The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Koeppen, and Williams. Absent: None. Also present were Angie Hartman, Assistant City Clerk; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; Steve Wilkinson, Ron Poor, and Kenny Hodson.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCES AND 3/20 CITY PAYROLL APPROVED

Claim Ordinance #5481 making appropriations for the payments of certain claims against the City of Anthony in the sum of $252,667.90 and Ordinance #5482 for payments of $322,385.72 for appropriation ordinance and 3/20 City Payroll for $39,278.29 were presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinances and 3/20 City Payroll were unanimously approved and claims ordered paid.

ELECTRIC DISTRIBUTION REPORT

Steve Wilkinson, Electric Distribution Department Head, reported on the Prairie Belting project. They are adding a new machine that will add extra load to the system.

Chris Schurle, Brad Miller and Steve will be attending the Meterman Conference in Wichita thru Wednesday. Has gotten prices for the heater in the bathroom at the Lake. Need to look at lighting for there and also in the bathroom at Memorial Park. An insulator was hit by lightning by Innis Crofts and had to replace the pole.

RON POOR / TRANSIENT GUEST TAX

Ron Poor, Chairman of the Transient Guest Tax Committee, was present with a request from the Anthony Chamber of Commerce Retail Committee of $1,200 for added family entertainment on the evening of

May 12 during the Sunflower Balloon Fest. Entertaining all ages will be 'Poppin Penelope' strolling through the crowd performing magic, making balloons and concluding with her 45-minute comedy magic show.

Commissioner Hammersmith made the motion to allow $1,200 from the Transient Guest Tax to the Anthony Chamber of Commerce Retail Committee for 'Poppin Penelope' during the Sunflower Balloon Fest. The motion was seconded by Commissioner Hekel. Motion carried.

WAYNE DENNIS REQUESTS

The Wayne Dennis Committee presented the following funding recommendations:

Anthony Recreation- $2,522.50 for backstop pads and two announcers stands.

911 Committee- $550.00 for replacement flags at Memorial Park.

Mayor Hatfield- $1,900.00 for an automatic opening door for the east side of the Municipal Hall.

Commissioner Williams made the motion to approve the Wayne Dennis Committee's recommendations totaling $4,972.50. The motion was seconded by Commissioner Koeppen. Motion carried.

RESOLUTION NO. 674 ADOPTED

A RESOLUTION AUTHORIZING THE GOVERNING BODY OF THE CITY TO FIX A TIME AND PLACE AT WHICH THE OWNER, THE OWNERS AGENT, ANY LIENHOLDER OF RECORDS AND ANY OCCUPANT OF THE STRUCTURE MAY APPEAR AND SHOW CAUSE WHY THE STRUCTURE SHOULD NOT BE CONDEMNED AND ORDERED REPAIRED OR DEMOLISHED AS AUTHORIZED BY ARTICLE 5 OF CHAPTER VII OF THE CITY OF ANTHONY CITY CODE, referring to Lot 13 in Block 32 in the City of Anthony, Kansas, Harper County, Kansas – 401 E. Main, Owner of Record being Scott Coyle and Kelly Coyle.

Public Hearing to be May 7, 2007, at 9:00 A.M., in the City Commission room at the City Building, 124 South Bluff in Anthony, KS.

Commissioner Hekel made the motion to adopt Resolution No. 674. The motion was seconded by Commissioner Williams. Motion carried.

BLUE CROSS BLUE SHIELD APPROVAL

Commissioner Williams made the motion to approve the Comprehensive Blue Cross Blue Shield Major Medical and Dental Plan and Advance Life Insurance. The motion was seconded by Commissioner Hekel. Motion carried.

CHIEF OF POLICE REPORT

Chief of Police Blevins reported Officer Schultz checked the lockers at Harper and Chaparral with Rambo. There was one alert at Harper and five at Chaparral. Notices have been delivered to the parents. Nothing was found in the lockers.

He attended a Multidisciplinary Team meeting.

Officer Schultz stopped a vehicle and made three arrests for minor in possession and consumption of liquor. Charges have been filed.

Attended a Drug Endangered Children Task Force meeting. There is a county-wide grant the Sheriff is looking at.

The AARP Driving Safety Class was attended by ten people.

Officer Houston responded to a domestic disturbance in the 500 block of South Kansas. He made an arrest for domestic battery and criminal damage to property.

KENNY HODSON / FIRE HOSE

Fire Chief Kenny Hodson had the following bids for 1,000 ft. of 5-inch fire hose.

Weiss Fire & Safety: 50 ft. sections, $6,680.

100 ft. sections, $5,500.

Emergency Fire: 50 ft. sections, $7,740.

100 ft. sections, $5,900.

Chief Hodson will get a firm price on the freight from Weiss Fire & Safety. He will present again next week.

CITY SUPERINTENDENT'S REPORT

City Superintendent Sechler reported it is time for appointments to the KMEA Board of Directors. Commissioner Hekel made the motion to re-appoint Grant Sechler as Director #1 and Larry Berry as Alternate. The motion was seconded by Commissioner Hammersmith. Motion carried.

The contractors should start on the Gun Club roof next week.

Superintendent Sechler is getting bids for a 1500 KVA transformer for Prairie Belting. He has a bid for a new unit with a 3 year warranty for $25,750 and a bid for a reconditioned unit with a 2 year warranty for $23,500. Commissioner Hekel made the motion to allow Superintendent Sechler to spend up to $25,750 on a 1500 KVA transformer. The motion was seconded by Commissioner Hammersmith. Motion carried.

The new dump truck is finished and back in Anthony. He reported a very nice installation.

The grader is broke down but should be back in commission this week.

Commissioner Hekel and Superintendent Sechler will be attending the Annual Rural Water Conference this week. Terry Stark will attend on Wednesday and Bob Lee on Thursday.

The contract for the gas agreement is tabled until next week.

Hodson and Sechler met with a company interested in the demolition of the Frazier Building.

Superintendent Sechler will have an interview for the Street position on Friday.

COMMISSIONERS COMMENTS

Commissioner Hekel mentioned the West Gun Club door needs looked at.

Commissioners Hammersmith and Hekel were approached by a fuel dealer and customer about the fuel adjustment. He sees no drop in fuel rates. He thought people would accept raising rates and lowering the fuel adjustment would make customers feel better.

Commissioner Koeppen asked Grant how many employees the Street Department was short. Reported that Oak Street is full of pot holes.

The steel at Anderson's Welding needs to be put inside.

The intersection at South LL&G and Washington needs drainage work.

The old car taken from the North Franklin demolition needs to be inside somewhere.

Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Koeppen. Motion carried.
