The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Dickey, Hammersmith and Williams. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; I. D. Creech, Larry Berry, Mike Lanie, Cheryl Siepel, and Casey Waldschmidt.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE and 03/31/09 PAYROLL APPROVED
Claim Ordinance #5584 making appropriation for $359,747.84 for the payments of certain claims against the City of Anthony for appropriation ordinance and $44,406.45 for 03/31 Payroll were presented and on a motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance and payroll were unanimously approved and claims ordered paid.
NEIGHBORHOOD REVITALIZATION PLAN
I. D. Creech, County Administrator explained the County was planning to re-establish the Neighborhood Revitalization Plan. They are requesting input from the City. Areas need to be identified residential/commercial or both. We need to develop criteria.
It would be good to have a representative from the City to attend future meetings regarding the development of the Plan. The Mayor indicated the support of developing the Plan again.
CIRCUS LOCATION
The City had received a request for a location of a Circus that could be scheduled in April. The City Commission was in agreement that a location N. of the practice ball field would be O.K. The Circus Promoter will be contacted.
RESOLUTION NO. 728 – USDA, RURAL DEVELOPMENT
RESOLUTION OF GOVERNING BODY ADOPTING AND PROVIDING FOR STANDARDS FOR PROCUREMENT, BIDDING AND CONTRACT AWARDS.
Commissioner Williams made the motion that the City adopts Resolution No. 728. The motion was seconded by Commissioner Hekel. Motion carried.
LEGAL SERVICES AGREEMENT – USDA RURAL DEVELOPMENT
Commissioner Williams made the motion that the City approves the Legal Services Agreement with Jim Forsyth, City Attorney as recommended by USDA Rural Development. The motion was seconded by Commissioner Hekel. Motion carried.
ELECTRIC PRODUCTION DEPARTMENT REPORT
Power Plant Superintendent, Larry Berry reported the Crew painted more projects in the Power Plant. They changed out some mechanical seals on some diesel pumps that were leaking. Ran some power to the lift station at first house and helped Water Department build and set lift station. Did some re-plumbing under two of the houses to make everything work with new system and put fence back up.
Sprayed the town sub-station and around Plant for weeds. Continue to work on Warrior Field house. Reported they had removed 3 layers of asphalt shingles on North slope, and installed felt paper to make weather tight until the weather gets better. Doing normal maintenance. Waiting on pneumatic primer pump for Unit #1 which will be installed. Will install new gas meters on each unit.
Will work with Sherri to get year end report for KDHE and EPA.
Will get technician from Cameron Compression to run analyzer on units to balance firing pressure on each cylinder head if O.K. with the Commission. He had talked to Grant and Don.
REQUEST FOR ANTHONY HOUSING ADVISORY COUNCIL
Mike Lanie, County Economic Development Coordinator, was present to request the City Commission as recommended by Interfaith Housing Services appoint a 3-4 member Anthony Housing Advisory Council to study the Housing needs in Anthony and plan for community wide forum for housing needs input. The City Commission were in agreement to have a Council and will have to advertise for the 3 positions for an Anthony Housing Advisory Council.
HEAD START PROGRAM
City Administrator and members of the Industrial Development Board met with Glenda Wilcox and Nancy Krase of Head Start from Wichita. They are wanting to expand to Harper County and need program office space. They would be interested in part of the Industrial Development Building. The use of Lincoln School Gym was mentioned. The Industrial Development Board will be contacted to develop a proposal.
KERR BUILDING EXPANSION
The Industrial Development Board presented a recommendation proposal for financing the expansion for Kerr’s of K & K Diesel, and have the City enter into an Agreement Loan with Kanza Bank and the Kerr’s with the final terms to be worked out between the parties. It was consensus of the Commission to agree with the recommendations of the Industrial Development Board but would like to find out about the Tax Increment Financing Program.
911 ADDRESSING
Casey Waldschmidt and Cheryl Siepel were present to address 911 addressing at the Lake. R & S Digital was having problems. CAD System is having issues and the addresses come from AT&T database.
Mayor Hatfield and Commissioner Williams disagreed that the addresses should remain the same and that they could be programmed to fit the area. Anthony Golf Course and Gun Club need addressing.
THIRD AMENDMENT TO KANSAS WATER POLLUTION
CENTRAL REVOLVING FUND LOAN AGREEMENT
Commissioner Williams made the motion that the city approves the Third Amendment to KWPCRF Loan Agreement – Project No. C20-1212-01, with the Kansas Department of Health and Environment, lowering the Loan amount from $1,891,150 to $1, 885,432. The motion was seconded by Commissioner Hekel. Motion carried.
CHIEF OF POLICE REPORT/NARCOTICS OFFICER’S CONFERENCE/MULTI-HAZARD MITIGATION MEETING/ABONDONED CAR/SNOW REMOVAL
Police Chief Blevins reported Officer Hodson attended the Kansas Narcotics Officer’s Association Conference in Wichita. Training was very good.
He attended the Harper County Multi-Hazard Mitigation Planning Committee Meeting, finalizing on goals, objectives, and mitigation actions. Specific areas for the City include: upgrade warning sirens and identify additional community shelters for severe weather.
Officer Schultz located a vehicle behind the Museum Depot which was evidently stolen from Tyler Texas.
He expressed appreciation to Grant and crew for the snow removal.
CITY SUPERINTENDENT REPORT/ELECTRIC RATES/RURAL WATER CONFERENCE/OAK ST. VACATING/FRIENDSHIP MEALS, KITCHEN INSPECTION/ELECTRIC OUTAGES/KLINK PROJECT
Superintendent Sechler presented a copy of Wheatland Electric Cooperation 2008 Annual Report indicating a 12% to 50% increase in Electric rates.
He, Commissioner Hekel and Terry Stark attended a good Annual Kansas Rural Water Conference in Wichita.
Jim Templin called and asked about vacating Oak St. After motion by Commissioner Dickey and Mayor Hatfield seconded to vacate Oak St. from Santa Fe Street to City limits, the motions were withdrawn. An Ordinance needs to be presented for vacating the Street and retaining utility easement.
The State of Kansas inspected the kitchen at Municipal Hall. He has not been able to talk to them yet. There is an issue about the sink.
There was Electric outages from snow storm. Some in the City and to the South, older poles came down.
April 1, bid opening for KLINK Project in Commission Room at 2:00 p.m., J.D. Rhea and EBH will be present.
COMMISSION COMMENTS
Commissioner Hekel had received appreciation for Street and Lake Road snow removal from people and extended it to the City crew. He asked if Officer Hodson could check property at 623 N. Lincoln, and also 506 S. Bluff where fence around pool is down.
He appreciated the opportunity to attend the Kansas Rural Water Conference. He asked about City vacating Hays Street, from Lincoln to Madison. Will need to know what to do with property first.
CITY ADMINISTRATOR REPORT/TRANSPORTATION MEETING
VACATION TIME
City Clerk/Administrator reported he had attended the Transportation Meeting for the Taxi on Wednesday. The City is to receive the same Grant amount as last year. 75% attendance is required at meetings. If you miss one meeting you get a warning. If you miss two meetings, you are out and lose funding.
He will take vacation time April 6th, 7th, and 8th.
LAKE LEASE/TAXI POLICY/CITY CODE UPDATE
Commissioner Williams indicated he would address a Lake Lease for Steve Bellesine and the Taxi Policy soon.
He will also be getting the City Code updated.
LAND RUSH INFORMATION
Commissioner Hekel located the Land Rush information. Copies will be made for the Commissioners.
Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
