leaves for vacation.

He has talked with the Department Heads on the budget. He hopes to have the wants and cost estimates in the packets for the July 16 meeting.

Superintendent Sechler has checked on the deadline for the retainage ponds at the lake. They understand it has been raining and have no problem extending the time.

He will be on vacation from June 26th thru July 2nd.

COMMISSIONERS COMMENTS

Mayor Hatfield asked Superintendent Sechler about the brown outs. Last week a guy wire was hit. Storms in Oklahoma have been a problem. The Mayor asked about the charges for some sidewalk repair. The weeds are overgrown at the pole piles. Urinals at the Lake will be installed this week. Was discussed if the City wanted to go ahead and give total operation of the taxi to the County. Commissioner Williams said at this point no and make sure the services are the same. The auditors will be at the July 2nd meeting to give the 2006 Audit Report. Mayor Hatfield read a letter about safety concerns at the Lake from Larry and Mary Robb. Discussed purchasing a fogger and sprayer. Will be getting prices.

Commissioner Williams made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hammersmith. Motion carried.
