The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Koeppen, and Williams. Absent: None. Also present were Donald F. Heidrick, City Clerk/ Administrator; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Schmitz of The Anthony Republican; Kenny Hodson, John Scott, Ted Hauser, and Dan Bird.

The minutes of the previous meeting were approved as corrected.

APPROPRIATION ORDINANCE AND 3/06 CITY PAYROLL APPROVED

Claim Ordinance #5479 making appropriations for the payments of certain claims against the City of Anthony in the sum of $97,058.88 for appropriation ordinance and 3/06 City Payroll for $42,793.83 were presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinance and 3/06 City Payroll were unanimously approved and claims ordered paid.

HEALTH, DENTAL AND LIFE INSURANCE

It was consensus of the City Commission that the City would pay 75% of the premium for the City employees of Option 2 of either of the insurance plans available from Blue Cross/Blue Shield, and the 75% amount for Option 2 for Options 1 and 3 which do not equal 75%. There were no other questions about the insurance at this time.

FIRE DEPARTMENT REQUEST

Fire Chief Hodson requested that the Fire Department would go ahead and get bids for $5,000 of hose as budgeted.

He requested to burn off grass and debris along the former railroad right-of-way by Kansas and Penn and Grant to Hayes Streets for fire practice.

Commissioner Hammersmith made the motion that the City allow the burning off of grass and debris along former railroad right-of-way by Kansas and Penn Streets and Grant to Hayes Streets for fire practice. Commissioner Hekel seconded the motion. Motion carried.

DEMOLITIONS

The demolition of 417 North Franklin will begin as soon as paper work is completed.

He asked about getting bids for the demolition of the Frazier Building. The Commission would like to see if there may be interest in demolition of the building for salvage value.

PASTURE LAND LEASE

Even though there is interest now in rental of pasture land south of town, the City Commission wanted to leave the ground idle for a full year.

WATER SUPPLY PLANNING GRANT

John Scott, City Administrator of Kiowa, and Ted Hauser, City Administrator of Medicine Lodge, asked for the City of Anthony support for water supply planning assistance grant through KDHE for this area and parts of Oklahoma also. They have been receiving support from other cities and counties.

They are requesting $1.00 per water meter to help match cost for the grant. Dan Bird of Rural Water District #2 expressed support for the Study. Need to do to open way for obtaining grants.

Commissioner Hekel made the motion that the City pay $1,265, $1 per meter to assist matching the Grant for the water supply planning assistance grants. The motion was seconded by Commissioner Hammersmith. Motion carried 4-0-1, Commissioner Williams abstaining.

SPRING CLEAN-UP

Estimate for a town clean-up will be requested from Wyatt Trash Service.

Open Burn Period needs to be set. Will ask Fire Chief.

OIL LEASE

Will publicize for oil lease for the ground east of town by burn site. Previous lease term has ended.

TARIFF RATES FOR ATMOS AGREEMENT

City Superintendent Sechler reported the Dump Truck Bed has arrived at Midwest Truck. F-750 will be taken to Wichita this week for the installation. The Street Crew will take the other dump truck up and bring back a load of patching material at the same time.

Contractors will be here Tuesday to finish Airport Terminal to complete change orders.

Will have interviews for Power Plant position on Tuesday.

He will complete bid specifications for Police Department Garage this week.

He presented spread sheet on new tariff rates for contract with Atmos. With new contract rates for tariff, City would save money.

OUT-OF-STATE TAG ISSUE

Chief of Police Blevins reported he had attended a Site Council meeting, Balloon Fest meeting, a Drug Endangered Children meeting, and presented Personal Safety meeting to K-1 classes.

They hosted Regional Prevention Center of South Central Kansas training class regarding presentations of 'Meth' program. Officers Hodson and Houston attended to take over what Sgt. Moore had done.

Transport vehicles have been moved from back of Tradewinds.

Purchased new radar unit from contribution of County Attorney Fund. Mayor suggested a letter of thanks be sent to County Attorney.

The out-of-state tags issue will be discussed with City Attorney.

RESOLUTION NO. 673 ADOPTED

A RESOLUTION ESTABLISHING AN ANTHONY MUNICIPAL HALL EVENTS

BOARD.

Commissioner Williams made the motion to adopt Resolution No. 673. The motion was seconded by Commissioner Koeppen. Motion carried.

CITY CLERK/ADMINISTRATOR'S REPORT / HEALTH, DENTAL AND LIFE INSURANCE /

CITY CLERKS CONFERENCE / EXECUTIVE SESSION REQUEST /

INDUSTRIAL DEVELOPMENT BOARD MEETING

City Clerk/Administrator Heidrick reported to remind the Commission of employee meeting on the Blue Cross/Blue Shield Health and Dental Insurance and the Advance Life Insurance proposals, Tuesday, March 13, at 7:00 P.M., at Municipal Hall.

He will attend annual City Clerk Conference, 3/7 to 3/9 at Wichita.

Ask for executive session on non-elected personnel and for matters regarding confidential data relating to financial affairs of second parties.

Reported monthly Industrial Development Board meeting is at 12 Noon at Smokehouse.

EXECUTIVE SESSION

Mayor Hatfield made the motion that the City Commission go into executive session for one and one-half hours to discuss matters concerning non-elected personnel and matters regarding confidential data relating to financial affairs or trade secrets of second parties, such as corporations, partnerships, trusts and individual proprietorships. The motion was seconded by Commissioner Hekel. Motion carried. At 10:30 A.M., the City Commission room was cleared with the City Clerk/Administrator remaining. Chief of Police Blevins entered at 11:00 A.M., and left at 11:30 A.M. At 12 Noon, the Mayor called the meeting back into regular session.

SALARY INCREASES

Mayor Hatfield made the motion that after performance evaluations the City give the City Clerk/Administrator Don Heidrick a 3% salary raise, Police Chief John Blevins a 2% raise and City Superintendent Grant Sechler a 2% raise. The motion was seconded by Commissioner Williams. Motion carried.

Commissioner Hammersmith made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Koeppen. Motion carried.
