The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Howard Hatfield presiding and the following Commissioners present: Dickey, Hammersmith and Williams. Absent: Hekel. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; Carl Schmidt, Mel and Patricia King, Merle Walker, Donna Crowe, and Jan Madsen.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE AND 6/10 PAYROLL WERE APPROVED
Claim Ordinance #5543 making appropriations for $128,340.61 for the payments of certain claims against the City of Anthony for appropriation ordinance and $49,585.60 for 6/10 Payroll were presented and on a motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance and payroll were unanimously approved and claims ordered paid.
WATER/WASTEWATER DEPARTMENT REPORT Terry Stark, Water/Wastewater Department Head gave a report on the activities of his Department. They are doing the annual sewer line cleaning; cleaned septic tanks, Power Plant House, Gun Club, and west side of Lake. They started removing trees at west side of Lake for the new septic tank and lateral field. Look at sewer camera and other scheduled maintenance for this week; mowing, Trimming, and General Maintenance. On the water side, finished installation of water main and services at Sunrise Addition. Cleaned pool and replaced pool drain valve, filled pool and put into service. Repaired broken water main on N. Springfield and repaired several leaky water meters. Finished installation of #3 Pump at ground storage tank. Still need to install chlorinator. Helped line crew to restore power after recent storms. Project at Power Plant needs to be done.
CHRISTIAN BOOK STORE
Carl Schmidt of the Christian Book Store said concrete would cost $425.00. For the railing, labor and materials, it would cost $1,611.29. City Commission discussed that City had done some improvements on South Anthony. There would be improvement of street right-a-way. Mayor Hatfield made a motion that the City pay for the concrete for $425.00 and do the labor to remove old concrete at Christian Book Store. The motion was seconded by Commissioner Williams. Motion carried. The Mayor said he may have a better plan for getting the railing completed, and will contact Carl Schmidt.
TRANSPORTATION ENHANCEMENT APPLICATION GRANT
Donna Crowe was present to explain the Transportation Enhancement Grant the City would receive from the Department of Transportation. It is for benches, decorative lighting, and trash receptacles for Memorial Park, for $13,219.95.
RECREATION
Donna Crowe also reported on the Recreation Commission meeting held last week. There were several parents at the meeting concerned about the hours of Pool operation. The Pool is short three lifeguards. They had started with six. Hopefully, they plan to change hours so more family swim time will be available after five o’clock. There was concern about unruly activity at the pool and hopefully this will be taken care of.
TREE LIMBS AT THE LAKE
Merle Walker asked about the City’s assistance for removing the very large tree limbs downed by the storm, on Lake Property leased by his sister. How it could be handled would be discussed. Mr. Walker said he had a name of a place in Mulvane that will saw mill trees. The city will check on it.
ORDINANCE REGARDING THE OPERATION OF WORK-SITE UTILITY VEHICLES IN THE CITY OF ANTHONY
The City Commission discussed a proposed Work-Site Utility Vehicle Ordinance. The City would need to adopt Ordinance to allow use of these Vehicles to be driven on the City Streets. Chief Blevins will check with Wichita about the use of fork lifts, lawn mowers, and back hoe tractors in Wichita and how it is governed. Jim Forsyth, City Attorney, will be asked to review Ordinance and the required regulations, before the City adopts on Ordinance.
AUTHORIZATION TO SIGN
Commissioner Williams made the motion that the City Clerk/Administrator be authorized to sign any and all document papers relating to Programs for the City of Anthony through the U.S.D.A. Farm Services Center. The motion was seconded by Commissioner Dickey. Motion carried.
APPLICATION FOR LICENSE TO RETAIL CEREAL MALT BEVERAGES
Commissioner Williams made the motion that the City approves the Anthony Fair Association Application for License to Retail Cereal Malt Beverage at the Anthony Fair Grounds. The motion was seconded by Commissioner Hammersmith. Motion carried.
WATER BILL
Jan Madsen, the mother of Dean Madsen, requested consideration for a high water bill of $735.79 at 218 N. Lawrence that was due to a water leak. The City Commission was in agreement to have the bill reduced to cover only the City expense to prepare water for distribution.
CHIEF OF POLICE REPORT/WEED NOTICES/ATTENDED COUNTY LAW ENFORCEMENT OFFICER’S MEETING/STORM DAMAGE/STOP LIGHTS/LOUISIANA LICENSE TAG VEHICLE
Chief Blevins reported they are continuing to serve weed notices. He attended the County Law Enforcement Officer’s Meeting. It was a good meeting, in which they discussed the effectiveness of the 911 Board. Commissioner Hammersmith asked if the 911 Board was still meeting. There was minor damage during the storms. Will check with Grant, regarding adjustment of stop lights for Harvest. Mayor Hatfield asked about a vehicle tagged with Louisiana license for some time now. He will check on this.
CITY SUPERINTENDENT REPORT/TREE DAMAGE FROM THE STORMS/27 POLES BROKEN OFF/MUTUAL AID COMES/THANKS TO ALL/SUNRISE ADDITION/FISHING PIER NEEDS TO BE DESIGNED/PLANNING COMMISSION NOT NEEDED/LAKE SURVEY
City Superintendent Sechler reported there was a lot of tree damage in the City and at the Lake due to the storms. There were 27 poles broke off from Thursday’s storm. Sterling, Larned, Hugoton, and Ellinwood came to help. All poles were replaced by 9:30p.m., on Friday. A big Thanks to City Employees and the Mutual Aid Cities. Thanks to Bryon Ridlen who provided a generator for tower and thanks to Harper County Dispatch for help. Power Plant generated after loss of power because a pole feeding a sub station was lost. Street to Sunrise Addition is complete except for dead end signage. City crew will be working most of this week cleaning up from storm damage. Tom Phillips said that if owner of Christian Book Store is trying to comply with Federal Regulations for the A.D.A. Ramp, then there is no need to check with Planning Commission. City Commission could make decision.
COMMISSIONERS REQUEST
The Mayor asked about the handicap fish pier. It needs to be designed and finished by October. Discussed checking on cost to survey new sites for Lake and other lease lots. 90 sq ft needed for private sewer system.
JIM GATES LETTER – OPPOSITION TO LAKE SEWER SYSTEM HOOK-UP
Jim Gates sent a letter opposing the need to hook up to the sewer system approved for the Lake. He does not want to pay anymore for septic system. He has one of his own costing $7,000.00. Superintendent Sechler will contact him.
APPRECIATION
Mayor Hatfield expressed appreciation for the work being done by the City crews after the storm. Brad Miller also should be commended for his action after finding Doris Puls had fallen in her back yard. Mayor read notes of appreciation from the Walker/Farmer Wedding families, and the Freeport Grade School Reunion Committee, to the City and Brad Carmichael for the making of their events a success.
AMEND JUNE 9 MEETING
Commissioner Williams made a motion that the June 9, City Commission Meeting Minutes be amended to state that payments for the new Lake sewer systems would be mandatory and there would be a $5.00 monthly charge if a hook-up is made on the system. A motion was seconded by Commissioner Dickey. Motion carried.
CITY CLERK/ADMINISTRATOR REPORT/2009 BUDGET/WEST ACRES MEETING
City Clerk/Administrator reported the 2009 Budget Seminar was usual. Went over legislation. There were some changes in the State Budget Form for Cities. We need to be discussing items for the 2009 Budget. He and Commissioner Williams attended the meeting on West Acres, U.S.D.A. Rural Development, Interfaith Housing, and the Anthony Housing Authority. They are progressing with the change over. It could be ninety days yet before change over is made.
2009 BUDGET
City Commission discussed about having Department Heads in to discuss the 2009 Budget. Beginning June 16th, the Recreation Commission, Municipal Hall Events, and other City Committees need to present request lists.
STORM WARNINGS
There was extensive discussion about the procedure and policy for Storm/Tornado Warnings for Lake and City. Need to update sirens. Certified storm shelters need to be listed. Information needs to be in the newspaper.
Commissioner Williams made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
