The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 a.m. with Mayor Howard Hatfield presiding and the following Commissioners present: Hekel, Dickey, Hammersmith and Williams. Absent: None. Also present were Don Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of the Anthony Republican; J.D. Hays, Greg Cleveland, Lyle Wellbrock, John Gaffney, Tim Eaton and Terry Stark.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE and 4/01/08 PAYROLL APPROVED

Claim Ordinance #5533 making appropriation for $359,895.57 for the payments of certain claims against the City of Anthony for appropriation ordinance and $44,870.45 for 4/01 Payroll were presented and on a motion by Commissioner Williams, seconded by Commissioner Dickey, said ordinance and payroll were unanimously approved and claims ordered paid.

WATER/WASTEWATER DEPARTMENT REPORT

Terry Stark, Water/Wastewater Department Head reported that in Wastewater they have been cleaning sewer lines, lift stations, doing general maintenance on lift stations and sewer plant. Preparing alley in 100 block of West Washington for concrete.

In Water, replaced leaky water meters, opened park and ball field restrooms. Attended Rural Water Conference. Still working on prices for bulk water fill station.

Question was asked if concrete work could be done by Street Department?

Garage at football field needs to be torn down. Need to get items out of it.

Camera for Wastewater was seen at the Rural Water Conference.

MUNICIPAL HALL EVENTS COMMITTEE

Greg Cleveland and J.D. Hays discussed with the City Commission how events would be handled at Municipal Hall . Use of kitchen will have to be worked out with Friendship Meals. No flat fee and the deposit to be $200.00 with hourly charges for use of upstairs and downstairs.

Cleaning fee will have to be worked in somehow.

THEATER GROUP

J.D. Hays, Lyle Wellbrock & John Gaffney were present to update the City Commission on the status of the Anthony Theater. Option to purchase had been signed with right to raise money for one year. The price is $40,000 for the building and $2,000 for the lot west of the building.

Paul Cavanaugh, Architect, will come and walk through the building. There will be cost to renovate and maintain.

There was discussion about funding. RC&D will be used to accept donations now. They want to form a 501c3 organization. Advantages and disadvantages were discussed of having the City as owner, the availability of grants would be uncertain.

The outside building is in good condition except for the West wall.

The City could help with in-kind contribution.

They want to have a town meeting on April 22, 2008 at 7:00 p.m. at the Municipal Hall. Mayor Hatfield made a motion that the City waive the rental fee for the Municipal Hall for the Theater group to hold a town meeting to discuss the Anthony Theater future. The motion was seconded by Commissioner Dickey. Motion carried.

CITY INSURANCE/ TIM EATON LEAVING/ RECREATION PROGRAM COVERAGE

Tim Eaton of Strong Insurance was present to discuss the renewal of insurance through EMC. He suggested a work study session to go over coverage’s to check locations and coverage amounts.

He announced he was leaving Strong’s Insurance this week and leaving town. He appreciates the cooperation and trust in working with the City. Paul Jefferis will be taking his place. Members of the Commission and City Officers expressed their gratitude to Tim in working with the City.

It was reported that after discussion and research it appears the City is covered for the necessary insurance for the Recreation Program.

APPLICATION FOR SUBSIDY GRANT FROM STATE AFFORDABLE

HOUSING PROGRAM

After discussion, Mayor Hatfield made a motion that the Mayor or Vice Mayor be authorized to sign for the City the Subsidy Grant Application by Interfaith Housing, from State Affordable Housing Program for West Acres Apartments, the City technically the owner. The motion was seconded by Commissioner Hammersmith. Motion carried.

NO CITY WIDE SPONSORED CLEAN UP

The City Administrator reported that he had talked with Mike Wyatt of Wyatt Trash Service. He said the cost this year for a clean-up would be $9,500. It was $9,000 last year. $7,000 was expensed out of General Operating and $1,000 out of Water and Wastewater each last year.

After discussion, it was consensus of the Commission not to have a City wide sponsored clean-up this year and review it next year.

ELECTRIC UTILITY DEPARTMENT RATE REVIEW

After discussion, Commissioner Hekel made the motion that the City approve the proposal from Ranson Financial Consultants, LLC to prepare a customized electric rate review for the Anthony Electric Utility Department at a rate of $80.00 an hour plus expenses not to exceed $7,500. The motion was seconded by Commissioner Williams. Motion carried.

TENNIS COURTS/ AGREEMENT, CONSENT

Commissioner Williams made the motion that the City enter into a cooperative agreement with USD 361 to include the payments over the next 3 years totaling $65,000 for the maintenance of tennis courts located in the City of Anthony and approve the Notice and Consent acknowledging that Jim Forsyth is also the Attorney for USD 361. The motion was seconded by Commissioner Dickey. Motion carried.

PROM DONATION

Commissioner Hekel made the motion that the City donate $100 to the Chaparral Junior/Senior Class Prom. The motion was seconded by Commissioner Hammersmith. Motion carried 4-1. Commissioner Williams voting no.

CHIEF OF POLICE REPORT/ SECURITY MEASURES WORKSHOP/ 600 E. MAIN PROBLEM/ ASSIST HARPER POLICE DEPARTMENT-DRUG SEARCH/ TOWN HALL MEETING ON UNDERAGE DRINKING

Chief Blevins reported that he had attended a Security Measures Workshop for South Central Metro Region at Wellington. Developed needed security measures for Dispensing/Distribution Sites during an emergency situation.

The situation at 600 E. Main has not improved. A Resolution to have the health nuisance abated for the property will be made for adoption.

Officer Schultz and Rambo assisted the Harper Police Department in a drug search.

Reminder of Town Hall Meeting concerning Underage Teenage Drinking will be at Chaparral at 7:00 p.m.

CITY SUPERINTENDENT REPORT/ KWRA CONFERENCE/ COUNTY PARKING LOT/ REQUEST FOR PICKUP BIDS

Superintendent Sechler reported that the KRWA Conference was a great Conference again. He attended meetings on Utility Mapping, Potable Water Tanks, Conflicts Over Water Territories Due To Annexation. He talked to vendors on camera, meters, water tanks, water treatment plant and others.

He spoke to County on Parking Lot on Tuesday and informed them of the Commissions concern. Mayor suggested a letter be sent.

Request for Pick-up Truck bids have been sent.

CITY CLERK/ADMINISTRATOR REPORT/ LETTER TO TOWNSHIPS/ CLOSING ON MAIN STREET LOTS/ INTEREST IN AIRPORT CARETAKER POSITION

City Administrator reported that letters have been sent to the townships for a dinner meeting to discuss fire protection agreements and activities of the Anthony Fire Department. It is scheduled for April 8th at 6:00 p.m. at the Smokehouse.

Closing on the three City lots sold to Jason Wolff will be Monday. After closing cost and commission to Wolff Auction, the City will receive $6,650.22.

Someone has contacted the City interested in the Airport Caretaker position.

Commissioner Williams made a motion that the City Commission go into Executive Session for 24 minutes to discuss non-elected personnel matters. The motion was seconded by Commissioner Dickey. Motion carried. At 10:36 a.m. the City Commission room was cleared with City Clerk/Administrator, City Superintendent and Chief of Police remaining. At 11:00 a.m. the Mayor called the meeting back into regular session. No decisions were made.

Mayor Hatfield made the motion that the City go into Executive Session for 10 minutes to discuss non-elected personnel matters. The motion was seconded by Commissioner Hekel. Motion carried. At 11:00 a.m. the City Commission room was cleared with City Clerk/Administrator, City Superintendent and Chief of Police remaining. At 11:15 a.m. the Mayor called the meeting back into regular session.

DOUG HITE SEWER BACK-UP

Doug Hite had asked about where the City stood regarding the sewer back-up damage cost. Out of pocket costs amount to a $500 deductible before insurance payment.

After discussion, Mayor Hatfield made a motion that the City pays to Doug Hite the $500 insurance deductible cost for the claim for the sewer back-up damage at his house. The motion was seconded by Commissioner Hekel. Motion carried.

Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Dickey. Motion carried.
