The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Hammersmith, Koeppen, and Williams. Absent: None. Also present were Donald F. Heidrick, City Clerk/Administrator; Grant K. Sechler, Jr., City Superintendent; Kenny Hodson, Deputy Chief of Police; Amber Countryman of The Anthony Republican; Donna Crowe, James Jackson, Reta Gates, Mike Wyatt, Dan Wyatt, Leroy Leland, and Jessica Graves.
The minutes of the previous meeting were approved.
APPROPRIATION ORDINANCE AND 5/02 CITY PAYROLL APPROVED
Claim Ordinance #5437 and 5/02 City Payroll making appropriations for the payments of certain claims against the City of Anthony in the sum of $60,602.08 and $44,758.75 respectively were presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinance and 5/02 City Payroll were unanimously approved and claims ordered paid.
STREET DEPARTMENT REPORT
J.D. Rhea, Street Department Head, gave a report on the activities of the Street Department. They have been ditching at the Lake. Tore out concrete at Municipal Hall. Getting ready to mow. Taking applications for summer help. Getting closer to bids preparation for equipment.
NEW COUNTY ECONOMIC DEVELOPMENT COORDINATOR INTRODUCED
James Jackson was introduced as the newly hired County Economic Development Coordinator. He comes from Hutchinson.
ALBERTA SCOTT REQUEST
Alberta Scott requested rebate for her sewer bill. She has one sewer line and one water line with her rentals, but has been charged for the full minimums.
Mayor Hatfield said the City will review the billing.
LAKE BOARD REQUEST
Reta Gates and Donna Crowe reported a better source for the lamp poles for the Lake Trail. Lower price will allow purchase 20 poles instead of 12 poles. They will be under the Grant budget with the powder coating included, for cost of $12,000 compared to $15,924.
LAKE BOARD RESIGNATION
A letter from Mark Harbin stated that it was necessary for him to resign his position on the Lake Board, due to lack of time to serve because of his work. An ad for the position will be run in the paper and all people interested will meet with the Lake Board next week.
LETTER FROM PEGGY GATES
A letter from Peggy Gates complained of pigeon droppings on the new park bench in front of the Thrift Shop. She asked that the bench be moved.
Donna Crowe reported she had received many compliments about the benches.
Mayor Hatfield said the problem was the pigeons not the benches and asked Officer Hodson to check with other cities about pigeon problems in their cities.
WYATT TRASH SERVICE
Mike and Dan Wyatt were present to discuss their franchise with the City for trash pick-up. The question is if the agreement is exclusive for Wyatt Trash Service? The League indicated that there cannot be an exclusive franchise. The City Attorney will be requested to review.
Discussion was held regarding curbside trash pick-up. Mike Wyatt indicated that if the City changed, the best time would be in the Spring. Cost for trash containers was discussed also.
PROJECT PARK
Jessica Graves, representing Xi Zeta Sorority, explained Project Park and asked the City Commission permission to develop a playground park area at the Lake on the west side near the Golf Course and Camping area. This would be in cooperation with the Anthony Community Foundation. Funding is hoped through Grants, and donations. Proposals for equipment were presented.
Commissioner Williams made the motion that Xi Zeta Sorority be allowed to develop a playground park area at the Anthony Lake proposed now for the east side near the camping area. The old equipment would be moved to west side across from the Golf Course. The motion was seconded by Commissioner Hekel. Motion carried.
Short Break in Meeting –
FENCES FOR RECREATION
Mayor Hatfield presented proposals for fence project to close road between north and south ball fields. Salvaged fabric is available, need accessories, caps, posts, tension bars, etc., for approximately $611.00.
Commissioner Williams made the motion for the City to purchase for $1,000 necessary fence accessories to be used to erect salvaged fabric to close off the road between the north and south ball fields. The motion was seconded by Commissioner Hekel. Motion carried.
The Commission will wait on approving the erection of salvaged fabric for the small field by the Swimming Pool until final figures on cost are received.
LEROY LELAND – COPE/BARTON-BUSH BILL / VEHICLE REGISTRATION
Leroy Leland, County Appraiser, presented information regarding the Communication, Opportunity, Promotion and Enhancement Act of 2006 (COPE/ Barton-Bush) Bill.
He also presented regulatory information for registration of vehicles. He said this could be enforced by local law enforcement.
PERSONNEL MANUAL
Discussion was held regarding the definition of family and that it should be the same for sick leave and funeral leave. The City Clerk/ Administrator and City Superintendent will examine the Personnel Manual for possible changes. It will be put on the agenda for May 22 to schedule a work session if necessary.
WATER/WASTEWATER SYSTEM AT LAKE
Will have City Attorney Jim Forsyth review information about bond issue for funding City portion of any grant awarded for a water/wastewater system at Anthony Lake.
LAND GIVEAWAY PROGRAM
Mayor Hatfield will contact John Schott about the land giveaway program. Discussed about asking for bids on property behind Tradewinds Motel.
DEPUTY CHIEF OF POLICE REPORT / TRUCK LOADING AND UNLOADING /
DUI AND UNDERAGE DRIVING PROGRAM / METH LAB AND RAMBO PROGRAM /
RAPE AND DRUG CASES
Deputy Chief of Police Hodson reported that the loading and unloading of trucks is covered by the Standard Traffic Code and allows for loading and unloading of trucks in front of businesses.
Chief Blevins and Trooper Winters presented a DUI and underage driving program at school. Officers Brad Moore and Matthew Schultz were at the Health Fair with information booth about Meth Lab and Rambo.
Worked two rape cases. Also an arrest for drugs possession and drug paraphernalia by Sheriff Department.
TRANSFORMERS PURCHASE
The City received bids for transformers from Solomon Corporation for $4,030 and T and R Electric for $4,691.
Commissioner Hekel made the motion that the City purchase transformers from Solomon Corporation for $4,030. The motion was seconded by Commissioner Hammersmith. Motion carried.
CITY SUPERINTENDENT'S REPORT /
CONCRETE AND DUCT WORK AT MUNICIPAL HALL /
DIGGER TRUCK / AIRPORT PROJECT / KMU MEETING / PART-TIME HELP
City Superintendent Sechler reported that duct work is being done at Municipal Hall for the air conditioning project. Steve Wilkinson is working on electrical material list for this project. Concrete work should be done this week.
He and Steve went to St. Joseph last week for pre-paint inspection of the new digger truck. Should get it next week.
Carrie Miller is completing application to Army Corps of Engineers for the Lake Watershed Shore Line Protection Demo Project. He will be authorized agent for this project.
Darrin Neufeld, EBH, is setting up pre-construction meeting for the Airport Drainage and Taxiway for Wednesday at 1:30 P.M.
He worked up estimates for I.D. Board for frontage road and road to side building.
Steve Wilkinson, Larry Berry and he will attend KMU meeting in Wichita this week.
Should select part-time summer help for Parks and the Lake this week.
DEMOLITION REQUEST FOR 321 NORTH ANTHONY
The current owner of the structure in question and their attorney have requested that the City Commission approve the demolishing of the house owned by the Lelands at the current location at 321 North Anthony. The Lelands have been unsuccessful in trying to give the house away. It has many deficiencies according to their reports.
After discussion and careful consideration, Commissioner Williams made the motion to inform the Kansas State Historical Society Office that the Anthony City Commission determined, based on a consideration of relevant factors, that there are no possible feasible and prudent alternatives to the proposal for the demolition of the house at 321 North Anthony. The owners had indicated that all possible plans have been made to minimize harm to the historic property and its environs. The motion was seconded by Commissioner Koeppen. Motion carried.
CITY CLERK/ADMINISTRATOR'S REPORT / AUDITORS /
TRANSPORTATION / INDUSTRIAL DEVELOPMENT MEETING /
TREE CITY / VACATION TIME / MEET WITH ROZANNA O'BRIEN
City Clerk/Administrator Heidrick reported that auditors left before Noon on Friday, after doing field work since Wednesday for the 2005 Audit.
He attended transportation meeting for the taxi, Wednesday, at Hutchinson. More money is available for fuel and advertising.
Industrial Development Board will meet at 12 Noon at the Smokehouse for their monthly meeting.
Arbor Day festivities were successful and well attended. The City had received certification indicating 21 years as designated Tree City. Trees were planted; one had been donated by the Dieker family in memory of Jeannie Barber's daughter.
He will take vacation time, May 11, 12 and 15.
He will meet with Rozanna O'Brien of Aging Projects, Inc., Thursday, to discuss the City's contribution to Friendship Meals.
Commissioner Williams made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Hammersmith. Motion carried.
