The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Dickey, Hammersmith and Williams. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; John Blevins, Chief of Police; Jennifer Fox of the Anthony Republican; Terry Stark, Kenny Hodson, Wanda Hess, Major Weiss, Ralph Cousins, Katelin Cousins and Kirk Kimble.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE AND 03/04 CITY PAYROLL APPROVED

Claim Ordinance #5529 making appropriation for $113,850.32 and 03/04 Payroll for $44,660.71 for the payments of certain claims against the City of Anthony for appropriation ordinance and pay ordinance were presented and on a motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance and payroll were unanimously approved and claims ordered paid.

WATER/WASTEWATER DEPARTMENT REPORT

Terry Stark, Water/Wastewater Department Head gave a report on the activities of the Water/Wastewater Department.

They demoed a sewer camera from Utility Maintenance. They discovered a section of pipe that had collapsed but still have a small section to repair that has settled. They also cleaned and viewed several other lines that they had problems with in the past.

They met with EBH reviewing specs of the barscreen cleaner for sewer plant and replacement of Garfield lift station.

Repaired another leak on the 10” line to the Power Plant.

Installed new water service to Visions Addition. Installed new water service to trailer park on S. Santa Fe. Patched several leaky water meters.

Helped Larry Berry and Street Dept. pour new gutter valley at Fire Station

Received material for Power Plant water line.

Discussed getting quote for a different camera for sewer. $20,000 to $30,000 and cost of regular water meter versus remote read meters. Will check at Water Conference.

Discussed relocating bulk water sale location. EBH had worked up a plan. Will discuss this further. Coop is interested in an improved location.

REQUEST TO HAVE MUNICIPAL HALL OPEN

Mayor Hatfield said there was a request to have the Municipal Hall open Saturday afternoon to play pool. No problem with Police Department. The City Commission could not see any problem.

CONTINUING HEARINGS FOR DANGEROUS STRUCTURE – 611 E. MAIN

Katelin Cousins was present to request extension to abate dangerous structure on her property at 611 E. Main. Officer Hodson reported no progress made even with good weather and property needs to be cleaned up better. Several inoperable vehicles are on the property. After discussion, Mayor Hatfield made a motion that the City extend time to abate dangerous structure owned by Katelin Cousins at 611 E. Main to March 17, 2008. The motion was seconded by Commissioner Hekel. Motion carried.

BALLON FEST SPONSOR

Commissioner Hekel made a motion that the City be a Regular Sponsor for the Annual Balloon Fest for $250.00. The motion was seconded by Commissioner Hammersmith. Motion carried.

AMUSEMENT DEVICES

There was some discussion regarding what is an Amusement Device and what was not. It was decided no change was necessary for the City Code.

FIRE REPORT

Fire Chief Hodson reported on a structure fire near Corwin and a grass fire on North 2nd started by 5 & 6 year olds with a lighter.

Started to put up metal for Fire Department new building. Aerial passed test.

CONTINUOUS DANGEROUS STRUCTURE HEARING FOR 301 S. BLUFF

Major Weiss reported that electric was brought up to code for 301 S. Bluff. Getting water up to code. Took down old shed. Rock needs to be removed. Major Weiss introduced Wanda Hess, new owner.

Officer Hodson said the notice for dangerous structure follows to new owner. Officer Hodson gave dangerous structure notice to Wanda Hess. Major Weiss requested an extension of time for Ms. Hess to abate the dangerous structure. Commissioners and Officer Hodson was concerned about the immediate danger with back of home torn off and asked that action be taken to cover the danger while work is being done. If this is done, a 60 day extension would be given.

Mayor Hatfield made motion that City give Wanda Hess 60 days to complete the dangerous structure abatement of the property at 301 S. Bluff in Anthony. The motion was seconded by Commissioner Hammersmith. Motion carried.

GROUP BENEFIT SPECIALIST REPORT

Kirk Kimble of Group Benefit Specialists provided information about health insurance costs found for the City of Anthony. Looking at Preferred Health Systems Health Insurance premiums would be higher than what the Blue Cross/Blue Shield renewal rates. He also presented dental plans, but network is not that good requiring travel by employees. Sometimes alternate dental program is not as good as Blue Cross/Blue Shield.

He presented information about a program, Health Reimbursement Arrangement – Code 105 Administration. It would involve Employer buying down deductible to keep premiums down. It is an alternate proposal using Blue Cross/Blue Shield Insurance. Employee deductible use history would have to be obtained from Blue Cross/Blue Shield, to determine if HRA would be beneficial.

He also presented program to cover long term care and information to develop an employee benefit package.

USING EMPLOYEE INSURANCE FUND

The City Clerk/Administrator presented information regarding use of the Employee Insurance Fund to reduce the 18% increase for Employee share of the new health insurance renewal rates. Information showed what an 8% reduction would be and what would be the amount if the full 18% was used. There was discussion that at least some increase should be shared by the employee.

INSURANCE ADVISORY SERVICES

After discussion, Commissioner Williams made the motion that the City approve the Compensation Proposals for Insurance Advisory Services from Group Benefit Specialists Inc. for $3,600.00 for 2009 and including work on health, dental and life insurance products for this year. The motion was seconded by Commissioner Hekel. Motion carried.

CHIEF OF POLICE REPORT/ JUVENILE CORRECTIONS ADVISORY MEETING/

TRUANCY POLICY/ RAMBO & SCHULTZ TO KINGMAN/

AIRCRAFT SEARCH

Chief Blevins reported that he had attended a Juvenile Corrections Advisory Board meeting.

Had a Law Enforcement & Officers meeting with Lori Frost, truancy officer for South Central Kansas Community Corrections to advise of the truancy policy and how it works.

Saturday a.m. on U.S. 54 at Kingman, Rambo and Officer Schultz assisted with traffic lane interdiction. There were no alerts.

Assisted in Harper Co. to try and locate a downed aircraft and has not been located.

CITY CLERK/ADMINISTRATOR REPORT/ NO I.D. MEETING/

VACATION/ LETTER REQUEST FOR CONTRIBUTION FOR ANTHONY FEED THE CHILDREN PROGRAM

City Clerk/Administrator reported there will not be an Industrial Development Board meeting.

He would like to take days of vacation in March and miss the March 17th Commission meeting.

There is a request for contribution to Anthony Feed the Children Program.

CONTRIBUTION TO ANTHONY FEED THE CHILDREN

Commissioner Hekel made the motion that the City contribute $200 to Anthony Feed the Children Program. The motion was seconded by Commissioner Dickey. Motion carried.

GARFIELD STREET DRAINAGE CULVERT

Superintendent Sechler had obtained a proposal to place a culvert drainage pipe on Garfield from Hacker of Kingman. County was just going to do north side. Superintendent Sechler will be asked to contact County about the proposal.

PROCLAMATION

Mayor Hatfield signed a proclamation declaring April, Fair Housing month for Anthony.

Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
