The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Dickey, Hammersmith and Williams. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; Steve Wilkinson, Sandra Walker, Darryl Fye, Jeff Bagnell, Ron Poor, and Bruce Schneider.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE

Claim Ordinance #5583 making appropriation for $229,806.89 for the payments of certain claims against the City of Anthony for appropriation ordinance was presented and on a motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance was unanimously approved and claims ordered paid.

ELECTRIC DISTRIBUTION DEPARTMENT REPORT

Steve Wilkinson, Electric Distribution Department head reported they set 2 poles to transfer lines to Wheatland poles that were down on Spring Blacktop.

Straightened 6 – 3 phase, West of town from earlier storm, rebuilt service for Carothers, 3.5 miles East of town. Started on the Hospital’s new service and new lights for the Tennis Courts.

He attended the Alternative Energy Meeting. They are finishing projects and keeping up with work orders.

Went to a Construction Meeting at McPherson.

COUNTY NEIGHBORHOOD REVITALIZATION PROGRAM

The City received a letter from the County Commission about Re-authorization of a County Neighborhood Revitalization Plan. They would like input from the various tax entities. Areas need to be identified. Suggested changes will be addressed. A general meeting to discuss plan will be held. The City Commission thought it would be good to have I. D. Creech, County Administrator come to discuss the proposal. The I. D. Board and Planning Commission will be contacted.

TRANSIENT GUEST TAX COMMITTEE RECOMMENDATION

Ron Poor, Chairperson for the Anthony Transient Guest Tax Committee reported the Committee is recommending the $3,900 funding of the $5,000 requested from the Sunflower Balloon fest Committee for the Balloon Fest which would help to fund the following: Inflatable’s - $500; F-4 Simulator - $500; Asphalt Cowboys - $1500; and Advertising - $1400. Videographer for $400 to video the event for showing off the City in the future was not recommended.

Commissioner Hammersmith made the motion that the City approves the recommendation for the Transient Guest Tax Committee, to have the Transient Guest Fund be used to fund $3,900 for the designated activities of the Balloon Fest. The motion was seconded by Commissioner Hekel. Motion carried.

CITY WIDE CLEAN-UP

After discussion, the Commission was in agreement to seek proposals for a City-wide clean up.

CHIEF OF POLICE REPORT/LAW ENFORCEMENT MEETING/COUNTERFEIT BILL/GRASS – WEED COMPLAINTS/IMPOUNDED VEHICLES

Police Chief Blevins reported a Law Enforcement Meeting was held and information was exchanged. Another $20 counterfeit bill was found. Will start to monitor grass/weed complaints.

Need to have an auction for impounded vehicles and clean-up lot.

CITY SUPERINTENDENT REPORT/LAKE DAM/WASTEWATER PROJECTS/POLES AT NORTH TENNIS COURTS/ALTERNATIVE ENERGY MEETING/LAKE BUDGET/STREET VACATE/SUMMER HELP/K-44 NOT PICKED

City Superintendent Sechler reported that the State had inspected the Lake Dam.

He spoke to EBH about Wastewater projects. They will provide the maps at the Rural Water Conference.

The Water Department completed one section of laterals at the Lake and installed the pump at the Power Plant house.

Repaired Sewer main in alley by North Tennis Courts. There has been some illegal dumping at the Burn-site. Police Department is investigating.

The Electric Department installed 2 light poles at the North Tennis Courts. He attended the Alternative Energy Meeting on Thursday. Street Department repaired some spots at Bridge on Gun Club Road and cut limbs at Forest Park Cemetery.

Rita Gates was in asking about vacating part of 2nd Street and maybe the alley. He will check on the property alleyway access for utilities.

The Commission was in agreement to hire summer help for Park, Street and Lake. It has been budgeted.

Discussed the sidewalk and Water meter location at the Housing.

K-44 Project was not picked for the Stimulus Recovery Grant Program.

The Mayor noticed potholes in the blacktop on North Springfield.

PUBLIC HEARING – 520 SOUTH VERMONT

Mayor Hatfield opened the Public Hearing at 9:30 regarding Order to abate a Health Nuisance. Sandra Walker was present to discuss the problem of who was owner of half the property at 502 South Vermont. Supposedly, half of the property had been sold to Floyd Shelton, by her brother but not recorded to certify ownership. She could petition to divide property. Court would decide. The Commission extended time for clean-up until May 4th. Sandra Walker is to keep Officer Hodson informed. Regular meeting was called back into regular session by the Mayor.

EXECUTIVE SESSION

Commissioner Williams made the motion that the City go in Executive Session for 10 minutes for discussion prior to acquisition of real estate. Commissioner Hammersmith seconded. Motion carried.

At 10:05 a.m., the City Commission room was cleared with the City Superintendent, City Clerk/Administrator and Chief of Police remaining. At 10:15 a.m., the meeting was called back into regular session. No decisions were made.

911 ADDRESSING

Bruce Schneider of R & S Digital was present to discuss 911 addressing for Harper County. Maps had been processed for the County. The Commission believed the Lake addressing should be left as is. They have several locations outside of the Lake not given numbers. City Superintendent and Chief of Police will work with Bruce Schneider.

CITY CLERK/ADMINISTRATOR REPORT/I. D. BOARD MEETING/TRANSPORTATION MEETING/ACCC BOARD MEETING/EMPLOYEE INSURANCE MEETING

Industrial Development Board will have a special meeting Monday at noon at the Smokehouse. Request for business expansion assistance.

He will attend the Transportation District Meeting for the Taxi in Hutchinson on Wednesday.

He attended the Anthony Community Care Center Meeting on Thursday.

Employee Health Insurance Meeting went well. Low attendance.

LIBRARY BOARD APPOINTMENTS

Commissioner Hekel made the motion that J. D. Hays be appointed to the Anthony Public Library Board for a four year term as recommended by the Anthony Public Library Board. The motion was seconded by Commissioner Hammersmith. Motion carried 4-1, Commissioner Williams voting no. He believes more names should be submitted.

Commissioner Hammersmith made the motion that the City Commission appoints Mary Jo Hodson to the Anthony Public Library Board for a four year term to fill the position vacated by Betty Newton as recommended by the Anthony Public Library Board. The motion was seconded by Commissioner Dickey. Motion carried 4-1, Commissioner Williams voting no.

Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Williams. Motion carried.
