The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Dickey, and Williams. Absent: None. Also present were Donald F. Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; Terry Stark, Donna Crowe, Jeff Miller, Alan Luttrell, and Steve Wilkinson.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCES AND 5/29 CITY PAYROLL APPROVED

Claim Ordinance #5490 and #5491 making appropriations for the payments of certain claims against the City of Anthony in the sum of $109,743.17 and $57,241.98 respectively for appropriation ordinances and 5/29 City Payroll for $45,573.89 were presented and on motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinances and 5/29 City Payroll were unanimously approved and claims ordered paid.

ELECTRIC DISTRIBUTION DEPARTMENT REPORT

Steve Wilkinson reported on the Electric Distribution Department. Electrical work has been done at the Gun Club. Electrical work complete at Lake Bathhouse for heater. Fire siren box at dispatch moved. Pole hit at Mark Fisher's.

Working on getting new transformer placed at Prairie Belting. Three poles need to be replaced yet from storm. Discussed the communication problems with power down. Their radios were out. The repeater was down. May need to think about a generator. He is also concerned about communication to public about the danger of downed power lines. An ad for paper would be good.

Discussed about keeping dispatch informed about dangers of downed power lines.

METHODIST CHURCH PRAYER SERVICE

Jeff Miller, Minister of Methodist Church, said they would like to have an 8:30 A.M. Sunday Worship Service at the Lake at one of the shelter houses, knowing the shelter house cannot be reserved. The Commission said this was good and o.k.

FOOTBALL FIELD PURCHASE

After discussion Commissioner Williams made the motion that the City purchase the old Anthony football field from Unified School District 361 and enter into a lease for the same property. The motion was seconded by Commissioner Hekel. Motion carried.

ORDINANCE NO. S-184 ADOPTED

AN ORDINANCE GRANTING A FRANCHISE BY THE CITY OF ANTHONY, COUNTY OF HARPER, KANSAS TO ATMOS ENERGY CORPORATION, ITS SUCCESSORS AND ASSIGNS, THE RIGHT TO FURNISH, SELL AND DISTRIBUTE GAS TO THE CITY AND TO ALL PERSONS, BUSINESSES AND INDUSTRIES WITHIN THE CITY AND THE RIGHT TO ACQUIRE, CONSTRUCT, INSTALL, LOCATE, MAINTAIN, OPERATE AND EXTEND INTO, WITHIN AND THROUGH SAID CITY ALL FACILITIES REASONABLY NECESSARY TO FURNISH, SELL AND DISTRIBUTE GAS TO THE CITY AND TO ALL PERSONS, BUSINESSES AND INDUSTRIES WITHIN THE CITY AND IN THE TERRITORY ADJACENT THERETO AND THE RIGHT TO MAKE REASONABLE USE OF ALL STREETS AND OTHER PUBLIC PLACES AS MAY BE NECESSARY, AND FIXING THE TERMS AND CONDITIONS THEREOF.

Commissioner Williams made the motion that the City approve Franchise Ordinance No. S-184 with Atmos Energy Corporation. The motion was seconded by Commissioner Hekel. Motion carried 4-0-1 with Mayor Hatfield abstaining.

RESOLUTION NO. 685 ADOPTED

A RESOLUTION AUTHORIZING THE PUBLIC OFFICERS OR OTHER AGENTS OF THE CITY TO ABATE INOPERABLE VEHICLES AS AUTHORIZED BY ARTICLE 3 OF CHAPTER VII AND ABATE HEALTH NUISANCES AS AUTHORIZED BY ARTICLE 2 OF CHAPTER VII OF THE CITY OF ANTHONY CITY CODE, referring to Lot Six (6) in Block Seventy-Eight (78) in the City of Anthony, Kansas, Harper County, Kansas as shown by the recorded Plat thereof– 324 South Anthony, Owner of Record being Elsie M. Patterson c/o Elsie Derrick, Box 72, Wakita, OK 73771.

Mayor Hatfield made the motion to adopt Resolution No. 685. The motion was seconded by Commissioner Hammersmith. Motion carried.

WATER DEPARTMENT IMRPOVEMENTS STUDY

Alan Luttrell of EBH presented engineering services contract proposal for various Water Improvements that are needed for the City of Anthony, such as water storage, transmission line, water treatment and options and probable costs.

The Commission also discussed a new dock location for bulk water purchases and would like EBH study a new location.

Commissioner Hekel made the motion that the City approve the engineering services contract with Evans, Bierly, Hutchison and Associates, P.A. consulting engineer for a Water System Study for the City of Anthony, for a lump sum of $18,575. The motion was seconded by Commissioner Hammersmith. Motion carried.

Alan Luttrell discussed working with Donna Crowe for possible funding grants from Rural Development and CDBG programs. There is also a Water Revolving loan program from KDHE.
 

GORMAN RUPP REBUILD PUMPS

After discussion Commissioner Hekel made the motion that the City purchase and installation of two Gorman Rupp T4 Series pumps for the Wastewater Plant from Haynes Equipment, Olathe, KS for $7,469.00. The motion was seconded by Commissioner Dickey. Motion carried.

ILLEGAL METER / DOOR

City Superintendent Sechler reported that a pre-construction meeting for the K-2/K-44 Geometric Project, June 13, 2007 at 1:30 P.M., in the City Commission room.

Concrete will be laid for areas at Prairie Belting, Main Street and Third Street.

Was not able to demo all the skid loaders last week. Should have bids next week.

Street Crew will spend most of week cleaning up from storm.

A couple of wastewater testing requirements coming up for feces and ecoli.

He has had several discussions with FAA on their Electric upgrade for Vortex site west of Anthony. Hopefully everyone will be on same page.

They have been discussing with Western Farmers about getting started on Electric Contract for 2008.

The Garfield drainage washed out some more. He decided to meet with John McClure of the County about the County to help in the repair.

He reported on a stolen electric meter used by someone who was not supposed to have electricity. The City removed the illegal meter.

The door controls for the handicap is a good addition at Municipal Hall.

CHIEF OF POLICE REPORT / CREDIT CARD THEFT /

FIREWORKS SALES AT THE LAKE / RACE PROFILING / METH LAB / BURGLARY /

MOCK DISASTER DRILL / THEFTS INVESTIGATED

Chief of Police Blevins reported a stolen billfold was reported and the person's credit card was used at Dollar General. A search warrant for 310 South Franklin found most of the property. Drugs and drug paraphernalia were found also.

He had received an inquiry about the sale of fireworks at the Lake. The Fourth of July Committee was not in favor and neither is the Commission.

Officers completed racial profiling training.

Officer Schultz had investigated a burglary and identified the suspect who confessed. A stolen wedding ring was recovered.

Officer Hodson located a person connected with meth lab on South Madison. Marijuana was found during the interview.

Officers Schultz and Hodson worked a burglary theft of mini bikes.

The Police Department participated in the county-wide mock disaster drill at Chaparral on Friday.

CITY CLERK/ADMINISTRATOR'S REPORT / REVIEW OF CODE /

TRANSPORTATION MEETING / BUDGET SEMINAR /

VACATION / INDUSTRIAL DEVELOPMENT BOARD

City Clerk/Administrator Heidrick reported that he and Commissioner Williams were making a final review of the City Code Project.

He and Connie Shellhammer will meet Tuesday at 10:00 A.M., to discuss the merger of the taxi service with the Harper County Council on Aging Transportation Service.

He reported on the Municipal Budget Seminar on the 2008 Budget in Wichita.

He plans to take vacation time, June 21 and 22 and June 25 and 26.

Industrial Development Board should meet at 12 Noon at the Smokehouse for their monthly meeting.

HARPER COUNTY FOURTH OF JULY CELEBRATION

Mayor Hatfield made the motion that the City donate $1,000 to the Harper County Fourth of July Celebration at Anthony Lake. The motion was seconded by Commissioner Hammersmith. Motion carried.

Commissioner Williams made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
