The Board of Commissioners of the City of Anthony, Kansas met in regular session at 8:30 A.M. with Mayor Hatfield presiding and the following Commissioners present: Hekel, Koeppen, and Williams. Absent: Hammersmith. Also present were Angie Hartman, Assistant City Clerk; Grant K. Sechler, Jr., City Superintendent; John Blevins, Chief of Police; Amber Countryman of The Anthony Republican; Tim Eaton, Greg Cleveland, and Larry Berry.

The minutes of the previous meeting were approved.

APPROPRIATION ORDINANCE AND 5/16 CITY PAYROLL APPROVED

Claim Ordinance #5439 and 5/16 City Payroll making appropriations for the payments of certain claims against the City of Anthony in the sum of $79,382.54 and $44,109.33 respectively were presented and on motion by Commissioner Williams, seconded by Commissioner Koeppen, said ordinance and 5/16 City Payroll were unanimously approved and claims ordered paid.

ELECTRIC PRODUCTION DEPARTMENT REPORT

Larry Berry presented the Power Plant's report. All electric and gas lines have been run to the four building heaters and Darnell Electric is done installing their part of the new heating system. They have put the new heating units down in the engine room basements and are working on getting them mounted and wired up. They test ran Unit No. 1 for deflections. They are cleaning out the cooling tower and everyday maintenance. They will be helping the Line Crew at the Municipal Hall. They will also be finishing up with the new contract with Western Farmers.

TIM EATON / EMC DIVIDEND CHECK

Tim Eaton of Hadsall and Andrews presented the City with a $4,836.40 dividend check. This was from the policy year of April 2005 to April 2006 with the Kansas Municipal Utilities Safety Group Insurance Program.

GREG CLEVELAND / ANTHONY ALUMNI / RECREATION

Greg discussed the hiring of a professional bar service for a cash bar during the alumni dance. Chief Blevins has discussed this with the City Attorney. The City will need to pass a special ordinance for that event from 6:00 P.M. to 11:00 P.M. on July 7, 2006. They would like access to the Municipal Hall around June 29 to get the stage ready. Would like permission to use the ticket booth and then give to the Museum. Greg asked that the City waive the rental for the Hall.

Commissioner Williams made the motion to waive all rental or any fees during this time. Commissioner Koeppen seconded the motion. The motion carried.

Greg asked permission to block Garfield at Madison and Santa Fe for the coming ball tournaments. Chief Blevins will notify the Hospital and 911. He said the streets will need blocked for June 3 and 4, 17 and 18 and July 8 thru 12. Greg also asked that a gully north of the big diamond be filled in.

CITY SUPERINTENDENT'S REPORT / KLINK / SEWER PROJECT / AIRPORT

City Superintendent Sechler reported the KLINK Project for K-2 Highway is in the design stage. He asked the Commission to think about whether they want left turn lanes from Main to Garfield. The lift stations for the sewer project are in. The contractors are to start work on Tuesday. The Airport projects will also start Tuesday. About 80% of the duct work for the Municipal Hall project has been installed. The 15 and 10 ton units should be delivered to Anthony this week. City Crews will try to start work on the electrical at the Municipal Hall this week. Supt. Sechler visited with Alan Luttrell about future water projects. They will have a work session some evening. The specifications for the trucks are finished and requests for bids will go out today and will open May 30.

CHIEF OF POLICE REPORT / KING PARROT / BALLOON FEST

Chief of Police Blevins reported that Officer Schultz took Rambo to the Harper Health Fair. Good weekend for Balloon Fest. Thanked the Kiwanis Club and the Sheriff Department for their assistance. The King Parrot building was discussed. She has been having a sale out the back door. A letter will be sent to them. He received $225.00 from the State for the N. Anthony drug case.

BOND FOR LAKE SEWER PROJECT

The Commissioners reviewed the wording in an ordinance for the purposed bond for the Lake sewer project. They all agreed it was ready for approval.

CITY COMMISSIONERS COMMENTS /

-Commissioner Koeppen reported that Phil Arnett had contacted him about an electrical problem at the Gun Club.

-Several people had asked Commissioner Koeppen about the burn site key. Discussion was held on whether more keys need to be made. Decided there were enough.

-Mayor Hatfield stated we need to work towards cleaning up the railroad property.

-Discussed Open Burn and decided not to have one at this time.

-Commissioner Hekel had received complaints about a bird dog that runs loose on North Kansas.

-Mayor Hatfield asked Chief Blevins if he has been researching out of state car tags. He will check with the County Attorney to see how he wants it dealt with.

Commissioner Williams made the motion that the City Commission meeting be adjourned. The motion was seconded by Commissioner Koeppen. Motion carried.
