The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Dickey, Hammersmith and Williams. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; Jay D. Rhea, Kenny Hodson, Kathy Francis, Bette Berry, John Berry, Terry Stark, Larry Berry, Steve Wilkinson, Jewell Hall, Jim Forsyth and Debbie Hatfield.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE APPROVED

Claim Ordinance #5530 making appropriation for $144,971.43 for the payments of certain claims against the City of Anthony for appropriation ordinance was presented and on a motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance was unanimously approved and claims ordered paid.

STREET DEPARTMENT REPORT

J.D. Rhea, Street Department Head gave a report on the activities of the Street Department.

They finished cutting trees, about 30 trees and will need to remove stumps for about 60 trees.

They helped with concrete in front of the new Fire Station.

They helped Electric Crew with damage south of town.

They are grading roads and will patch pot holes.

PEO REQUEST FOR MUNICIPAL HALL WAIVER OF FEE

Kathy Francis of PEO requested waiver of fees for Municipal Hall rental for a Spring Style Show sponsored with K-Lanes. It will be a benefit for Friendship Meals.

Commissioner Williams made a motion that the City wave the Municipal Hall Rental Fee for the PEO Benefit Style Show which will be for Friendship Meals on April 17th. The motion was seconded by Commissioner Hekel. Motion carried.

APPROVE DOWNTOWN REVITALIZATION PROGAM PROJECT

Commissioner Williams made the motion that the City approves the recommendation of the Downtown Revitalization Committee to loan J-Mac Flowers $10,194.00 for roof work they plan to do on their building. The motion was seconded by Commissioner Hekel. Motion carried.

CHIEF OF POLICE REPORT/ ATTENDED KS. INTELLIGENCE ASSOCIATION/

TRAINING FROM KBI – USE OF DNA/ POINT OF DISTRIBUTION/

CAR STOP/ THEFT CASE/ TRUCK SPEED

Chief Blevins reported that he had attended a Kansas Intelligence Association meeting in Pratt.

Received training from KBI on the use of DNA with missing and unidentified persons.

Participated in Point of Distribution exercise held by the Harper County Emergency Management.

Officer Schultz and Rambo assisted KHP on car stop at the K-2/K-160 junction. Alerts but nothing found.

Working theft cases on N. Santa Fe and N. Penn.

Chief Blevins reported on Kenneth Banks who has been sentenced 60 months for Aggravated indecent liberties with a child. Officer Hodson put a lot of effort in this case.

The Mayor asked about the excessive speed of trucks on South Jennings. Chief will monitor the situation.

CITY SUPERINTENDENT REPORT/ GARFIELD STREET/

FIRE DEPT. BUILDING ROOF/ MEETING WITH V.O.R./ TRANSFORMERS/

HEAT EXCHANGER GENERATOR #2/ REPLACED 20 POLES/

BEDS FOR TRUCKS/ MOWER

Superintendent Sechler reported that he met with Jay Newton, Interim Harper County Administrator to discuss Garfield Street. He will recommend to County Commission that with the City paying for material and County could dig and install pipe.

He and Officer Hodson met with Burke Roofing on the Fire Department roof. He is to price a couple of different options.

He and Steve Wilkinson met with FAA at V.O.R. west of town to discuss electric service upgrades.

Having problem yet with heat exchanger on #2 generator. Larry Berry is to get a price on a new one.

The storm on Sunday broke off 20 power poles on the Oklahoma feed line. Received assistance from Wellington, Pratt, Hoisington and Sterling. The Power Plant generated from Sunday evening to around 6:30 p.m. on Monday when all power poles were replaced. Thanks to all who helped with replacing the poles and Power Plant for 24 hours of generating abilities. Six or seven other poles were broken in this storm.

Mayor asked about bids for trucks and mower.

Will price stump removal attachment and cost of renting both bobcat and attachment.

TRANSFORMER BIDS

Commissioner Hekel made the motion that the City accept the low bid from T & R Electric for a 3 phase Pad Mount 45 KVA transformer for $4,342.00. The motion was seconded by Mayor Hatfield. Motion carried.

Commissioner Hekel made a motion that the City accept the low bid from Solomon Corporation for 37.5 KVA Single Phase Pole mount reconditioned transformer for $645.00. The motion was seconded by Commissioner Hammersmith. Motion carried.

Commissioner Hekel made the motion that the City accept the low bid from Solomon Corporation for a reconditioned 100 KVA Single phase Pole mount Transformer for $1,390.00. The motion was seconded by Commissioner Hammersmith. Motion carried.

LETTER OF THANKS

Mayor made a request that a letter of thanks be sent to each city that assisted Anthony with replacing the power poles broken by the storm and have the Commission each sign the letters. Also relay to all the City crews for working together.

GARFIELD PROJECT

Mayor Hatfield made the motion that the City purchase material for the Garfield Street Project for $9,400.00. The motion was seconded by Commissioner Dickey. Motion carried.

CITY CLERK/ADMINISTRATOR REPORT/ INTEREST RATES DOWN/

GROUP BENEFIT SPECIALISTS/ EDWARD JONES INVESTMENTS CALLED

City Clerk/Administrator reported saving interest rates continue to go down.

The Group Benefit Specialists requested three option plan with higher deductible from Blue Cross/Blue Shield with idea of buying down the deductible with revenue saved from reduced premium through Health Reimbursement Arrangement Plan.

All Edward Jones Investments have been called. We never received an opinion from the Attorney Generals Office.

ORDER – PROUSE PROPERTY

Officer Hodson presented Order for the City Commission to consider.

After reading the Order, Mayor Hatfield made the motion that the Order be delivered to Larry L. Prouse and Peggy J. Prouse owners of the property located NW corner of Hays and Lawrence St for the health nuisance abatement of the property. The motion was seconded by Commissioner Hekel. Motion carried.

Officer Hodson asked about the action to be taken regarding the condition of the Old High School. He will send a letter.

FIRE DEPARTMENT

Fire Chief Hodson reported a roof leak was discovered in the Fire Station Building. This will be reported to Burke Roofing.

BURNSITE KEYS

Commissioner Dickey asked about the key policy and fee for the City burnsite. He believes that a fee should be charged to all or no charge for all. Commissioner Hekel and Mayor Hatfield read their proposals for use of key and access to burnsite. After much discussion, proposal will be finalized for approval.

APPROPRIATION PLAQUE FOR BETTE BERRY – 27 YEARS

The City Commission recessed for the presentation of plaque in appreciation of 27 years of service to Bette Berry by the Mayor. After the presentation and comments, cake was served.

FUEL BIDS

Commissioner Hekel read bid proposals for 15,000 gallons of No. 2 diesel fuel from Anthony Farmers Oil for $3.24 per gallon and from Anthony Cooperative for $3.395 per gallon for the Power Plant.

Commissioner Hekel made a motion that the City approve the bid proposal from Anthony Farmers Oil for 15,000 gallons of No. 2 diesel fuel for $3.24 per gallon for the Power Plant. The motion was seconded by Commissioner Dickey. Motion carried.

OPEN BURN PERIOD REQUEST

Several people had asked the Mayor about having an open burn period. It is at the discretion of the City Commission with approval of the Fire Chief. Commissioners discussed that it was too dry at this time

Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
